Book excerpt: The cost of cyber crime to the UK is currently estimated to be between £18 billion and £27 billion. Business, government and the public must therefore be constantly alert to the level of risk if they are to succeed in detecting and resisting the threat of cyber attack. The UK Cyber Security Strategy, published in November 2011, set out how the Government planned to deliver the National Cyber Security Programme through to 2015, committing £650 million of additional funding. Among progress reported so far, the Serious Organised Crime Agency repatriated more than 2.3 million items of compromised card payment details to the financial sector in the UK and internationally since 2011, preventing a potential economic loss of more than £500 million. In the past year, moreover, the public reported to Action Fraud over 46,000 reports of cyber crime, amounting to £292 million worth of attempted fraud. NAO identifies six key challenges faced by the Government in implanting its cyber security strategy in a rapidly changing environment. These are the need to influence industry to protect and promote itself and UK plc; to address the UK's current and future ICT and cyber security skills gap; to increase awareness so that people are not the weakest link; to tackle cyber crime and enforce the law; to get government to be more agile and joined-up; and to demonstrate value for money. Book excerpt: The issue of large-scale cyber-attacks on the internet has moved up the international agenda recently. This inquiry looks at how States and their major organisations can defend themselves and their critical information infrastructures (CIIs) against such attacks. Whilst individual States bear primary responsibility for their critical national infrastructure (CNI), the infrastructures are heavily interdependent. The Internet is a 'global network of networks' and individual States cannot be viewed in isolation. The Committee therefore concludes that continuing intervention at EU level was appropriate and that all Member States have an interest in bringing the defences of the least protected up. The Committee also looked at ENISA, the European Network and Information Security Agency, and they believe that with a widening of its mandate it can play a more significant part in the developments envisaged.

Book excerpt: Certain telecommunications networks are a critical element of the UK's infrastructure, "the loss or compromise of which would have a major, detrimental impact on the availability or integrity of essential services, leading to sever economic or social consequences …" In the UK the Critical National Infrastructure (CNI) is now largely in the hands of private enterprises. There is potentially a conflict between the commercial imperative and national security. In 2003 BT, which is responsible for large parts of the UK's telecommunications structure, embarked on a major £10bn rationalisation and upgrade project (the 21st Century Network). A number of companies were selected to supply the various equipment required, one of which was Huawei, a Chinese telecommunications company. A contract for supply of transmission and access equipment, including routers, was signed in 2005, with this being deployed across the network from January 2007. Most of the concerns surrounding Huawei relate to its perceived links to the Chinese State. Huawei denies direct links with the Chinese Government or military, though the Committee notes that such links are considered normal in China. Huawei has also invested in the Cyber Security Evaluation Centre (the Cell), and the Committee is concerned that a Hauwei-run Cell is responsible for providing assurance about Huawei products. The National Security Adviser should review the effectiveness of the Cell as a matter of urgency and GCHQ must have greater oversight. The risk to the CNI must be managed properly: alerts for foreign investment in CNI; risk assessment; ministers must be informed.

Book excerpt: In this report the Joint Committee on the National Security Strategy finds that the National Security Strategy should address more fundamental questions about the UK's role in the world and its relationship with the USA and other allies. The Strategy also needs to be subject to a much wider public debate. The Committee says that: there is no evidence that the NSS has influenced decisions made since the Strategic Defence and Security Review; there should be an "overarching strategy", a document designed to guide government decision-making and crisis management both at home and on the international stage; the Government's assertion that there will be no reduction in the UK's influence on the world stage is wholly unrealistic in the medium to long term and the UK needs to plan for a changing, and more partnership-dependent, role in the world. The Government's unwillingness to provide the Committee with all the information it has asked for about the National Security Risk Assessment means that it is unable to give Parliament any assurances about its adequacy. The report also notes concern that the National Security Council's oversight of security issues is not sufficiently broad and strategic, given that it was deeply involved in operations in Libya and failed to discuss the national security implications of the Eurozone crisis or the possibility of Scottish independence.
