Book excerpt: Why adopt a poststructural lens for the reading of the military strategy of national missile defence (NMD)? No doubt, when contemplating an attack on US territory by intercontinental ballistic missiles, consulting Michel Foucault and critical international relations theory scholars may not seem the obvious route to take. The answer to this lies in another question: why has there been so much interest and continuous investment in NMD deployment when there is such ambiguity surrounding the status of threat to which it responds, controversy over its technological feasibility and concern about its cost? Posed in this manner, the question cannot be answered on its own terms – the terms given in official accounts of NMD that justify the system’s significance on the basis of strategic feasibility studies and conventional threat predictions guided by worst-case scenarios. Instead, this book argues that the preferences leading to NMD deployment must be understood as satisfying requirements beyond strategic approaches and issues. In turning towards the interpretative modes of inquiry provided by critical social theory and poststructuralism, this book contests the conventional wisdom about NMD and suggests reading the strategy in terms of US identity. Presented as an analysis of discourses on threats to national security, around which the need for NMD deployment is predominantly framed, this book is an effort to let the two fields of critical international relations theory and US foreign policy speak directly to each other. It seeks to do so by showing how the concept of identity can be harnessed to an analysis of a contemporary military-strategic practice.

In the opening days of the U.S.-led military counteroffensive beginning on January 16, 1992, Iraq launched ballistic missiles against population centers in Israel and military bases in Saudi Arabia. The attacks intensified the terror of the war and prompted renewed efforts by the multinational force to destroy Saddam Hussein's military machine. The countries aligned against Iraq were prepared for attacks by chemically armed missiles, but Iraq's missile force proved to be of little military consequence. The missiles that survived the opening hours of Operation Desert Storm were conventionally armed, inaccurate and unreliable. Most of those that were actually launched either were intercepted by American antimissile defenses or failed to hit vital targets. But the political impact of the missiles was inestimable. The strikes symbolized Iraq's determination to prosecute the war no matter what the cost. By threatening to involve Israel, they created severe tensions and posed the risk that multinational military coalition would be dissolved, and they underscored the potential vulnerability of all the states in the region to Iraqi aggression. In this book, Janne E. Nolan argues that the use of missiles is a harbinger of the altered international security environment confronting the Untied States and its allies in the late twentieth century. Book excerpt: Recent US plans to deploy national missile defense (NMD) and theater missile defense (TMD) have emerged as significant issues for stability in Northeast Asia, a region that faces a number of critical uncertainties and daunting security challenges in the coming decade. These uncertainties and challenges include questions about the future US military role in the region, historical distrust between major powers, the continued existence of divided states, ongoing military modernization programs, territorial disputes, resource conflicts, the proliferation of weapons of mass destruction and ballistic missiles, and continuing shifts in relative economic and military power. US interest in deploying NMD and TMD is partly a response to military developments in Northeast Asia, including China's missile buildup across the Taiwan Strait and North Korea's efforts to develop nuclear weapons and long-range ballistic missiles. Yet the US debate about missile defense has largely focused on NMD and the Anti-Ballistic Missile (ABM) Treaty. This originally steered the debate toward Russia and away from China and Japan. The US national security community has tended to emphasize the military requirements and effectiveness of NMD and TMD without fully examining the regional security implications. As a result, these implications have not been fully explored and debated either within US policymaking circles or with their counterpart communities in China and Japan. Broader US interests in the region, maintenance of US alliances and nonproliferation goals have not been systematically connected to missile defense issues. To address these shortcomings, the Stanley Foundation, in conjunction with the National Defense University and the Monterey Institute of International Studies' Center for Nonproliferation Studies, organized a series of three conferences to conduct a thorough examination of the regional security implications of US NMD and TMD plans. This conference series, titled Ballistic Missile Defense in Northeast Asia: Implications for Security Relations Among the Regional Powers, engaged a wide variety of experts from the United States, China, and Japan to gain insights into the potential political and military implications of specific US deployment modes. A report of the conference series was prepared by Evan S. Medeiros of the Monterey Institute and published by the Stanley Foundation. The following brief highlights the key conclusions of the report.
