Like the posture of other military capabilities within the Alliance, NATO's collective amphibious force posture depends primarily on the sum of individual national developments. In light of these developments, this Perspective examines the past, present, and future of NATO's amphibious forces. Both the historical and recent employment of these forces offer pertinent lessons for unlocking the full potential of amphibious forces and reimagining operational concepts to address the evolving threat landscape in a new era of great power competition. Even as NATO leaders focus on evolving their amphibious forces to address emerging threats, it is important that they sustain the demonstrated value of these capabilities for baseline activities and crisis response. A visible and aggressive amphibious exercise program advances Alliance objectives by improving key military capabilities, reassuring Alliance members and partners, and demonstrating military strength to potential adversaries. In the course of this research, RAND investigators identified several lines of effort that should be pursued to advance NATO's amphibious capabilities. First, the Alliance should develop a comprehensive concept paper that articulates the value, capability, and principles for employing its amphibious capabilities. Next, the Alliance should continue to evolve its brigade and multi-brigade capabilities. Finally, it is important that NATO members with amphibious capabilities collaboratively explore new concepts and promising technologies, such as long-range precision fires and unmanned systems.

Some problems relating to these areas and the Corps' overall readiness affect not only the II Marine Amphibious Force (II MAF) but also the entire Corps. However, since II MAF has a priority North Atlantic Treaty Organization (NATO) mission in a European war, GAO's review was concentrated in this area. There are problems affecting the Corps' ability to fulfill its priority mission. The Corps faces difficulties in deploying in the amphibious assault mode due to inadequate numbers of amphibious ships available when and where needed to transport troops and equipment and to land equipment over the beach. This is the result of two factors: about half of the Navy's amphibious ship fleet is located in the Pacific Ocean and there are always a number of amphibious ships routinely in maintenance and drydock not readily available for deployment. The II MAF had on hand most of the equipment authorized; however, equipment condition was not as good as reported, and it would be difficult to deploy much of the equipment quickly in a combat ready condition. The supply systems supporting the II MAF were short of parts, contributing to the reduced readiness of equipment and weapons. There were personnel shortages in a number of essential military occupational speciality fields, particularly those that required formal training in the more complex skill areas. While the Corps' most demanding mission is meeting its NATO commitment, its resources are distributed to provide all its forces with roughly equal capabilities. Further, Marine aviation receives a preeminence of funding over ground forces, with a resultant possible degradation to the ground forces. The Corps' practicality against a foe armed with contemporary weapons supported by advanced technology is uncertain.

Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

It was certainly this, and for those who fought this is what they generally saw. Yet every foot of the struggles forward, every step of the retreats, the overwhelming victories, the withdrawals and last ditch stands had their seagoing support and overtones. The spectacular ones depended wholly on amphibious power -- the capability of the twentieth century scientific Navy to overwhelm land-bound forces at the point of contact. Yet the all pervading influence of the sea was present even when no major landing or retirement or reinforcement highlighted its effect. When navies clash in gigantic battle or hurl troops ashore under irresistible concentration of ship-borne guns and planes, nations understand that sea power is working. It is not so easy to understand that this tremendous force may effect its will silently, steadily, irresistibly even though no battles occur. No clearer example exists of this truth in wars dark record than in Korea. Communist-controlled North Korea had slight power at sea except for Soviet mines. So beyond this strong underwater phase the United States Navy and allies had little opposition on the water. It is, therefore, easy to fail to recognize the decisive role navies played in this war fought without large naval battles.

In August 1998, the Air Land Sea Application (ALSA) Center published the Joint Task Force (JTF) Liaison Handbook, which provided planning and execution guidance to units providing and receiving LNOs at the JTF level. That handbook provided valuable planning and execution guidance, but was written specifically for LNOs operating within a JTF. The ALSA Center handbook was retired in January 2003. LNO operations are discussed in several Army and Joint doctrinal publications, and are the subject of numerous articles; however, there has been no single reference source commanders and staffs can use to select, train, and employ LNOs since the ALSA Center handbook.
