If NATO fails to successfully defend this Flank, its vital North Atlantic SLOCS will be severly threatened and the rear of the Central Front will be exposed to attack from the sea. Norway's strategic location makes it the key to the defense of the region. Deterrence, the defense of Norway, and the protection of the Atlantic SLOCS are the fundamental goals of NATO in the region. Under current conditions NATO must meet two basic objectives to achieve these goals--the Alliance must provide reinforcements to Norway very early in a crisis and it must control the Norwegian Sea to maintain the war effort after the outbreak of hostilities. Four strategic options were considered in this analysis: expansion of deterrence, increased prepositioning, a defensive barrier, and forward defense. Of the four strategies, forward defense is recommended because it is the only strategy that adequately addresses the basic objectives.

Book excerpt: In order to deal with NATO's principal strategic problem--the declining credibility of nuclear escalation threats to deter Warsaw Pact conventional aggression--this paper reviews NATO's present strategy; examines broad strategic alternatives, all of which appear to be ruled out or severely limited by current constraints; and concludes that NATO's recourse is to seek modest improvements in conventional capabilities. The author argues for three changes to improve conventional defenses: (1) changing the NATO defense planning process; (2) correcting deficiencies in the weapons acquisition process; and (3) setting two priority programs--one to preserve the survivability of NATO air operations, and the other to increase NATO's operational reserves.

It illustrates that the complex decision-making bureaucracy of NATO can be a detriment to the capabilities of the alliance and limits the strategic options available to the organization. By studying strategy development after the end of the Cold War and leading up to the commitment of NATO to the ISAF, it becomes clear that these structures and processes do not easily facilitate the formation of a coherent strategy that meets alliance objectives. During times of conflict, especially those well outside of alliance boundaries, more flexible and adaptable institutional structures are necessary for effective war prosecution. Through this approach, it becomes apparent that the anticipated new strategic concept must once again adapt the alliance in order to remain relevant in the contemporary security environment.

Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world.
