While military tensions on the northern flank had been relatively low for years, the Ukraine war and increased great-power rivalry have altered that dynamic, with heightened geopolitical tensions. This has increased the focus on military-strategic competition in this northernmost region of the alliance. This book presents new assessments of several aspects of military power and security in the North Atlantic and Arctic regions. With an analysis of the security and political climate in the High North and of developments in Western military strategies, capabilities, doctrines, and operational concepts, the volume seeks to bring together an holistic understanding of the strategic challenges and opportunities facing the North Atlantic states and NATO in this dynamic area of responsibility for the alliance. In doing this, the book provides key insights into the role of branch-specific and joint approaches to power projection and operations in the High North, which also include selected country case studies. Book excerpt: While the United States and its allies put their military focus on the post-9/11 challenges of counter-terrorism and counter-insurgency, Russia and China put their military focus onto the United States and the risks of regional wars that they came to believe they might have to fight against the United States. Their first priority was to put their intellectual houses in order-that is, to adapt military thought and strategic planning to the new problem. The result is a set of ideas about how to bring the United States and its allies to a "culminating point" where they choose to no longer run the costs and risks of continued war. This is the "red theory of victory." Beginning in the second presidential term of Obama administration, the U.S. military focus began to shift, driven by rising Russian and Chinese military assertiveness and outspoken opposition to the regional security orders on their peripheries. But U.S. military thought has been slow to catch up. As a recent bipartisan congressional commission concluded, the U.S. intellectual house is dangerously out of order for this new strategic problem. There is no Blue theory of victory. Such a theory should explain how the United States and its allies can strip away the confidence of leaders in Moscow and Beijing (and Pyongyang) in their "escalation calculus"-that is, that they will judge the costs too high, the benefits to low, and the risks incalculable. To develop, improve, and implement the needed new concepts requires a broad campaign of activities by the United States and full partnership with its allies.

When do such competitions lead to crisis instability and even war? This book presents a research agenda using a variety of methods to explore this unique competitive environment for China and the United States. The most likely great power friction points today are located at sea. Any shots fired between China and the United States will likely be between navies and air forces rather than armies. While much security studies understandably concentrates on land forces, basic concepts such as the importance of territory, the offense-defense balance, technological competition, economic warfare, and crisis stability do not comfortably apply to maritime competition. The chapters in this volume consider the use of naval power - including blockades, naval diplomacy, fleet engagements, and nuclear escalation - across the spectrum of global politics and international conflict. The volume encourages applying the many classic approaches of security studies to this high-stakes relationship while considering maritime conflict as distinct from other forms, such as land and nuclear, that have traditionally occupied the field. This work will be of great interest to students of strategic studies, international relations, maritime security, and Asian-American politics. Posen demonstrates how the interplay between conventional military operations and nuclear forces could, in conflicts among states armed with both conventional and nuclear weaponry, inadvertently produce pressures for nuclear escalation. Knowledge of these hidden pressures, he believes, may help some future decision maker avoid catastrophe.Building a formidable argument that moves with cumulative force, he details the way in which escalation could occur not by mindless accident, or by deliberate preference for nuclear escalation, but rather as a natural accompaniment of land, naval, or air warfare at the conventional level. Posen bases his analysis on an empirical study of the east-west military competition in Europe during the 1980s, using a conceptual framework drawn from international relations theory, organization theory, and strategic theory.The lessons of his book, however, go well beyond the east-west competition. Since his observations are relevant to all military competitions between states armed with both conventional and nuclear weaponry, his book speaks to some of the problems that attend the proliferation of nuclear weapons in longstanding regional conflicts. Optimism that small and medium nuclear powers can easily achieve "stable" nuclear balances is, he believes, unwarranted.

Atomic Assurance looks at what makes alliances sufficiently credible to prevent nuclear proliferation; how alliances can break down and so encourage nuclear proliferation; and whether security guarantors like the United States can use alliance ties to end the nuclear efforts of their allies. Alexander Lanoszka finds that military alliances are less useful in preventing allies from acquiring nuclear weapons than conventional wisdom suggests. Through intensive case studies of West Germany, Japan, and South Korea, as well as a series of smaller cases on Great Britain, France, Norway, Australia, and Taiwan, Atomic Assurance shows that it is easier to prevent an ally from initiating a nuclear program than to stop an ally that has already started one; in-theater conventional forces are crucial in making American nuclear guarantees credible; the American coercion of allies who started, or were tempted to start, a nuclear weapons program has played less of a role in forestalling nuclear proliferation than analysts have assumed; and the economic or technological reliance of a security-dependent ally on the United States works better to reverse or to halt that ally's nuclear bid than anything else. Crossing diplomatic history, international relations, foreign policy, grand strategy, and nuclear strategy, Lanoszka's book reworks our understanding of the power and importance of alliances in stopping nuclear proliferation.

In 1986 Croom Helm published, for the Royal Institute of International Affairs, Northern Waters: security and resource issues, which included a number of contributions from the Northern Waters Study Group of the Scottish Branch of the Royal Institute. This Study Group brought together academics, businessmen, civil servants and serving officers interested in Northern Waters and helped arrange a number of seminars and international conferences. Its members also had contacts with those in Scandinavia and North America who had a professional involvement in Northern Waters. Since the establishment of the Study Group in 1979, interest in Northern Waters has flourished in Britain, the United States, Canada, West Germany and the Nordic countries. In Autumn 1985 the Centre for Defence Studies, University of Aberdeen, held an International Colloquium on what have probably been the main inspirations for the attention devoted to Northern Waters — increased Soviet activity therein and the response of the Western powers. This book reflects some of the issues dealt with at that colloquium and, like the 1986 book, covers jurisdictional and resource questions as well as those concerned with international security.
