Book excerpt: This study analyzes the NATO Partnership for Peace (PfP) and provides recommendations for future direction and changes to the program. It reviews the European security environment, the evolution of NATO and its post-Cold War transition, the development of PfP and its relationship to NATO expansion and the Euro-Atlantic Partnership Council (EAPC). PfP is exceeding the objectives set for the program: transparency in defense planning and budgeting, civil control of military forces, non-combat operations, cooperative military relations between NATO and partners, and force interoperability. PfP continues to evolve. It draws NATO and partners closer thus creating a more secure and stable Europe. Changes and improvement in PfP will continue to occur as the Alliance's roles and missions adapt to the dynamic environment in Europe. After extensive review of available literature, I propose the following recommendations: (1) the EAPC expand its political dialogue and allow partners a greater voice in the planning and execution of security actions, (2) EAPC and PfP focus greater emphasis on crisis prevention, (3) NATO and EAPC increase emphasis on arms control and disarmament, (4) NATO assign partner nation personnel to NATO subordinate commands and CJTFs, (5) NATO assist in moving ESDl from conceptual to operational status, and (6) NATO develop a sponsorship program for partner military units.

Book excerpt: After the collapse of the former Soviet Union and the Warsaw Pact in 1991, North Atlantic Treaty Organization (NATO) allies and the United States sought new ways to cooperate with the political and military leadership of their former adversaries. In January 1994, NATO established the Partnership for Peace (PfP) to increase defense cooperation with former Warsaw Pact members and other former communist states in Central and Eastern Europe. Supported by the United States through the Warsaw Initiative, 1 the Partnership plays a key role in developing the military capabilities of those states and reforming their defense establishments. The Partnership also helps prepare aspirant countries for NATO membership. In 1999, the partner states of Hungary, Poland, and the Czech Republic three former Warsaw Pact members joined NATO. In 2002, NATO is expected to again extend invitations for alliance membership to partner countries. While NATO s decisions largely will be driven by political considerations, these decisions also will be affected by the military capabilities and contributions of aspiring states. Given the key role the Partnership for Peace has played in the transformation of NATO s relationship with these states, the significant U.S. involvement and investment in this program through the Warsaw Initiative, and the impending debate on potential NATO members drawn.

Book excerpt: The Partnership for Peace (PFP) is a significant step forward in solving a dilemma that NATO has been struggling with since the end of the Cold War. That dilemma has been whether to expand or not. It appears the Alliance has accepted, in principle, that PFP will lead to NATO expansion. However, it is still unclear exactly how and when the expansion will take place. Even more unclear is who will be accepted as a member, and who will not. The five objectives of PFP are as follows: (1) facilitation of transparency in national defense planning and budgeting processes; (2) ensuring democratic control of defense forces; (3) maintenance of the capability and readiness to contribute, subject to constitutional considerations, to operations under the authority of the United Nations and/or the responsibility of the CSCE; (4) the development of cooperative military relations with NATO for the purpose of joint planning, training, and exercises to strengthen their ability to undertake missions in the fields of peacekeeping, search and rescue, humanitarian operations, and others as may be agreed upon; and (5) the development, over the long term, of forces that are better able to operate with those of the members of the North Atlantic Alliance. This essay looks at the future of NATO, now that it has endorsed PFP, and discusses how it must adjust to the changing conditions throughout Eastern Europe and the former Soviet Union. The essay examines how NATO has changed since the Cold War; analyzes the specifics of the PFP Framework Document; reviews the advantages and disadvantages of PFP; provides suggestions on how the Alliance should implement PFP, including clear criteria for PFP members who want to join NATO and timelines for doing so; proposes a blueprint for the United States' role in an orderly and meaningful expansion of NATO; and discusses how extending NATO membership to Eastern Europe could affect the placement of U.S. soldiers in Europe and U.S. military strategy.

The 1991 NATO Summit formalized this shift from an adversarial relationship between east and west, to one of engagement through Partnership for Peace (PfP) a NATO alliance initiative designed to enhance stability throughout Europe. The focus of this monograph is on the Partnership for Peace initiative that was designed to engage the allies and client states of the former Soviet Union. NATO in 1991 found its Cold War strategic objectives out of balance with the realities of a new European environment. The aim of PfP is to establish a bond between the NATO members and the nations of Eastern and Central Europe, the Balkans, and the Caucasus. It is a political and military consultative process that is based on the framework of the objectives the Euro-Atlantic Partnership Council laid out. These objectives frame the PIP initiative. These are designed to: enhance democratic principles, reinforce the military subordination to civilian control, and support human rights in the former Soviet satellite nations.

Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.
