The project was designed to assess the efficacy of various courses and services provided in support of underprepared students enrolled in American colleges and universities. The initial study ran from 1989 through 1997 and examined various developmental program activities and outcomes from a randomly selected sample of 150 institutions and 6,000 students. The major goals were to identify the state of the art in developmental education, identify effective teaching and learning strategies, identify effective models for the delivery of developmental and learning assistance services, and identify future research issues for the field. Findings have been presented at a variety of professional conferences and have appeared in Research In Developmental Education and the Journal of Developmental Education.

The Center is currently collecting information on students enrolled in developmental education programs at a random sample of approximately 150 colleges and universities representing five geographical areas in the United States. This information will then be used to develop a data bank featuring demographic and academic information on approximately 10,000 students. As a second phase of the study, the Center will survey those programs which served these students to determine which organizational patterns, services, and instructional delivery systems were used. This information will then be analyzed to determine what factors are associated with success for various kinds of students.

Book excerpt: Many recent high school graduates who enter community college are required to take remedial or developmental education courses before enrolling in college-level courses. Developmental courses essentially reteach high school- and junior high school-level content in reading, writing, and math. In some cases, students are referred to two or even three courses of developmental education in a single subject area. The annual cost of providing remediation to community college students nationwide has been estimated at approximately $7 billion. Only 28 percent of community college students who take a developmental education course go on to earn a degree within eight years, and many students assigned to developmental courses drop out before completing their sequence and enrolling in college-level courses. A number of rigorous studies have been undertaken to assess the extent to which the traditional system of developmental education helps students into and through college-level coursework. These studies are discussed in this report.
