Book excerpt: This book is a collection of the 2004, 2005 and 2006 annual reports as well as some additional statistics on 2007 compiled by Moscow's SOVA Center for Information and Analysis. The reports are devoted to such issues as political nationalism; hate crimes; the use of police, administrative, political and social tools to counteract xenophobic violence; and the Russian authorities' abuse of laws designed to counteract extremism, i.e. their cynical exploitation of this legislation for their own political purposes. Already in the middle of this decade, all of these problems were known to pose a certain threat to Russian society. In spite of the considerable public attention they received since then, only few effective measures have been taken and, thus, the situation is getting worse: The level of racist violence is increasing further and the spectrum of ultra-nationalist groups is consolidating. Moreover, representatives of the political elite have started to adopt cryptic and, sometimes, overtly xenophobic rhetoric. At the same time, the government's current office holders actively utilize anti-extremist legislation to unlawfully restrict not only ultra-nationalist groups, but also the rights and liberties of other non-governmental and political organizations.

Russian society is facing an alarming trend of racism and xenophobia, the most striking manifestations of which are the increasing number of racially motivated crimes and attacks, including by neo-Nazi groups, particularly against people of non-Slav appearance originating from the Caucasus, Africa, Asia or the Arab world; the growing level of violence with which some of these attacks are carried out, resulting in some cases in the death of the victim; the extension of this violence to human rights defenders, intellectuals and students engaged in the combat against racism; the climate of relative impunity that the perpetrators of such acts enjoy from law enforcement agents, despite a substantial increase, in recent months, of prosecutions and convictions for acts including racial hatred or enmity as a motivating factor; the rise of anti-Semitism as well as other forms of religious intolerance, in particular against Muslims; the existence and the increasing importance of political parties with racist and xenophobic platforms; and the virtual correspondence of the social, economic and political marginalization with the mapping of ethnic minorities and other discriminated groups in the Russian Federation ... Book excerpt: Using a human rights approach, the book analyses the dynamics in the application of minority policies for the preservation of cultural and linguistic diversity in Russia. Despite Russia’s legacy of ethno-cultural and linguistic pluralism, the book argues that the Putin leadership’s overwhelming statism and promotion of Russian patriotism are inexorably leading to a reduction of Russia’s diversity. Using scores of interviews with representatives of national minorities, civil society, public officials and academics, the book highlights the reasons why Russian law and policies, as well as international standards on minority rights, are ill-equipped to withstand the centralising drive toward ever greater uniformity. While minority policies are fragmented and feeble in contemporary Russia, they are also centrally conceived, which is exacerbated by a growing democratic deficit under Putin. Crucially, in today’s Russia informal practices and networks are frequently utilised rather than formal channels in the sphere of diversity management. Informal practices, the book argues, can at times favour minorities, yet they more frequently disadvantage them and create the conditions for the co-optation of leaders of minority groups. A dilution of diversity, the book suggests, is not only resulting in the loss of Russia’s rich cultural heritage but is also impairing the peaceful coexistence of the individuals and groups that make up Russian society.

The study focuses on anti-Semitism in political groups, mass media and religious organizations from the break-up of the Soviet Union until shortly before the elections to the fourth post-Soviet State Duma which saw the entry of a major new nationalist grouping, Rodina (Motherland), into the Russian parliament. The author analyzes various “justifications” for anti-Semitism, its manifestations and its ups and downs during this period. The book chronicles Russian federal and regional elections, which served as a “reality check” for the ultra-nationalists. Several sections are devoted to the role of anti-Semitism in political associations, including marginal neo-Nazi groups, “mainstream” nationalist parties, and the successor organizations of the Communist Party of the Soviet Union. A special section covers the financial sources for post-Soviet anti-Semitic publications. The author considers anti-Semitism within a wider context of religious and ethnic intolerance in Russian society. Likhachev, as a result, compiles a “Who is Who” of Russian political anti-Semitism. Defined as "rudely violating public order and expressing clear disrespect for society," hooliganism was one of the most common and confusing crimes in the world's first socialist state. Under its shifting, ambiguous, and elastic terms, millions of Soviet citizens were arrested and incarcerated for periods ranging from three days to five years and for everything from swearing at a wife to stabbing a complete stranger. Hooligans in Khrushchev's Russia offers the first comprehensive study of how Soviet police, prosecutors, judges, and ordinary citizens during the Khrushchev era (1953–64) understood, fought against, or embraced this catch-all category of criminality. Using a wide range of newly opened archival sources, it portrays the Khrushchev period—usually considered as a time of liberalizing reform and reduced repression—as an era of renewed harassment against a wide range of state-defined undesirables and as a time when policing and persecution were expanded to encompass the mundane aspects of everyday life. In an atmosphere of Cold War competition, foreign cultural penetration, and transatlantic anxiety over "rebels without a cause," hooliganism emerged as a vital tool that post-Stalinist elites used to civilize their uncultured working class, confirm their embattled cultural ideals, and create the right-thinking and right-acting socialist society of their dreams.
