Book excerpt: This progress report describes the development of the NTS initiative and proposed future activities to bring the NTS to its full potential. A set of preliminary national transportation performance indicators is proposed. These performance indicators should be seen as the beginning of a process rather than as the definitive set of national transportation system indicators. A second part of the NTS analytical process involves the development and application of a national transportation network analysis capability (NTNAC) that will provide the ability to evaluate the national network in a multi- modal manner. Using the NTNAC, problems with the Nation's transportation system can be identified and policy options to address these problems evaluated. The report concludes with a discussion of the use of the NTS within the Department. It is proposed that the results of the analyses carried out using the national transportation performance measures and the NTNAC in the assessment of the Nation's transportation system, the identification of issues, and the analysis of options be presented in biennial State of the National Transportation System reports.

Book excerpt: The purpose of this report is to examine the Department of Transportation's (DOT) National Transportation System (NTS) initiative, to document what has been learned, and to outline a National Transportation Network Analysis Capability (NTNAC) based on a ''TRANSIMS-like'' approach. This study was conducted over a two month period at the end of FY1997. The scope of the effort was carefully defined to accommodate the short time horizon and to provide focus to a very large analytical problem. The objectives were to: (1) define the NTS and the NTS problem; (2) identify problem characteristics; (3) describe an analytical solution based on the TRANSIMS approach; (4) identify data requirements and availability; (5) develop criteria for a scenario to be used in a prototype demonstration; and (6) select a scenario for the prototype demonstration.

Book excerpt: The National Transportation System (NTS), an outgrowth of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), is proposed in this research as an analytical tool to guide national transportation policy making. The NTS must be based upon measures of transportation performance that are intermodal, user oriented, and suitable for tracking the environmental, social, and economic outcomes of transportation system use. A set of such performance measures is proposed, and implications of the measures for various modes are discussed. This proposal and discussion of performance measures is the critical component of this report. A major concern in the implementation of these performance measures is the data that supports them. A great deal of data is required to track the performance of the basic components of NTS analysis: major transportation facilities and regional transportation systems. Appropriate data sources for the NTS performance measures are identified, a sample of demonstration data is applied to the performance measures, and problems with data acquisition and application are discussed. A general framework for using the performance measures to achieve the NTS policy objective is proposed, and the implications of geographic information systems (GIS) and other technologies are discussed. Conclusions and recommendations from this research are presented.
