Die politischen Diskurse der Gutwilligkeit konstruieren Täuschungen, nicht zuletzt Selbsttäuschungen. Es hat uns gereizt, mit diesem Buch einen Text vorzulegen, der Kontext gebundenheit und Solidarität politischen Handeins ernst nimmt. Der damit auch einen Beitrag zur Neukonturierung der in den intellektuellen und poli tischen Debatten der letzten zwei, drei Jahre etwas schwierig gewordenen nationalen Identität Deutschlands sein solI. Es kann gar nicht anders sein, als daB sich diese nationale Identität in der Hauptsache von der Gestalt des intemationalen Systems und der dort bereitgehaltenen Rollen für Deutsch land her bestimmt. Weil sich dieses internationale System in einem rapiden Wandel befindet, die Kontexte also gewissermaBen umgebunden werden, ist eine nähere Betrachtung dieses säkularen Prozesses die erste Aufgabe, be vor man die neuen Rollenprofile für deutsche AuBenpolitik in den Blick nehmen kann.

The cultural emphasis embraces studies of migration and race, while the older political, and constitutional, economic and military concerns are never far away. The German Problem Transformed addresses these questions fifty years after the founding of the Federal Republic and ten years after the fall of the Berlin Wall. Many observers have underscored the reemergence of Germany as Europe's central power. After four decades of division, they contend, Germany is once again fully sovereign; without the strictures of bipolarity, its leaders are free to define and pursue national interests in East and West. From this perspective, the reunified Germany faces challenges not unlike those of its unified predecessor a century earlier. The German Problem Transformed rejects this formulation. Thomas Banchoff acknowledges post-reunification challenges, but argues that postwar changes, not prewar analogies, best illuminate them. Schmidt was no mere 'crisis-manager': in fact he brought to the chancellorship a depth of reflection, evident in two decades of writings and speeches that justifies considering him an intellectual statesman on a par with Henry Kissinger. His achievements were prodigious. Hailed as the 'world economist', Schmidt helped create the G7 forum for global economic governance and the European Monetary System at a time when capitalism seemed on the rocks. And as the 'strategist of balance', he designed NATO's 'dual-track' response to the crisis caused by the massive Soviet arms buildup of Euro-missiles. This decision, Kristina Spohr argues, played a crucial part in holding together the Western alliance and paved the way to defusing the Cold War in Europe. Schmidt brought his country to the top table of world politics - what he unashamedly called Weltpolitik - as an equal of the wartime victor powers. Inspired by the debate over German hegemony and drawing on intensive fieldwork, Ann L. Phillips develops two original cases of German relations with East-Central Europe to test competing arguments. As she convincingly demonstrates, the politics of reconciliation and the activities of German party-affiliated foundations illustrate German engagement in the region in its dual faces: restraint and projection. The author uses the less-developed literature on reciprocal influences of domestic politics and the international environment to frame her analysis. These two cases provide evidence not only of the intersection of domestic politics and international relations but of when and how one trumps the other. Contributing to the theoretical debate, Phillips argues that this interplay explains the divergent trajectories bilateral relations have taken since 1990 in ways that more traditional neo-realist or liberal approaches could not. The author’s fresh perspective and new evidence demonstrate that East-Central European states play a much greater role in the influence equation than they did in the past.
