Behind the scene of these nuclear weapons and an aspect of their consequences is radioactive waste. Radioactive waste has varying degrees of harmfulness and poses a problem when it comes to storage and disposal. Radioactive waste is usually kept below ground in varying containers, which depend on how radioactive the waste it. High-level radioactive waste (HLW) can be stored in underground carbon-steel tanks. However, radioactive waste must also be further immobilized to ensure our safety. There are several sites in the United States where high-level radioactive waste (HLW) are stored; including the Savannah River Site (SRS), established in 1950 to produce plutonium and tritium isotopes for defense purposes. In order to further immobilize the radioactive waste at this site an in-tank precipitation (ITP) process is utilized. Through this method, the sludge portion of the tank wastes is being removed and immobilized in borosilicate glass for eventual disposal in a geological repository. As a result, a highly alkaline salt, present in both liquid and solid forms, is produced. The salt contains cesium, strontium, actinides such as plutonium and neptunium, and other radionuclides. But is this the best method? The National Research Council (NRC) has empanelled a committee, at the request of the U.S. Department of Energy (DOE), to provide an independent technical review of alternatives to the discontinued in-tank precipitation (ITP) process for treating the HLW stored in tanks at the SRS. Alternatives for High-Level Waste Salt Processing at the Savannah RIver Site summarizes the finding of the committee which sought to answer 4 questions including: "Was an appropriately comprehensive set of cesium partitioning alternatives identified and are there other alternatives that should be explored?" and "Are there significant barriers to the implementation of any of the preferred alternatives, taking into account their state of development and their ability to be integrated into the existing SRS HLW system?"

The Environmental Protection Agency's decision in the summer of 2001 to delay implementing a new, more stringent standard for the maximum allowable level for arsenic in drinking water generated a great deal of criticism and controversy. Ultimately at issue were newer data on arsenic beyond those that had been examined in a 1999 National Research Council report. EPA asked the National Research Council for an evaluation of the new data available. The committee's analyses and conclusions are presented in Arsenic in Drinking Water: 2001 Update. New epidemiological studies are critically evaluated, as are new experimental data that provide information on how and at what level arsenic in drinking water can lead to cancer. The report's findings are consistent with those of the 1999 report that found high risks of cancer at the previous federal standard of 50 parts per billion. In fact, the new report concludes that men and women who consume water containing 3 parts per billion of arsenic daily have about a 1 in 1,000 increased risk of developing bladder or lung cancer during their lifetime.

However, risk assessment is at a crossroads. Despite advances in the field, risk assessment faces a number of significant challenges including lengthy delays in making complex decisions; lack of data leading to significant uncertainty in risk assessments; and many chemicals in the marketplace that have not been evaluated and emerging agents requiring assessment. Science and Decisions makes practical scientific and technical recommendations to address these challenges. This book is a complement to the widely used 1983 National Academies book, Risk Assessment in the Federal Government (also known as the Red Book). The earlier book established a framework for the concepts and conduct of risk assessment that has been adopted by numerous expert committees, regulatory agencies, and public health institutions. When the organization under discussion is formally labeled a laboratory, it is referred to as such. The question arises: How does one know whether an organization and its programs are achieving excellence in the best interests of its parent? Does the organization have an appropriate research staff, facilities, and equipment? Is it doing the right things at high levels of quality, relevance, and timeliness? Does it lead to successful new concepts, products, or processes that support the interests of its parent? This report offers assessment guidelines for senior management of organizations and of their parents. The report lists the major principles of assessment, noting that details will vary from one organization to another. It provides sufficient information to inform the design of assessments, but it does not prescribe precisely how to perform them, because different techniques are needed for different types of organizations. Best Practices in Assessment of Research and Development Organizations covers three key factors that underpin the success of an R&D organization: (1) the mission of the organization and its alignment with that of the parents; (2) the relevance and impact of the organization's work; and (3) the resources provided to the organization, beginning with a high-quality staff and management.

That panel, established under a 1994 act of Congress, began its work with a very specific mission: to evaluate the suitability of the U.S. Census Bureau's small-area estimates of poor school-age children for use in the allocation of funds to counties and school districts under Title I of the Elementary and Secondary Education Act. In carrying out their assignment, panel members came to realize that the properties of data sources and statistical procedures used to produce formula estimates, interacting with formula features such as thresholds and hold-harmless provisions, can produce consequences that may not have been anticipated or intended. It also became evident that there is a trade-off between the goals of providing a reasonable amount of stability in funding from one year to the next and redirecting funds to different jurisdictions as true needs change. In one instance, for example, the annual appropriation included a 100 percent hold-harmless provision, ensuring that no recipient would receive less than the year before. However, there was no increase in the total appropriation, with the result that new estimates showing changes in the distribution of program needs across areas had no effect on the allocations. Choosing the Right Formula provides an account of the presentations and discussions at the workshop. The first three chapters cover the overview, case studies, and methodological sessions, respectively. Chapter 4 summarizes the issues discussed in the roundtable and concluding sessions, with emphasis on the identification of questions that might be addressed in a panel study.
