In addition, a follow-up telephone survey was conducted of all non-respondents believed to be maintaining valuable data resources. Book excerpt: Losses of life and property from natural disasters in the United States-and throughout the world-have been enormous and the potential for substantially greater future losses looms. It is clearly in the public interest to reduce these impacts and to encourage the development of communities that are resilient to disasters. This goal can be achieved through wise and sustained efforts involving mitigation, preparedness, response, and recovery. Implementing such efforts, particularly in the face of limited resources and competing priorities, requires accurate information that is presented in a timely and appropriate manner to facilitate informed decisions. Substantial information already exists that could be used to this end, but there are numerous obstacles to accessing this information, and methods for integrating information from a variety of sources for decision-making are presently inadequate. Implementation of an improved national or international network for making better information available in a more timely manner could substantially improve the situation. As noted in the Preface, a federal transition team is considering the issues and needs associated with implementing a global or national disaster information network as described in the report by the Disaster Information Task Force (1997). This National Research Council report was commissioned by the transition team to provide advice on how a disaster information network could best make information available to improve decision making, with the ultimate goal of reducing losses from natural disasters. The report is intended to provide the basis for a better appreciation of which types of data and information should be generated in an information program and how this information could best be disseminated to decision makers.

With over three-quarters of federal disaster declarations resulting from water-related events, national interest in having the best-possible hydrologic data, information, and knowledge as the basis for assessment and reduction of risks from hydrologic hazards is clear. The U.S. Geological Survey (USGS) plays a variety of unique and critical roles relevant to hydrologic hazard understanding, preparedness, and response. The agency's data collection, research, techniques development, and interpretive studies provide the essential bases for national, state, and local hydrologic hazard risk assessment and reduction efforts. This work includes some of the more traditional activities of the Water Resources Division (e.g., streamflow measurement) and some of the more innovative interdisciplinary activities (e.g., hydrologic research, educational outreach, real-time data transmission, and risk communication) being pursued in cooperation with other divisions of the USGS, other federal and state agencies, and other local entities. This report aims to help shape a strategy and improve the overall framework of USGS efforts in these important areas.

Book excerpt: Natural hazards such as earthquakes, landslides, floods, volcanic eruptions, tsunamis, and hurricanes cause environmental, economic as well as sociological problems worldwide. In recent years, greater availability of information and sensational media reports of natural hazard occurrence -and in particular in terms of property damage or loss oflife caused by these hazards -resulted in an increase of hazard awareness at a societal level. This increase in public awareness has often been misconstrued as an indication that natural hazards have been occurring more frequently with higher magnitudes in recent years/decades, thus causing more damage than in the past. It is still under debate, however, to which extent recent increases in damage can be related to changing frequencies of natural processes, or whether catastrophic events occur at similar rates as they always had. If the latter is the case, the reason for a greater damage can be related to dramatic population growth over the last century, with a substantial augmentation of population density in some regions. Indeed, the implications are more server in underdeveloped and developing countries, where urbanisation has increasingly occurred in hazard prone areas such as coastal zones, alluvial river plains and steep slopes, thus causing an increase in the exposure to natural hazards. Some groups of society in wealthy countries accept higher risks in order to live directly on top of a cliff or on a steep slope to enjoy panoramic views of the landscape.

At Risk questions this myth and argues that extreme natural events are not disasters until a vulnerable group of people is exposed. The updated new edition confronts a further ten years of ever more expensive and deadly disasters and discusses disaster not as an aberration, but as a signal failure of mainstream 'development'. Two analytical models are provided as tools for understanding vulnerability. One links remote and distant 'root causes' to 'unsafe conditions' in a 'progression of vulnerability'.
