Book excerpt: Confidence-Building Measures (CBMs) - often seen as the fastest growing sector on the post-Cold War diplomatic agenda - are increasingly viewed by the international community as useful instruments for addressing a range of security and diplomatic issues. Rethinking Confidence-Building Measures warns against an uncritical pursuit of CBMs, arguing that the idea has been oversold. The author asserts that obstacles to meaningful agreements are much more important than usually acknowledged, and the political and military ramifications have been generally ignored. She concludes that the same effort, painstaking negotiation, and possibilities for failure are inherent in CBMs as in the wide array of other potential solutions for managing interstate security relations, but with far fewer substantial results.

Book excerpt: The conventional understanding of strategic issues in the modern world has been very much a Western-driven phenomenon. That is to say, Western strategists, thinkers and writers have tended to establish the principles of strategic concepts, and to develop theories around them. While there is utility in much Western strategic thought, it is also apt to note that some of it does not have full relevance or validity when applied to a regional setting that is far removed from the geographical boundaries of the Western world. In that connection, this volume is partly intended to serve as an antidote to much of the Western commentary on Asia-Pacific security issues by providing a range of perspectives on those issues from the Southeast Asian point of view. It offers a range of Southeast Asian perspectives on the multifaceted security issues that confront the Asia-Pacific region in the post-Cold War era. Book excerpt: This monograph provides an analysis of the People's Republic of China's evaluation of multilateralism and its place in Chinese foreign relations in the Asia-Pacific region. In contrast to conventional scholarly wisdom, the author, Dr. Jing-dong Yuan, contends that China is not opposed to multilateral approaches. In fact, Dr. Yuan asserts that China has adopted an approach he dubs "conditional multilateralism." According to Dr. Yuan, China now recognizes that multilateral engagement is unavoidable and indeed can be useful in advancing China's interests. China's embrace of multilateralism, however, varies depending upon the particular forum and specific issue. Furthermore, Dr. Yuan contends China remains leery of entering into arrangements that might constrain its independence and flexibility. This change in China's attitude toward multilateralism is a significant one that has important implications for U.S. national security strategy and for U.S. interests in the Asia-Pacific. The Strategic Studies Institute is pleased to offer this study as a contribution to ongoing analyses and debates over the future roles China will play in the international security environment.
