Book excerpt: This work responds to the increasing global need of measuring and analyzing impacts, vulnerabilities and coping capacity of countries, regions and communities regarding climate change, extreme weather conditions, natural disasters and institutional constraints. The case of Mexico, analyzed in this work, provides lessons for further developing countries to assess natural disasters vulnerability, for making informed adaptation decisions and to optimize resources for reducing country and community vulnerability. This book’s analyses contribute to the current debate of the long-term economic impact of natural disasters (hurricanes, earthquakes, etc.), as well as offer an integral methodology combining natural and social sciences for studies of country and community level vulnerability to climate change. The lessons derived from this analysis provide useful elements for the design and improvement of governmental policies concerning social and economic development as well. In addition, the desegregation of this analysis has the advantage of facilitating the design and evaluation of governmental projects at municipal, sub-national and national level, as well as provides conceptual-empirical elements for international cooperation in matters of disaster risk reduction, climate change adaptation, rural development and poverty reduction.

Book excerpt: Pacific island countries are highly vulnerable to various natural disasters which are destructive, unpredictable and occur frequently. The frequency and scale of these shocks heightens the importance of medium-term economic and fiscal planning to minimize the adverse impact of disasters on economic development. This paper identifies the intensity of natural disasters for each country in the Pacific based on the distribution of damage and population affected by disasters, and estimates the impact of disasters on economic growth and international trade using a panel regression. The results show that “severe” disasters have a significant and negative impact on economic growth and lead to a deterioration of the fiscal and trade balance. We also find that the negative impact on growth is stronger for more intense disasters. Going further this paper proposes a simple and consistent method to adjust IMF staff’s economic projections and debt sustainability analysis for disaster shocks for the Pacific islands. Better incorporating the economic impact of natural disasters in the medium- and long-term economic planning would help policy makers improve fiscal policy decisions and to be better adapted and prepared for natural disasters.

Book excerpt: This research evaluates the impacts of land degradation on rural development and migration, using a comparative-analysis platform and quantitative and qualitative approaches, based on data from empirical investigations in six rural communities of Tapachula, Chiapas. The results show that deforestation, heavy rains and extreme weather events are the main determinants of land degradation, and that land degradation, smallholder farms’ income and outmigration are highly correlated. In addition, they portray a new migration dynamic, from rural areas in the highlands directly to urban centers in the US, and demonstrate that the poverty marginalization context contributes substantially to global migration flows. Despite the harsh labour conditions and the poor economic basis in the area, temporary Guatemalan workers rapidly replace the out-migrated local labour force on coffee plantations and small farms, giving evidence of their life at the fringe of the globalized economy.
