Book excerpt: This flood control project consists of a dam and dike which are earth embankments at 3H:1V with good grass cover and a top width of 12 feet. The dam is approximately 3060 feet long and 31 feet high. The dike is approximately 475 feet long and 28 feet high. The principal spillway consists of a reinforced concrete riser, a 30 inch RCP through the dam and a reinforces concrete impact basin. The emergency spillway is a 130 foot wide grassed earth channel at the eastern end of the dam. The reservoir is normally empty except for a small sediment pool. Based on the visual inspection, review of design information, and past operational performance, the dam and dike are judged to be in GOOD condition. There is some erosion due to vehicle trespass and animal burrows were noted in the embankments. The maximum outflow capacity of the spillways with the water level at the top of the dam is 3580 cfs, which is 185 percent of the test flood outflow.

Each structure is an earth embankment at 3H:1V with a good grass cover and a top width of 12 feet. The principal spillways consist of a reinforced concrete riser and 30 inch RCP through the Main Dam and Diversion Dike. The emergency spillways are grassed channels, 40 feet wide in the eastern 1/3 of the Main Dam and 90 feet wide at the eastern end of the Diversion Dike. The reservoir is normally empty except for small sediment pools at the principal spillway inlets. Based on the visual inspection, review of design information and past operational performance, these structures are judged to be in good condition. There is some erosion due to vehicle treepass, some sloughing of the embankments, and animal burrows. These structures are classified as intermediate in size and high hazard potential structures in accordance with the Recommended Guidelines for Safety Inspection of Dams, by the Corps of Engineers. The impoundment storage at the top of the structures is 1205 ac.-ft. The maximum outflow capacity of the spillways with the water level at the top of the dam is 5400 cfs, which is 203 percent of the test flood outflow.

Book excerpt: The Farmington Reservoir Dam is an earth embankment impounding an unnamed tributary to the Pequabuck River and is reported to have been built in 1895. The dam (including spillway) is 760 feet long and eight (8) feet wide at the top. The dam has a maximum impoundment capacity of 64 acre-feet and is about 8 feet in height from the toe of the downstream slope to the top of the dam. The spillway is a 32 foot long, and 2.8 foot high, concrete, ogee shaped weir. There is no information available on outlet pipes. Based upon the visual inspection at the site and past performance, the dam is judged to be in poor condition. There are areas requiring attention, monitoring, and maintenance such as seeps along the toe of the embankment, erosion on the upstream and downstream slopes, location and operation of outlet and inlet structures and valves, and removal of trees. Peak inflow to the impoundment at the test flood is 315 cfs; peak outflow is 250 cfs with the maximum stage in the reservoir at 383.7, or 1.0 foot below the top of the dam. Based on this information the dam is not expected to overtop at the test flood condition. The spillway capacity with the pool at top of dam is estimated to be 525 cfs which is greater than 100% of the routed test flood outflow.

Some recommended measures to be undertaken by the owner include establishment of metering points for seepage measurements and periodic inspections of the dam.

Book excerpt: Bugbee Reservoir Dam consists of an earth embankment, approximately 410 ft. long with a top width of 14 ft. and a maximum height of 20 ft. The low level outlet for the project is the principal spillway which consists of a two-stage reinforced concrete intake riser, a 48-inch reinforced concrete pipe and a 21 ft. long concrete impact basin. In addition to the low level outlet, there is a 200 ft. wide, grassed trapezoidal channel at the dam's south end serving as the emergency spillway. Based on the visual inspection and review of available plans and reports, Bugbee Reservoir Dam is judged to be in good condition; however, during the inspection, there was a light snow cover of two to three inches which may have obscured problems such as erosion or settlement. In addition, since the reservoir area was dry, the inspection could not reveal seepage conditions. With the water level at the top of the dam the maximum spillway capacity is 6000 cfs, which is 175% of the routed test flood outflow. The storage capacity of the reservoir at the top of the dam is 1300 ac. ft.

Book excerpt: The three dams are roughly 5050 feet long and consist of sections of earthen embankments separated from each other by areas of natural ground. These sections are the 550 foot long South Dam, the 750 foot long Southeast Dam with its appurtenant 250 foot long South Dike, and the 3500 foot long East Dam. The height of the dams varies considerably due to the undulating natural topography, and reaches a maximum of approximately 42 feet. Reportedly, there is a concrete corewall along the entire length of each dam. The spillway discharges into three 72 inch diameter conduits which empty into the stream channel at a concrete headwall approximately 150 feet downstream from the toe of the dam. Other outlets include a 24 inch tile pipe and a 30 inch reinforced concrete pipe, both located at the south end of the East Dam and both leading to Reservoir No. 5, two 66 inch diameter supply lines from the gatehouse to the filtration plant at the north end of the East Dam, and a 20 inch blowoff pipe also located near the north end of the East Dam. Based upon the visual inspection at the site and past performance, the dams are judged to be in good condition. No evidence of instability was observed in the dams or any of their appurtenant structures. There are some remedial measures which require attention. Based upon our hydraulics computations, the spillway capacity is 2560 cfs which is equivalent to 112 percent of the routed test flood outflow.

It is 6500 feet long and 113 feet high. The Phelps Brook Dam is an earth dam with a concrete core wall. It is 1,250 feet and 67 feet respectively. Both of these dams are located at opposite ends of the Nepaug Reservoir. The Phelps Brook Dam has no overflow. The project will pass the Probable Maximum Flood (recommended Spillway Design Flood) without overtopping the dam. The general condition of both dams and appurtenant structures is good. Some recommended measures to be undertaken by the owner include monitoring movements of parapet walls at the upper gate house of the Phelps Brook Dam, monitoring seepage at both dams and vibrations at the Nepaug Dam during periods of heavy flow.

Book excerpt: Park Pond Dam, located at the eastern end of the pond, consists of an earth embankment with a maximum height of 20 feet and a top width which varies from 8 feet to 15 feet. The dam is 420 feet long and has a 19.9 foot concrete spillway at the left end. A diversion channel from an adjacent watershed connects to the spillway approach channel. The impoundment has a maximum storage capacity of 1,100 Acre-Feet. The dike, located at the northwestern end of the pond, consists of an earth embankment with a paved roadway along the crest. The dike has a maximum height of 7 feet, a top width of 21 feet, and a length of about 80 feet. Based on the visual inspection, the dam is judged to be in poor condition and the dike in fair condition. Features which could affect the future integrity of the dam are trees and brush on the embankment; seepage through the embankment; erosion of the downstream slope; deterioration of the spillway approach channel wall and the spillway weir; the accumulation of debris in the spillway and approach and discharge channels; the location of the low level control valve downstream of the dam and lack of erosion protection on the dike. The spillway capacity with water level at the top of the dam and the dike is 310 cfs or 58 percent of the Test Flood routed outflow. The Test Flood would overtop the dam and dike by 0.3 feet.

The total length of the project is 760 feet. Both earthfill structures have a concrete corewall which is founded on bedrock. The spillway, located 60 feet from the left side of the dam is a 30 foot long rubble masonry weir with a 12 to 16 inch thick concrete cover and concrete training walls. The outlet facilities are a 30 inch diameter low-level outlet and a gatehouse located on the downstream toe of the dam. The gate valve is operable. The dam is judged to be in fair condition and the dike to be in poor condition. No evidence of instability of the dam embankment or appurtenant structures was observed. There are areas requiring attention, maintenance and monitoring, such as seepage problems which may occur or may be occuring with the new water surface now to the top of the recently installed stop-planks, which is very close to or higher than the corewall. No evidence of instability of the dike embankment was observed. However, brush and trees on the crest and downstream slope could cause seepage through the embankment. The spillway capacity with the stop-planks removed is 1120 cfs or 23% of the routed test flood outflow.

Book excerpt: The dam consists of an embankment at the south end of the pond and two dikes at the northeast end of the pond. The approximately 19.5 foot high dam on Hart Brook is an earth embankment approximately 325 feet in length including, at the left end of the dam, a 37 foot long rounded, broad-crested concrete spillway founded on rock. The two dikes along the northeast edge of the reservoir are referred to in this report as the North Dike and the South Dike. The dikes are about 8 feet and 15 feet high respectively, on the downstream side. The shape of the dikes is very irregular; the crest elevation is not constant, and is, on the average, four feet lower than the crest of the dam. Based upon the visual inspections, the dam appears to be in good condition while the dikes appear to be in poor condition. No evidence of instability was observed in the dam or dikes, however, the height of the dikes is inadequate; the dikes have an irregular configuration and excessively steep slopes; there is extensive tree and brush growth on the dikes and seepage through the dikes and dam. The spillway capacity to the point of overflow of the dikes is 120 cfs which is equivalent to 10% of the routed test flood outflow.

Book excerpt: The crest is generally grassy and the downstream slope is heavily overgrown with trees and shrubs. The upstream face is riprapped above water level and to a depth of about 3.0 feet below the normal water surface. The spillway is located in the center of the embankment and is roughly semicircular and contained between vertical masonry walls. The spillway is constructed of cut stone masonry and flows discharge onto a slab paved with stone blocks leading to a natural stream bed. This dam is considered to be in POOR condition. The visible signs of distress which indicate a potential hazard at this site are: large, wet, spongy areas generally along the entire right toe and lower slope of the dam embankment indicative of seepage; an extremely steep downstream slope; a dense large growth of trees and shrubs on the downstream slope; the small storage capacity of the reservoir relative to its drainage area; the close proximity of the populated area immediately downstream; seepage through the spillway masonry joints and a general lack of proper, regular maintenance. The maximum spillway discharge of 5710 cfs represents 48.5 percent of the test flood outflow.

Book excerpt: Wigwam Reservoir Dam is a 390 foot cement rubble masonry dam and has a maximum height of 67 feet. The twp width of the dam is 13 feet. Wigwam Reservoir South Dam is another dam on the same reservoir as Wigwam. It is a 476 ft. long earth embankment dam and has a maximum height of 32 feet. The top width of the dam is 15 ft. The visual inspection indicated that the dam is in fair condition. Based on its intermediate size and low hazard classification the test flood is to 1/2 PMF. The test flood would overtop Wigwam by 0.15 feet with 2.4 feet of feet remaining on Wigwam South Dam.
