It is in this context that an international symposium was organized on April 19-30, 1993, to address these policy concerns and thereby to improve the long-term prospects for productive and financially sustainable agriculture and agribusiness development. The policy issues addressed herein were identified in a series of discussions at IFDC and with the authors. The main objectives were to focus on analytical policy issues that accelerate the process of privatization and market deregulation of publicly owned and operated enterprises and to provide necessary operational guidelines for policy reforms. This publication is structured around four main topics: (1) the role of agribusiness in economic development; (2) possible approaches and guidelines for privatization and deregulation of agribusiness; (3)the necessary enabling policy environment for privatization and deregulation; and (4) selected case studies. The views expressed in this publication belong solely to the respective authors and should not be attributed to IFDC, World Bank, or other organizations represented. From the multiple definitions that are often vague and confusing, to the assumption that governance strategies, networks and markets represent attempts by weakening states to maintain control. Rethinking Governance questions this view and seeks to clarify how we understand governance. Arguing that it is best understood as 'the strategies used by governments to help govern', the authors counter the view that governments have been decentred. They show that far from receding, states are in fact enhancing their capacity to govern by developing closer ties with non-government sectors. Identifying five 'modes' of government (governance through hierarchy, persuasion, markets and contracts, community engagement, and network associations), Stephen Bell and Andrew Hindmoor use practical examples to explore the strengths and limitations of each. In so doing, they demonstrate how modern states are using a mixture of governance modes to address specific policy problems. This book demonstrates why the argument that states are being 'hollowed out' is overblown.

Book excerpt: Nonviolent state behavior in Japan, this book argues, results from the distinctive breadth with which the Japanese define security policy, making it inseparable from the quest for social stability through economic growth. While much of the literature on contemporary Japan has resisted emphasis on cultural uniqueness, Peter J. Katzenstein seeks to explain particular aspects of Japan's security policy in terms of legal and social norms that are collective, institutionalized, and sometimes the source of intense political conflict and change. Culture, thus specified, is amenable to empirical analysis, suggesting comparisons across policy domains and with other countries. Katzenstein focuses on the traditional core agencies of law enforcement and national defense. The police and the military in postwar Japan are, he finds, reluctant to deploy physical violence to enforce state security. Police agents rarely use repression against domestic opponents of the state, and the Japanese public continues to support, by large majorities, constitutional limits on overseas deployment of the military. Katzenstein traces the relationship between the United States and Japan since 1945 and then compares Japan with postwar Germany. He concludes by suggesting that while we may think of Japan's security policy as highly unusual, it is the definition of security used in the United States that is, in international terms, exceptional.

Book excerpt: Ryan evaluates the nature and effectiveness of U.S. trade diplomacy with Japan, Korea, Taiwan, and China in the 1970s and 1980s by examining the diplomatic strategies used by the U.S. Trade Representative to enforce Section 301 of the 1974 Trade Act, which was designed to protect free trade and competition through investigations, negotiations, and sanctions. Ryan shows the different trade diplomacy tactics the East Asian governments pursued during dispute settlement negotiations with the USTR. The study also evaluates the fit between the East Asian political economies and the rules and principles of the General Agreement on Trade and Tariffs (GATT) regime. It explores the capabilities of the multilateral and minilateral regional institutions of trade dispute in the Pacific to settle emerging trade disputes. In the debate over rule-based or power-based diplomacy, Ryan concludes that U.S. trade diplomacy was most successful when it was rule-based, and that it gained significant compliance with GATT and other fair trade agreements. Ryan interviewed many of the key trade negotiators in Tokyo, Seoul, Taipei, Beijing, and Washington. His analysis is based on the largest, most systematic, market sector-specific data set yet presented on U.S. export trade dispute settlement in the Pacific. It studies the structure of state power, the structures of international business competition in manufacturing, agriculture, and services, the international and regional institutions of trade diplomacy, and the national governmental institutions of trade diplomacy in the Pacific.
