But with the dramatic changes that began in 1989, an identity crisis has plagued NATO. Whereas the Cold War years had essentially defined who would be fighting whom in a future conflict, the uncertain post-1989 years are introducing new and possibly calamitous variables. Despite the fact that hardly a voice has been heard calling for its dissolution and that states from the former Warsaw Pact are seeking membership, NATO's members face the demanding task of defining the new strategic challenges and formulating appropriate policies and responses. The new situation is defined by these significant facts: A direct confrontation between two superpowers does not seem possible; Present day Russia does not have the influence zone it used to have; Some new nation states have appeared while others have disappeared; Geopolitical changes generate unrest and could spawn violent conflicts (e.g., Former Yugoslavia); NATO has made fundamental political and organizational changes to reshape herself to match the emerging security challenges This situation affects all European countries and the North Atlantic alliance's members. These changes do not affect all countries in the same way, because of their different geographical location, and their different internal political and economic circumstances. Working within a framework of fundamental questions and issues common to all members, three individual country perspectives from Denmark, Germany, and Spain are presented. In a final compare and contrast analysis between these country perspectives, the paper identifies major similarities in key areas influencing NATO's future development.

Book excerpt: The creation of the North Atlantic Treaty Organization was one of the most important accomplishments of American diplomacy in countering the Soviet threat during the early days of the Cold War. Why and how such a reversal of a 150-year nonalignment policy by the United States was brought about, and how the goals of the treaty became a reality, are questions addressed here by a leading scholar of NATO. The importance of restoring Europe to strength and stability in the post-World War II years was as obvious to America as to its allies, but the means of achieving that goal were far from clear. The problem for European statesmen was how to secure much- needed American economic and military aid without sacrificing political independence. For American policymakers, in contrast, a degree of American control was seen as an essential quid pro quo. As Mr. Kaplan shows, the lengthy negotiations of 1947 and 1948 were chiefly concerned with reconciling these opposing views. For the Truman administration, the difficulties of achieving a treaty acceptable to the allies were matched by those of winning its acceptance by Congress and the public. Many Americans saw such an "entangling alliance" as a threat not only to American security but to the viability of the United Nations. Mr. Kaplan demonstrates the tortuous course of the debate on the treaty and the pivotal role of the communist invasion of South Korea in its ultimate approval. This authoritative study offers a timely reevaluation of the origins of an alliance that continues to play a critical role in the balance of power and in the prospects for world peace.

It addresses four engagements: the 1999 Kosovo intervention, the 2001 U.S. war in Afghanistan, the 2003 Iraq War, and the 2011 intervention in Libya. The purpose of this research is to understand the causes for NATO's persistence in the post-Cold War era. I posit the most overlooked explanation for the alliance's evolution and persistence is the continued de facto leadership of the United States. Examination of each of the aforementioned cases, as well as the intra-conflict periods, reveals the reasons for continued U.S.-NATO relations. The U.S. pursues NATO in conflict for both military utility and political value--namely, the effect of NATO on perceptions of legitimacy. Finally, this research demonstrates from both a theoretical and policy perspective the implications of this relationship for future conflict engagement.
