Almost everywhere, the renaissance of nationalism in late and post-Communist Europe led to a confrontation between the titular ethnic groups' aspirations for national unification of the old and the new nation states, and the objective of the larger ethnic minorities for national autonomy, federalization, or independence. The larger territories, with a majority titular ethnic group, demanded state independence, but this has been denied by the international community. In some cases, they have achieved a de-facto stateness. In other cases, former autonomy has been abolished. In recent times, the smaller national territorial units in Russia are being dissolved, while, at the same time, some new national territorial units have come into being. This volume examines 15 national territories of various types with regard to the central questions about the relationship between state nationalism and ethno-nationalism in the time of upheaval from 1985 to 1995, and its impact on the propensity towards violence and on the unfolding of democracy.

Of the nine Communist states, only five nation states have survived. Whereas the German Democratic Republic became unified with the Federal Republic of Germany, the three multinational states dissolved into 16 hybrid ethno-national states and two states of federated nations. The latter remain imperiled in their territorial integrity. In all countries, state and ethnic nationalism combine in peculiar ways, which leaves room for sub-national stateness and various other forms of ethnic and national heterogeneity. In this volume, experts describe the unfolding of nationalism in each of the post-Communist states during the period of upheaval from 1985 to 1995. First, the relationship of the titular ethnic group with its own ethnic nationalism is discussed, as well as the nationalism that refers to the whole state including the minorities. This relationship influences the way the states treat the minorities, which often aim for sub-stateness or at least for representation through a political party organization.

But it is by far not at its end. In the years 1990-1993, more nation states than ever before came into being within a short period of time - 15 hybrid ethno-national states and three fragile states of federated nations. Since then, of the latter, the Federal Republic of Yugoslavia fell apart and the other two are imperiled by ethno-national movements. State and ethnic nationalism have combined in each country in curious forms, allowing for a gradual national consciousness, which aims at multinational federalism or national autonomy as an alternative to national secession. In this volume, authors from the East and the West discuss the results of many years of research on nationalism, as well as the new approaches to the understanding of a nation. In addition, the failure of the multinational states - the Soviet Union, Yugoslavia, the partial national state German Democratic Republic, and presumably also Bosnia and Herzegovina - are analyzed. After the breakdown of the multinational states and the polyethnic empires some decades ago, the question is raised: Will an integrated European Union succeed in finding an adequate answer to nationalism and the nationalities problem?

They responded by confronting it with a counterbalancing threat of force, and pursuing a strategy of containment. With the collapse of communism, the challenge to peace and stability in the Euro-Atlantic community has changed. Soviet expansionism has been supplanted by powerful, internal forces arising out of the clash of competing ethnic nationalisms. This challenge, argues Steven L. Burg, cannot be met by force alone, or neutralized through a strategy of containment. It requires Western states to act decisively to influence the internal political development of the post- communist states themselves. Burg surveys the challenges that the ethnic diversity in Eastern Europe present to domestic stability, international peace, and American interests, and suggests policies and practices by which the United States and its allies might contribute to the consolidation of peace in the region. Book excerpt: Eastern Europe has become an ideological battleground since the collapse of the Soviet Union, with liberals and authoritarians struggling to seize the ground lost by Marxism. In Fantasies of Salvation, Vladimir Tismaneanu traces the intellectual history of this struggle and warns that authoritarian nationalists pose a serious threat to democratic forces. A leading observer of the often baffling world of post-Communist Europe, Tismaneanu shows that extreme nationalistic and authoritarian thought has been influential in Eastern Europe for much of this century, while liberalism has only shallow historical roots. Despite democratic successes in places such as the Czech Republic and Poland, he argues, it would be a mistake for the West to assume that liberalism will always triumph. He backs this argument by showing how nationalist intellectuals have encouraged ethnic hatred in such countries as Russia, Romania, and the former Yugoslavia by reviving patriotic myths of heroes, scapegoats, and historical injustices. And he shows how enthusiastically these myths have been welcomed by people desperate for some form of "salvation" from political and economic uncertainty. On a theoretical level, Tismaneanu challenges the common ideas that the ideological struggle is between "right" and "left" or between "nationalists" and "internationalists." In a careful analysis of the conflict's ideological roots, he argues that it is more useful and historically accurate to view the struggle as between those who embrace the individualist traditions of the Enlightenment and those who reject them. Tismaneanu himself has been active in the intellectual battles he describes, particularly in his native Romania, and makes insightful use of interviews with key members of the dissident movements of the 1970s and 1980s. He offers original observations of countries from the Baltic to the Black Sea and expresses his ideas in a vivid and forceful style. Fantasies of Salvation is an indispensable book for both academic and nonacademic readers who wish to understand the forces shaping one of the world's most important and unpredictable regions.
