In just over a half century, mankind has gone from no presence in outer space to a condition of high dependence on orbiting satellites. These sensors, receivers, transmitters, and other such devices, as well as the satellites that carry them, are components of complex space systems that include terrestrial elements, electronic links between and among components, organizations to provide the management, care and feeding, and launch systems that put satellites into orbit. In many instances, these space systems connect with and otherwise interact with terrestrial systems; for example, a very long list of Earth-based systems cannot function properly without information from the Global Positioning System (GPS). Space systems are fundamental to the information business, and the modern world is an information-driven one. In addition to navigation (and associated timing), space systems provide communications and imagery and other Earth-sensing functions. Among these systems are many that support military, intelligence, and other national security functions of the United States and many other nations. Some of these are unique government, national security systems; however, functions to support national security are also provided by commercial and civil-government space systems. 
The importance of space systems to the United States and its allies and potential adversaries raises major policy issues. National Security Space Defense and Protection reviews the range of options available to address threats to space systems, in terms of deterring hostile actions, defeating hostile actions, and surviving hostile actions, and assesses potential strategies and plans to counter such threats. This report recommends architectures, capabilities, and courses of action to address such threats and actions to address affordability, technology risk, and other potential barriers or limiting factors in implementing such courses of action.

As the commercial space industry continues to grow in capability, capacity, and diversity, opportunities for the USSF and DoD to leverage commercial capabilities are expanding. Specifically, the USSF is considering the role of the commercial space industry in its future space architecture and the innovation ecosystem. It is faced with many choices, such as which commercial capability option to leverage or for which military application it should use commercial instead of organic space capabilities. In this report, the authors conduct a broad review of seven commercial space sectors-satellite communications, space launch, remote sensing, environmental monitoring, space domain awareness, data transmit/receive networks, and space logistics-and characterize the capabilities and trends in each of them. The information gathered and included in this report is current as of June 15, 2020, and because of rapid changes in the commercial space industry, the authors also recommend sector-specific indicators to track future market developments.

These capabilities include communications, remote sensing, navigation, and imagery. Spending in the commercial space industry between 1995 and 2010 will top $100 billion. With the rise in commercially available services and declining defense budgets, the DoD will inevitably migrate traditionally dedicated space capabilities to commercial systems (communications, remote sensing, and possibly navigation). Since their ultimate goal is profitability (and rightfully so), industry considers countermeasures costly and unnecessary against threats they deem not likely. With our economic well-being increasingly tied to space, what role should the US Government play in assuring our access? In the days of pirates, naval forces were essential to protect trade routes for friendly commerce. Naval theorists, such as Alfred Thayer Mahan, and maritime law provide thought-provoking analogies for the need to protect lines of communication, control the medium, and protecting national sovereignty. In addition, future projections of the strategic environment point to force-on-force space confrontation with peer competitors and asymmetric attack by niche competitors, hostile groups, and individuals. Therefore, protection of commercial space assets must be rooted in space law, space policy and doctrine with consideration for the aforementioned future strategic environment. Key questions will address the impact on U.S. national security due to attacks on commercial space assets. What is the real impact of commercial space on the U.S. economy (not just spending)? How would loss of commercial space capabilities impact U.S. war fighting capability? What constitutes an attack on a commercial space system? How do we deter and detect an attack? How should the U.S. respond to such attacks? Finally, what policy and process changes are needed to protect our national security?

Book excerpt: The space industry is intrinsically tied to national security, nonetheless the U.S. government has entrusted commercial entities with the provision of critical space-based data systems and land sensing technologies. By examining the language that the government uses within the legal documents surrounding bid deliberation and award selection, this paper provides an historical analysis of the relationship between the U.S. government and the commercial space industry in an attempt to understand the degree of control and discretion that commercial entities possess over matters of national security. The analysis shows that a competitive commercial industry once prevented any one entity from manipulating the price or quality of deliverables, but a series of mergers and acquisitions allowed a few large entities to dominate the industry. Recently, enterprises have spawned as potential industry disruptors; however, the U.S. government lacks suitable oversight capacity to effectively manage a diverse array of values and interests.
