Book excerpt: For decades after World War II, Japan chose to focus on soft power and economic diplomacy alongside a close alliance with the United States, eschewing a potential leadership role in regional and global security. Since the end of the Cold War, and especially since the rise of Prime Minister Shinzo Abe, Japan's military capabilities have resurged. In this analysis of Japan's changing military policy, Andrew L. Oros shows how a gradual awakening to new security challenges has culminated in the multifaceted "security renaissance" of the past decade. Despite openness to new approaches, however, three historical legacies—contested memories of the Pacific War and Imperial Japan, postwar anti-militarist convictions, and an unequal relationship with the United States—play an outsized role. In Japan's Security Renaissance Oros argues that Japan's future security policies will continue to be shaped by these legacies, which Japanese leaders have struggled to address. He argues that claims of rising nationalism in Japan are overstated, but there has been a discernable shift favoring the conservative Abe and his Liberal Democratic Party. Bringing together Japanese domestic politics with the broader geopolitical landscape of East Asia and the world, Japan's Security Renaissance provides guidance on this century's emerging international dynamics.

Throughout the cold war period, South Asia served as a strategic region in the bilateral rivalry between the United States and the former Soviet Union, coupled with China's careful scrutiny. In the post cold war period, several bilateral conflicts, the nuclear tests of 1998, the post 9/11 world in which South Asia has become a breeding ground for terrorists, entwined with an embattled, albeit a shared history, continue to make India and Pakistan a pivotal region to study. A timely analysis which starts with traditional approaches and combines them with new thinking within a human security policy framework, this book will contribute to a deeper and more holistic understanding of policy priorities of major players in a pivotal region of the world. It begins by analyzing security policies of India and Pakistan that have emerged in the context of geo-political concerns based on realist calculations. It also looks at the policies of the two governments in key areas such as the economy, education, public health, and safeguarding against gender-based violence. Asia is home to many of the world's great rivers and lakes, but its huge population and booming economies make it the most water-scarce continent on a per capita basis. Over extensive irrigation, pollution, and global warming add to the demographic and economic pressures on Asia's fresh water supplies. The location of the sources for much of South and Southeast Asia's fresh water is in the Chinese controlled Tibetan Plateau, and China's increasing exploitation of these water sources have created growing geopolitical tensions that could boil over into conflict. India is reliant on fresh water from Tibet, which gives the Chinese uncomfortable leverage over India and further exacerbates their unsettled border disputes. Vietnam, Bangladesh, Pakistan, and other countries of the region also find themselves in similarly vulnerable positions where water is scarce and the sources are increasingly being exploited and polluted upstream by the continent's most powerful country. Brahma Chellaney proposes strategies to avoid conflict and more equitably share and preserve Asia's water resources.
