Book excerpt: Arnold Hansen Director Marine Technology Centre Trondheim Norway Norwegian fisheries are presently facing serious problems, but also some promising challenges. Most important is the fact that nearly all the major fish stocks have been over-exploited, either by an overall too large fishing effort or a too large effort on wrong year-classes, resulting in stock-sizes reduced well below an economically optimum level or even nearly depleted. The atlanto-scandic herrings, for instance, has been below an exploitable level for several years. The recommended total allowable catch of Norwegian-Arctic cod for 1980 is 390,000 tons compared to more than 800,000 tons a few years ago. The Norwegian industrial fisheries are today mainly based on capelin. The Soviet Union has successfully claimed an increased share of this resource, resulting in an accordingly reduced catch quota for the Norwegian purse seining fleet. As a result of this resource situation the excess catching and processing capacity is great. Maintaining this excess capacity means high production costs. Both short term and long term planning for a better capacity adoption to the resources are necessary, as are means of policy to obtain this goal. (In other words fishery management is a neces sity. ) Generally speaking the fishing industry is energy intensive. Fuel prices have increased dramatically the last year. Further increases may be expected as we gradually change from the present politically based situation of a non-realized excess crude oil production capacity into a real shortage of oil fuels.

The proceedings contained in this book consist of papers presented in support of an Advanced Study Institute on Operations Research and Management in Fishing held at P6voa de Varzim, Portugal from March 25 to April 7 1990. It was originally intended to use the five themes, Production Functions and Management; Marine Fish Stocks; Fisheries Models; Fish Farming and Miscellaneous. There were no contributions on Fish Processing and the Fish Farming papers were not original. It was also decided to group the papers on Fisheries Models and Marine Fish Stocks together which means the proceedings has four headings: - Opening Session - Production Functions and Management - Marine Fish Stocks and Fisheries Models - Miscellaneous The contributions give a broad and complete overview of historical approaches and of recent trends on research in different sectors of fisheries. Criteria for quota distribution and schemes based on conclusions drawn from models and methods are presented. Surveillance methods are described in relation to species conservation and catch improvement. Different levels of regulatory enforcement are discussed and the implications of new technologies are introduced. Applications of Expert Systems to stock assessment and efficiency improvement in field sampling are presented. Models for fleet dispatch planning and fleet structure appraisal are introduced and procedures for operational capacity evaluation of fishery harbours are considered.

Chapter 1 describes the basic assumptions underlying the optimal allocation of natural resources and the inherent characteristics of fisheries that determine, under unrestricted access, the failure to allocate resources, economic inefficiency and overfishing. To mitigate these undesired effects, the bioeconomic literature invokes the allocation of property rights, which in turn must be implemented within a management context. Thus, in this Chapter we suggest some guidelines to conduct management plans. Static and dynamic bioeconomic models are presented in Chapter 2 as a theoretical framework for the design of intelligent management schemes aiming at sustainable use of fish stocks. Classic models are shown, such as the Gordon-Schaefer based on the logistic. We also develop new bioeconomic approaches, such as a distributed-delay model to add realism to Smith's fleet dynamics approach. Chapter 2 also includes an introductory version of a bioeconomic yield-mortality model, and dynamic age-structured models. A comparison of the dynamic and static trajectories is stressed. The price of time and its implications for optimal resource allocation over time is also discussed. For the sake of adding realism to the above models, the systems approach is used in Chapter 3 to model different technological and ecological complexities that occur in marine fisheries. Ecological interdependencies (competition, predation), as well as technological interdependencies resulting from fleets with different fishing power and/or gear types, operating on components of a stock, or on different target species of a "mixed stock", are specified and modelled.

Book excerpt: In 1968 Drs. B. E. C. Nordin and A. Hodgkinson organized the First International Symposium on Urolithiasis Research in Leeds, England. One hundred and five participants from continental Europe, Great Britain, and the United States met to review their work and exchange ideas regarding the formation of urinary calculi. This meeting achieved several important goals. It pulled together a nidus of workers in the many scientific disciplines that relate to urolithiasis. This nidus served as the seed for research growth in a complex, interdisciplinary field. It established a forum for con tinuing communication in urolithiasis research with subsequent sym posia being held every 4 years. The Williamsburg Symposium was the fourth in the Leeds-Madrid Davos series involving 186 participants from throughout the world. A stated emphasis was on clinical research under way in the field. There were no invited speakers and for the first time the 41 papers that were presented orally at the meeting were selected from 184 submitted abstracts. A total of 134 papers were presented in the poster sessions in the afternoons where informal exchange between interested participants and investigators could occur without the restrictions of a plenary session. Virtually all areas of urolithi asis research from the most fundamental physical chemistry to clinical patterns of disease and specific modes of treatment were presented, reviewed and discussed during the meeting.
