Book excerpt: This synthesis report details the process, outputs and intermediate outcomes of the World Bank's Water and Sanitation Program (WSP) Technical Assistance (TA) to Support Government of India for implementation of the National Urban Sanitation Policy (P131963). The objective of this TA was to (i) strengthen urban sanitation services and target the urban poor by development of strategies for regulation, funds allocation, improved accountability mechanisms and implementation of inclusive sanitation policies at national level and in at least five states, with two of these low-income states (LIS). This was to be supplemented with (ii) enabling design and use of improved performance monitoring systems by Government of India, 3 states and 300 urban local bodies by 2015, and (iii) strengthen capacity of local urban government institutions to provide improved - inclusive and sustainable - sanitation services for all. This TA provides the building blocks for sustainable sanitation improvements which are being adopted and implemented as part of another TA (P131967) in Madhya Pradesh and Tripura to pilot and operationalize City Sanitation Plans (CSPs) towards outcome oriented sector improvements. The areas addressed in this TA include the following specific goals of the NUSP: open defecation free cities, and integrated city-wide sanitation. The TA provided assistance to central government and the states in putting in place various elements identified as necessary for sector improvement, including planning, provisioning and monitoring processes. The TA also identified the need for the cities to see opportunities for financial recovery of investments through reuse and recycle strategies, to strengthen the incentive for investment in sanitation improvements.

Book excerpt: This research brief builds upon a literature review and stakeholder interviews in India on urban sanitation to examine the public policy landscape for sanitation innovation in the country. India ranks low in terms of sanitation coverage; the country experiences very high rates of open defecation and significant use of unimproved toilets. The majority of fecal sludge goes untreated into waterways in urban areas. India's demographic trends show rapid urban growth, both geographically and in terms of population, which is also expanding the gap in access to improved sanitation in urban areas. Adequate government funding and policy implementation is lacking. The past focus on centralized sewerage systems and simple on-site sanitation is not an acceptable default option, nor is it technically feasible or financially viable given growth patterns. Groundbreaking new technology, management, and operational models are required to solve the sanitation challenge at scale. Recent attention from the donor community, the private sector, and others brings focus to using innovation to solve the sanitation challenge. This review highlights that urban sanitation is under-researched. More work is required to spur funding, inform technology development, and support the policy-enabling environment for bringing in new approaches to improved urban sanitation.

Open defecation, insufficient wastewater treatment, and mixing of untreated wastewater with stormwater and drinking water supplies are contributing to a severe health and economic crisis. Recent government measures such as the Jawaharlal Nehru National Urban Renewal Mission and National Urban Sanitation Policy (NUSP) are steps in the right direction. We draw on sanitation scores awarded to 421 cities under NUSP to identify factors that explain the heterogeneity in city-level scores. Our estimates suggest the higher scores are partly a result of city location. Population is non-linearly associated with sanitation score. Consistent with recent literature, we show that increased presence of household toilets does not impact city-level sanitation outcomes. Further, smaller cities perform differently than medium and large cities, pointing to a need for customized policy prescriptions for different classes of cities, preferably designed by municipal governments.

In the post-economic liberalisation era, he cemented his reputation as a pioneer in the corporate and information technology world, just as he helped launch Infosys into the big league of world’s IT-enabled services companies. He served as the company’s Chief Executive Officer from 2001 to 2007. At the fag end of his career in Infosys, Nilekani wrote a best-selling book in 2009, Imagining India: the Idea of a Nation Renewed. The book is widely acclaimed for heralding a new, idea-based approach to meet the present and future challenges facing India. It spelt out the theoretical framework for the provision of a unique identity for all its citizens as an important step towards putting, what Nilekani called, “human capital front and center as the main driver of productivity and growth”. His long experience in the corporate world and his passion for the citizen empowerment—as proved in the successful Bangalore Agenda Task Force experiment started in 1999 as well as enunciated in his 2009 book—made him the natural choice to be the first chairman of the Unique Identification Authority of India (UIDAI) that was being set up by the Union government to provide residents of India with a unique identity and a digital platform—known as the Aadhaar. Nilekani left Infosys to head the UIDAI in July 2009. In five years, Aadhaar has transformed India’s approach to socio-economic justice and equity, and became the lynchpin to the government’s welfare programmes that seek to achieve these goals. It also set the stage for an efficient and transparent mechanism to monitor government programmes, which is crucial to cut waste and slippage in order to maintain fiscal prudence at the national level. Book excerpt: Following the launch of the National Urban Sanitation Policy (NUSP, 2008), a number of initiatives were taken: states formulated their State Sanitation Strategies, and more than 150 cities drafted or are in the process of drafting the City Sanitation Plans (CSPs, by March 2014). The NUSP recommended development of special strategies for slums and poor settlements as an integral part of the CSPs. But the significant presence of slums in Indian cities (estimated between 9 and 14 million, or 12 to 16 percent of India's 79 million urban households), and the specific difficulties that these settlements face in accessing basic sanitation (and other) services, demanded a greater understanding of the conditions, and exploration of strategies used to address these. Section one presents a short introduction to the context of urban India and urban sanitation, followed by a brief review of programmatic responses by GoI to improve slum sanitation services. Thereafter, the guide draws out the critical factors or drivers using examples from successful community slum sanitation initiatives reported from the urban centers selected for this study. A set of generic activity clusters and steps are included at the end the preparatory, planning, implementation, and M&E stages of community sanitation initiatives.
