Book excerpt: The Tihonet Pond No. 2 Dam consists of an earth embankment with a vertical stone masonry wall over a portion of the downstream face. The embankment has a minimum top width of approximately 30 feet, a maximum height of 15 feet, and upstream and downstream slopes that vary from vertical at a downstream cut-stone masonry wall to approximately 2 H to 1 V. The overall length of the dam is approximately 660 ft. Included in this length are two spillway structures located at the left and right ends of the dam. These structures consist of stoplogs in concrete slots emptying into conduits that pass through the dam. Based on visual inspection and a review of all available pertinent data, the dam is considered to be in poor condition. Features that could effect the structural integrity of the dam include wet areas at the downstream toe of the dam, erosion and slumping of dam slopes, extensive tree growth on the dam slopes, movement of the downstream vertical masonry wall. The test flood would overtop this dam by about 0.5 ft., it would also overtop a second dam located on this pond, Tihonet Pond No. 1 Dam, by about 2.5 ft. The crest of this second dam is approximately elevation 40 NGVD. The spillway for this dam would carry about 10% of the Test Flood.

The facility is used as a bridge across the Agawam River and to impound water for recreational purposes. The dam is about 285 ft. long and 16.5 ft. high. The dam has two spillways. The primary spillway is a concrete sluiceway located near the left abutment. A two bay stoplog structure located at the downstream end of the sluiceway controls flows through the facility. The secondary spillway is a 5 ft. dia. metal pipe culvert located on the right side of the dam. A stoplog structure having a weir length of 5.4 ft. is located on the upstream end of this spillway. An 18 in. dia. outlet passes through the dam near mid-point. Outflow is controlled at a 6 ft. by 8 ft. by 6 ft. upstream concrete intake structure. The dam and appurtenant works are judged to be in fair condition. There is no low level outlet for draining the pond. Seepage was noted at four locations. There was erosion of both the upstream and downstream embankments in the vicinity of the 18 in. dia. outlet pipe. Tree and brush growth is abundant. The test flood inflow is 3,420 cfs; the routed test flood outflow of 3,150 cfs would overtop the low point in the left abutment by about 2.0 ft. The spillways can pass about 7 percent of the routed test flood outflow without overtopping the low point in the left abutment.

The embankment has a minimum top width of 15 ft. and a maximum height of 25 ft. The overall length of the dam is 870 ft., including the natural spillway at the right end of the dam which is about 15 ft. wide at normal pool elevation. The outlet works consist of an inoperable sluice gate located about 250 ft. from the left end of the dam. The dam impounds Lee Pond, which is used for recreational purposes. Maximum storage capacity at the top of dam is 220 acre-feet. Based on visual inspection and a review of all available pertinent data, the dam is considered to be in poor condition. Features that could effect the structural integrity of the dam are seepage at the downstream toe of the dam, erosion and slumping of dam slopes, extensive tree growth on the dam slopes and animal burrows on the crest and downstream face. The calculated test flood inflow of about 660 cfs results in a routed outflow of about 650 cfs. The spillway passes 100% of the test flood outflow with a freeboard of about 3 ft.

The spillway is located at the east abutment of the dam and consists of a notched ungated concrete weir with an overall length of 16 feet. The low point on the top of the dam is lower than the unnotched portion of the spillway. Based on the visual inspection of the site and a review of the limited data available on the dam, the dam is considered to be in poor condition and is in need of extensive repair work. The following deficiencies were observed at the site: moderate seepage below the toe of the dam; severe erosion of the upstream slope exposing the core wall; erosion of the top and downstream slope of the dam, localized buldging along the downstream slope; lack of a low level outlet; separation of the training walls from the spillway; seepage around and beneath the spillway; brush, timber, and debris in the discharge channel; and trees and vegetation growing on the slopes of the dam. The peak test flood outflow of 107 cfs will overtop the dam by a maximum of 1.3 feet. The spillway can discharge only 1.1 percent of the test flood before the dam is overtopped.
