Book excerpt: Aiming to build regional capacity in aquaculture governance in Asia-Pacific, FAO and NACA jointly implemented a regional consultation in collaboration with NACA member governments to assess the status of aquaculture governance in Asia, share experiences and lessons learned in aquaculture governance among countries, and recommend strategies and actions for further improvement. The consultation consisted of two major activities: country assessment studies and a regional consultative workshop. The country assessment studies were carried out by seven national experts in seven selected countries including Cambodia, China, India, Indonesia, Malaysia, Thailand, and Viet Nam. The consultative workshop was conducted in 5-6 November 2019 in Bangkok, attended by 33 participants including experts and government officers from 15 Asian countries and representatives from FAO, NACA and the Asian Institute of Technology. The findings of the assessment studies were presented to the workshop, and participants then worked on identifying gaps, constraints, and challenges in aquaculture governance in the region and put forward recommendations for further improvement. This publication presents the seven country assessment studies and the outputs of the workshop, including the summary of the status of aquaculture governance in the region, challenges and issues in governing process, and recommendations for further strengthening aquaculture governance in the region.

These include the following: (i) Round-table discussions on aquaculture development, biosecurity legislation, aquatic animal health and aquaculture biosecurity (21–22 May 2019); (ii) Technical Seminar on Basic Aquatic Animal Health and Aquaculture Biosecurity (23 May 2019); (iii) National Consultation on Aquaculture Development, Biosecurity Legislation, Aquatic Animal Health (24 May 2019); and (iv) Introductory training course on risk analysis within the Progressive Management Pathway for Improving Aquaculture Biosecurity (PMP/AB) (27–28 May 2019). The various activities undertaken during the field mission provided the basis for drafting the National Strategy on Aquatic Animal Health (NSAAH) and the National Aquatic Pathogen List (NAPL) for FSM. There is a need to conduct another round of national consultations in order to generate feedback prior to finalizing the documents and approval. The next step will be to incorporate them into the government’s policy documents and work with partners for joint resource mobilization to support implementation. The report also contains a list of recommendations that the Government of FSM should consider to improve capacities in aquatic animal health and aquaculture biosecurity.

Working sessions aimed to analyze different cases though projects/initiatives presentations and discussions to identify what worked and what didn’t to define general principles, identify challenges and propose strategies and best practices for cost-efficient and sustainable investments in fisheries data collection, sharing and utilization. Key principles were raised by the participants to keep tools, methodology and process in the data supply chain simple and to reuse as much as possible what already exists. Seventeen key points were identified during the discussion as common issues/common needs/general principles and were organized and developed in the Expert Document “Strategies and Best Practices”.
