A range of federal programs provide employment assistance that can serve veterans of any race or ethnicity; in addition, other federal programs offer similar services to Native Americans (veterans and non-veterans alike). The Department of Labor's (DOL) Veterans' Employment and Training Service administers several grant programs to support eligible veterans through the Jobs for Veterans State Grants Program. This book provides recommendations for improving employment and job training opportunities for Native American Veterans on tribal lands, especially through the utilisation of resources for Veterans; and reviews current and prior government-to-government relations between tribal organisations and the Department of Labor Veterans' Employment and Training Service (DOL-VETS).

Book excerpt: Here is the oral history of the Apache warrior Chevato, who captured eleven-year-old Herman Lehmann from his Texas homestead in May 1870. Lehmann called him ?Bill Chiwat? and referred to him as both his captor and his friend. Chevato provides a Native American point of view on both the Apache and Comanche capture of children and specifics regarding the captivity of Lehmann known only to the Apache participants. Yet the capture of Lehmann was only one episode in Chevato?s life. ø Born in Mexico, Chevato was a Lipan Apache whose parents had been killed in a massacre by Mexican troops. He and his siblings fled across the Rio Grande and were taken in by the Mescalero Apaches of New Mexico. Chevato became a shaman and was responsible for introducing the Lipan form of the peyote ritual to both the Mescalero Apaches and later to the Comanches and the Kiowas. He went on to become one of the founders of the Native American Church in Oklahoma. ø The story of Chevato reveals important details regarding Lipan Apache shamanism and the origin and spread of the type of peyote rituals practiced today in the Native American community. Basile Hudon Beaulieu, a native writer, his brother Aloysius, an abstract artist, travel by train from the White Earth Reservation in Minnesota to Washington, D.C. where they protest with thousands of other military veterans in the Bonus Army, and their cousin By Now Rose Beaulieu, a veteran nurse, rides her horse named Treaty to the same march during the summer of 1932. Aloysius creates hand puppets and entertains the spirited veterans with the mockery of communists and President Herbert Hoover. General Douglas McArthur routes the veterans from the National Mall, and the Beaulieu brothers move to an encampment of needy veterans in Hard Luck Town on the East River in New York City. The brothers visit the Biblo and Tanner Booksellers, a gallery owned by Alfred Stieglitz, the Modicut Puppet Theatre, and an exhibition at the Museum of Modern Art. Aloysius is inspired by Arthur Dove, Chaïm Soutine, and Marc Chagall. Native Tributes is a journey of liberty, and escapes the enticement of nostalgia and victimry. Vizenor maintains his masterly perception of oral stories, and creates a dynamic literary tribute to Native American veterans and visionary artists in the Great Depression.

This report examines: (1) the extent to which the agencies have established mechanisms through which the MOU can be implemented and monitored; and (2) key challenges the agencies face in implementing the MOU and the progress made in overcoming them. To conduct this work, GAO interviewed VA and IHS officials and reviewed agency documents and reports.
