Book excerpt: At the end of each round, the FAO Statistics Division reviews and assesses national census practices, methodologies and results, and summarizes the findings in methodological publications, under the Statistical Development Series (SDS). The SDS 17, i.e. this first publication, is a compendium of reviews of country agricultural censuses conducted during the WCA 2010 round (which covers the period 2006–2015) and their main results. This publication includes detailed metadata on agricultural censuses conducted by different countries. Apart from providing information on historical background, legal, institutional frameworks and international collaboration, the publication also provides an overview of the census staff, reference and enumeration periods, scope and coverage, methodological modalities, frame, data collection methods, questionnaires used, new technology used, data processing and archiving, and census data quality and dissemination. The metadata reviews are complemented by tables with main results on key structural characteristics, such as number of holdings, total area of holdings, area irrigated, machinery, gender, and sex of holders, number of household members, farm labor, livestock, and crop areas. This review of the WCA 2010 round is intended to serve as useful reference material for census planners and data users, providing valuable lessons for future censuses, which will ultimately lead to improved assessments of countries’ agricultural sectors.

The policy, institutional and legal frameworks are well developed although implementation and enforcement remains weak due to ambiguities in the law and a general lack of supportive incentives. This Legal Assessment report for Tanzania examines four key challenges to the attainment of sustainable land-use investments. These comprise: Enforcement of environmental and social safeguards Tanzania has made progress in implementing the Environmental Management Act by ensuring greater compliance with the Environmental Impact Assessment regulations although exceptions exist in the construction sector, and mining legislation that often enables the government to circumvent important land tenure safeguards. Incentives for sustainable investments in the legal framework A lack of incentives exists despite the creation of the Tanzania Investment Centre, the adoption of an Investment Guide in 2013, and the incorporation of sustainability considerations into laws and policies governing investments in the agriculture, energy, and forestry and mining sectors. Land tenure security Tanzanias land law framework now includes formal recognition of customary title and the reservation of land under the category of village land exclusively for Tanzanians although improvements are still needed in terms of processes of consultation and compensation. Public awareness and lack of access to information Awareness of natural resources and investment policies, legislation and regulations is generally low amongst rural communities as well as Ward executive officers, village leaders and village land committee members. Stable market institutions, in particular, secure private property rights and democratically accountable governments that uphold the rule of law, are widely seen to be a pre-requisite for economic transformation in low income countries, yet over the last thirty years, economic growth and structural transformation has surged forward in a range of countries where market and state institutions have differed these ideals, as well as from each other. Turbulence and Order in Economic Development studies the role of the state in two such countries, examining the interplay between market liberalization, institutions, and the distribution of power in Tanzania and Vietnam. Tanzania and Vietnam were two of the poorest countries in the world in the early 1980s but over the last thirty years, both have experienced significant changes in the pace and character of economic development. While both countries experienced faster rates of GDP growth, their paths of economic transformation were very different as Vietnam experienced rapid poverty reduction associated with the expansion of manufacturing while Tanzania's path of industrialization was characterized by the rise of mining and a much slower pace of poverty reduction. Employing a political settlements approach, this book considers the comparative role of the state in driving economic transformation. In both countries, the experiences of socialism continued to shape the role of the state in the economy even after extensive market liberalization, however, the distribution of political and economic power was very different. This had important consequences for the overlapping role of the state in generating political order and in driving economic transformation. Turbulence and Order in Economic Development studies the formal and informal ways that the state influenced economic transformation through its role in public financial management, land and industrial policy.

This commitment is reflected in the national Constitution, national strategies, plans and policies such as the Tanzania Development Vision 2025, National Five-Year Development Plan 2016/17–2021/22, National Strategy for Growth and Reduction of Poverty (NSGRP I and II), Women and Gender Development Policy of 2000 and the National Agriculture Policy of 2013. The agriculture sector employs nearly 66 percent of the workforce in the United Republic of Tanzania, thereby contributing to bringing the country closer to becoming a middle-income country. However, the sector, like all other sectors, is negatively impacted by the gender inequalities. To address the gender gaps in all sectors, including agriculture, the United Republic of Tanzania established the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) as the national institution to mainstream gender.
