Book excerpt: Approaching the seventieth anniversary of its founding in April 1949, the North Atlantic Treaty Organization (NATO) remains the single most important contributor to security, stability and peace in Europe and North America. NATO provides the umbrella defending Europe from conventional and nuclear attack and a secure geopolitical landscape for the world’s two largest economies—the European Union and the United States. NATO members comprise the largest and strongest alliance of democratic countries in the world. They contain Russian aggression and protect over 100 million East Europeans who now live in democracy and freedom after the fall of communism.1 Far from obsolete, NATO remains vital for the more than 900 million Europeans and North Americans who benefit from it every day. It is no overstatement that if NATO did not exist today, countries on both sides of the Atlantic would need to create it in a troubled, divisive 21st century where authoritarian powers are on the rise. The NATO allies, however, are confronting daunting and complex challenges that are testing both their purpose and unity. Based on extensive discussions with current European and North American leaders, former senior officials, academics and journalists during the past six months, this report argues that NATO needs to come to grips with ten major challenges this year. The list is long, with simultaneous challenges from within the alliance, from beyond NATO’s borders and looming on the horizon. Most significant is a challenge NATO has not faced before: the absence of strong American presidential leadership. NATO’s leaders need to act decisively in 2019 to meet these tests and heal the widening divisions within the Alliance before it is too late.

The maritime domain has always been one of NATO's key strengths, but concerns about maritime security have taken on renewed importance in recent years, and NATO has been forced to re-examine some of its fundamental assumptions about the post Cold War security environment. This book shares some of the research, debates and findings from a NATO Advanced Research Workshop (ARW); Building Trust to Enhance Maritime Security, held in Geneva, Switzerland, in November 2014. The chapters in the book deal extensively with lessons learned by NATO from a wide range of policies, operations and situations. This maritime experience has been amassed from the Atlantic and Mediterranean to the Baltic and the Black Sea, and even into the Indian Ocean, as well as from the four decades spent defending NATO allies on the high seas during the Cold War. The single most profound lesson learned over the years has concerned the importance of efficient coordination. Structures and mechanisms have been created, not least in recent counter piracy operations, which enable a vast array of actors to work together in an efficient way, and which could prove invaluable in future efforts to counter terrorism and aggression worldwide. Book excerpt: The United States, Barry R. Posen argues in Restraint, has grown incapable of moderating its ambitions in international politics. Since the collapse of Soviet power, it has pursued a grand strategy that he calls "liberal hegemony," one that Posen sees as unnecessary, counterproductive, costly, and wasteful. Written for policymakers and observers alike, Restraint explains precisely why this grand strategy works poorly and then provides a carefully designed alternative grand strategy and an associated military strategy and force structure. In contrast to the failures and unexpected problems that have stemmed from America’s consistent overreaching, Posen makes an urgent argument for restraint in the future use of U.S. military strength. After setting out the political implications of restraint as a guiding principle, Posen sketches the appropriate military forces and posture that would support such a strategy. He works with a deliberately constrained notion of grand strategy and, even more important, of national security (which he defines as including sovereignty, territorial integrity, power position, and safety). His alternative for military strategy, which Posen calls "command of the commons," focuses on protecting U.S. global access through naval, air, and space power, while freeing the United States from most of the relationships that require the permanent stationing of U.S. forces overseas.

Canada in NATO, 1949–2019 provides the first analysis of Canada’s involvement in the Atlantic Alliance – from the negotiations leading to the alliance’s charter in 1949 to NATO’s seventieth anniversary – exploring how the country’s role in NATO has evolved over the years. As one of NATO’s early, foremost participants, Canada was a major force contributor in the 1950s. Briefly deploying more modern fighter aircrafts in Europe than the United States had, as well as a naval commitment that would have been responsible for 10 per cent of ship escorts across the North Atlantic, Canada became the “odd man out” of the western alliance as the Cold War wore on due to its spotty military contributions. Yet Canada eventually re-emerged as a significant member through its contributions to NATO peace enforcement operations in the Balkans in the 1990s and its heavy contributions to operations in Afghanistan in the early twenty-first century, finding itself in the unfamiliar position of criticizing many of the allies by which it had for so long been criticized. As the lead nation for the alliance’s “enhanced forward presence” in Latvia, Canada still plays an important and highly visible role in NATO’s efforts in Eastern Europe today. Canada in NATO, 1949–2019 sheds light on how NATO profoundly shaped Canadian defence and foreign policy, while also serving vital Canadian security and diplomatic interests.
