Whilst the country has been able to sustain a relatively stable politics since the 1969 tragedy, and hence generate a rapid economic development (at least until the 1997 Asian economic crisis and later in the post 2008 General Election), the project of nation-building remains a basic national agenda yet to be fully resolved. The book explores the delicate process of nation-building in Malaysia in the post 1970s, especially in the context of the vision constructing the Bangsa Malaysia or ‘a united Malaysian nation’ enshrined in Mahathir’s Vision 2020 project which was introduced in 1991. It discusses the underlying socio-political parameters that shape and influence the politics of nation-building in the country and the construction of Bangsa Malaysia. As such, the book provides an alternative perspective in the analysis of ethnic relations and nation-building in Malaysia, thus broadens the understanding of Malaysian politics and society.

With their diverse religions and ethnic communities, the Southeast Asian countries of Malaysia, Singapore, and Indonesia have grappled with this problem since achieving independence after World War II. Each country has on occasion been torn by violence over the proper terms for accommodating pluralism. Until the Asian economic crisis of 1997, however, these nations also enjoyed one of the most sustained economic expansions the non-Western world has ever seen. This timely volume brings together fifteen leading specialists of the region to consider the impact of two generations of nation-building and market-making on pluralism and citizenship in these deeply divided Asian societies. Examining the new face of pluralism from the perspective of markets, politics, gender, and religion, the studies show that each country has developed a strikingly different response to the challenges of citizenship and diversity. The contributors, most of whom come Southeast Asia, pay particular attention to the tension between state and societal approaches to citizenship. They suggest that the achievement of an effectively participatory public sphere in these countries will depend not only on the presence of an independent "civil society," but on a synergy of state and society that nurtures a public culture capable of mediating ethnic, religious, and gender divides. Book excerpt: This study examines the ways in which large-scale migration and rapid economic change have fueled separatism and ethnic conflict in Papua. It presents an analysis of recent census data showing that three quarters of a million migrants from other parts of Indonesia have resettled in the territory since 1970 either through official transmigration programs or as unsponsored economic migrants. Based on this analysis, the study illustrates how rapid modernization and demographic change have resulted in the displacement and dislocation of Papua?s indigenous population, provoking Papuan resentment and demands for independence. But rapid social change has not only spurred ethnonationalist mobilization; it has also generated ethnic and tribal tensions within Papua. Growing competition for land and resources between settlers and Papuans has given rise to persistent social conflict in Papua. The threat now looms that this social conflict could trigger a larger outbreak of communal and ethnic violence as in neighboring areas. So far Papua has proved relatively resistant to efforts to foment widespread conflict. It remains unclear, however, whether the government can address the deep-seated sense of Papuan resentment leading to alienation and conflict. It could do so by reversing many of its divisive policies and redoubling its efforts to bring services to remote indigenous communities. In the absence of such initiatives, continuing inflows of migrants into the province may well overwhelm the mechanisms for social management that have so far kept conflict from spiraling out of control.This is the thirteenth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.
