Book excerpt: Like other fragile sub-Saharan African countries, Côte d’Ivoire, Guinea, Liberia, and Sierra Leone are seeking to harness their natural resource potential in the context of ambitious development strategies. This study investigates options for scaling up public investment and expanding social safety nets in a general equilibrium setting. First, it assesses the macro-fiscal implications of alternative fiscal rules for public investment, and, second, it explicitly accounts for redistribution through direct cash transfers. Results show that a sustainable non-resource deficit target is robust to the high uncertainty of resources output and prices, while delivering growth benefits through higher public investment. The scaling-up magnitudes, however, depend on the size of projected resource revenue and absorptive capacity. Adding a social transfer raises private consumption, suggesting that a fraction of the resource revenue could be used to expand safety nets.

Book excerpt: The Lake Chilwa Basin Climate Change Adaptation Programme was a seven-year research and development programme in Malawi that concluded in March 2017. The programme was designed to protect the livelihoods of the population and enhance resilience of the natural resource base upon which it depends. The Lake Chilwa Basin is an important wetland ecosystem which is a designated Ramsar Site under the Ramsar Wetland Convention and a Man and Biosphere Reserve designated by UNESCO. This book provides a review of the research and programme interventions done based on the ecosystem approach (EA), a strategy for the integrated management of land, water and living resources. This is designed to promote biodiversity conservation and sustainable use in an equitable way in its implementation of mitigation and climate change adaptation interventions. It is shown how: local and district institutions were strengthened to better manage natural resources and build resilience to climate change; cross-basin and cross-sector natural resource management and planning for climate change throughout the Basin were built; household and enterprise adaptive capacity in Basin hotspots was built; and improved forest management and governance contributed in mitigating the effects of climate change. The study followed all the twelve key EA principles with involvement of all key stakeholders. It is one of the first programmes to apply EA on such a wide temporal and spatial scale and provides key lessons to be learned for the protection of other fragile ecosystems in an era of climate change.

Addressing issues of recurring conflict and political violence and helping build legitimate and accountable state institutions are central to the Bank Group's poverty reduction mission. This evaluation assesses the relevance and effectiveness of World Bank Group country strategies and assistance programs to FCS. The operationalization of the World Development Report 2011: Conflict, Security, and Development (2011 WDR) is also assessed, to see how the framework has been reflected in subsequent analytical work, country assistance strategies, and the assistance programs. The evaluation framework was derived from the concepts and priorities articulated in recent WDRs, policy papers, and progress reports issued by Bank Group management, to draw lessons from FCS. The framework is organized around the three major themes emerging from the 2011 WDR: building state capacity, building capacity of citizens, and promoting inclusive growth and jobs. The evaluation focuses on International Development Association (IDA)-only countries, which are deemed to have certain characteristics such as very low average income and no access to private finance, making them eligible for special finance tools and programs. As the benchmark for measuring results, Bank Group performance is evaluated in 33 fragile and conflict-affected states against that of 31 IDA-only countries that have never been on the FCS list. Six new country case studies; analyses of Bank Group portfolios; human resources and budget data; secondary analysis of IEG evaluations; background studies including those on aid flows, gender, private sector development, and jobs; and surveys of Bank Group staffs and stakeholders are also included in the evaluation.

The lack of robust, good quality data can also have a disabling effect on government efforts to manage political conflict, and indeed can worsen conflict, since violent settings pose substantial challenges to knowledge generation, capture and application. In short, in fragile contexts the need for reliable evidence at all levels is perhaps greater than anywhere else. The development of sustainable and professional ‘data-literate’ stakeholders who are able to produce and increase the quality and accessibility of official statistics can contribute to improved development outcomes. Good quality and reliable statistics are also required to track the progress of development policies through the monitoring of performance indicators and targets and to ensure that public resources are achieving results. While data alone cannot have a transformative effect without the right contextual incentives it is an essential and necessary prerequisite for greater accountability and more efficient decision-making. This volume explores methods and insights for data collection and use in fragile contexts, with a focus on Sudan.
