Book excerpt: This report attempts to structure the broad range of issues affecting the potential development of anti-tactical ballistic missile (ATBM) systems by evaluating the relationship among NATO's potential needs for ATBMs, the technologies under development in the Strategic Defense Initiative (SDI) program, and the political constraints in the Federal Republic of Germany (FRG), where ATBMs would be deployed. The authors conclude that planners attempting to improve NATO's air defenses and those attempting to advance SDI research goals are faced with distinctly different problems. Since NATO's requirements have little connection to SDI, an ATBM system intended to advance SDI goals must be based almost entirely on SDI objectives and could cause controversy in the FRG. Conversely, the limited systems of most interest to NATO stand outside the political debate.

He discusses the relation between arms control considerations and the strategic defense initiative, focusing on NATO fears that SDI would lead to the abrogation of the 1972 ABM Treaty and with it the end of the arms control process. Turning to antitactical missile defense, Soofer argues that despite political opposition, there exists a substantial strategic rationale for missile defenses deployed in Western Europe. The Cold War endgame commenced with the umbrella negotiations’ that linked START and INF negotiations to a regulation on the weaponization of space. This volume reveals a US grand strategy to replace deterrence with a collective security order. An entente of the superpowers was needed to transform bipolarity. The US planned the replacement of mutually assured destruction by mutually assured security. A global astrodome was to protect a nuclear disarmed world. The Franco-German special relationship in European affairs had to be amended by a US-SU special relationship to replace classic bloc politics. The Reagan Administration planned a global zero agenda, a joint development of a global protective system and a creation of a Common House of Europe. In brief, the superpowers prepared ‘the velvet revolution’ that eliminated the Cold War structures. Neither containment nor convergence offers a valid explanation of the Cold War endgame. Co-creation is the key to decipher the end of the Cold War. NATO Europe challenged the transformation of bipolarity. The European NWS resisted to a multilateralization of strategic arms control. In Europe the classic Cold War thinking survived the fall of the Iron Curtain. European conservatism contributed to the geopolitical catastrophe of the first order: the downfall of the Soviet Union. The Reagan Administration developed a Grand Strategy to end the Cold War. The US-SU co-creation of an astrodome was meant to ease a global zero agenda. A global collective security structure under the United Nations was to replace deterrence. The superpower project collapsed due to the penetration of US decision-making by NATO Allies. The European NWS totally objected to a multilateralization of strategic arms control to preserve their relative position in the international system.

Nuclear weapons have served the dual purpose of being part of NATO military planning as well as being central to the Alliance's deterrence strategy. For over 4 decades, NATO allies sought to find conventional and nuclear forces, doctrines, and agreed strategies that linked the defense of Europe to that of the United States. Still, in light of the evolving security situation, the Alliance must now consider the role and future of tactical or non-strategic nuclear weapons (NSNWs). Two clear conclusions emerge from this analysis. First, in the more than 2 decades since the end of the Cold War, the problem itself -- that is, the question of what to do with weapons designed in a previous century for the possibility of a World War III against a military alliance that no longer exists -- is understudied, both inside and outside of government. Tactical weapons, although less awesome than their strategic siblings, carry significant security and political risks, and they have not received the attention that is commensurate to their importance. Second, it is clear that whatever the future of these arms, the status quo is unacceptable. It is past the time for NATO to make more resolute decisions, find a coherent strategy, and formulate more definite plans about its nuclear status. Consequently, decisions about the role of nuclear weapons within the Alliance and the associated supporting analysis are fundamental to the future identity of NATO. At the Lisbon Summit in Portugal in November 2010, the Alliance agreed to conduct the Deterrence and Defense Posture Review (DDPR). This effort is designed to answer these difficult questions prior to the upcoming NATO Summit in May 2012. The United States and its closest allies must define future threats and, in doing so, clarify NATO's identity, purpose, and corresponding force requirements.
