Book excerpt: We came to the task of editing this book from different disciplines and back grounds but with a mutuality of interest in exploring the concept of literacy campaigns in historical and comparative perspective. One of us is a professor of comparative education who has participated in and written about literacy campaigns in Third World countries, notably Nicaragua; the other is a com parative social historian who has written on literacy campaigns in Western his tory. Both of us believed that literacy could only be understood in particular As Harvey Graff has noted, "to consider any of the ways in historical contexts. which literacy intersects 'with social, political, economic, cultural, or psychological life ... requires excursions into other records.") Thus, we have set out in this edited collection to explore some five hundred years of literacy campaigns in vastly different societies: Reformation Germany, early modern Sweden and Scotland, the nineteenth-century United States, nineteenth- and early twentieth-century Russia and the Soviet Union, pre Revolutionary and Revolutionary China, and a variety of Third World countries in the post-World War II period (Tanzania, Cuba, Nicaragua, and India). In addition, we have included studies of the UNESCO-sponsored Experimental World Literacy Program and recent adult literacy efforts in three industrialized Western countries (the United Kingdom, France, and the United States).

Book excerpt: The social stratification process is analyzed from a theoretical point of view, with assumptions tested with empirical evidence from the International Institute for Educational Planning project in developing countries or with information obtained through the researcher's prior studies on industrialized countries. The significant, and often negative, consequences due to the problem of social stratification are discussed in relation to the educational and occupational careers of educated youth. The subject is introduced by noting linkage between education and employment, egalitarian policies in education, and a historical perspective. Egalitarian philosophies in education are considered along with aspects of the equality problem relevant to developing countries. The role of formal education as a social stratifier is explored. A comparative perspective on education and social stratification in developing countries as well as differences between developed and developing countries with regard to social stratification are offered. Information is included on university graduates in developing countries focused on social background and social destination. Among the conclusions are: social stratification in all societies is enhanced by competition, selectivity and a meritocratic reward system; because institutions of higher education in developing countries serve subsistence economies with a limited modern sector, their post-primary enrollment patterns have no historical parallel in the developed economies; and home background in third-world countries tends to have less impact on access, survival, and outcomes of secondary and higher education than in industrialized countries. It describes the characteristics common to small states that constitute both constraints to and advantages for educational planning. Part 2 analyzes the implications of small size for educational planning. It provides a statistical overview of education in small states that illustrates problems they face and the significance of context-dependent factors for these countries' educational behaviors and circumstances. The third part proposes a strategic reflection encompassing the key aspects of planning and management of education. Small size and insularity represent a double challenge to educational change. Strategic reflection is organized around several major functions: forecasting, pedagogy, administration, and cooperation. Particular attention is paid to archipelago states because of their extreme specificity. Five tables are included. (LMI)
