Book excerpt: The South Barre Mill Pond dam is a small dam consisting of two adjacent concrete ogee spillways, a short earth embankment on the right side and an outlet works to a penstock at the left abutment. The present dam, constructed about 1904, was extensively damaged in the floods of 1936 and 1938 and has been reconstructed on several occasions, the latest work in 1944. The dam is in fair to good condition. There are no obvious signs of failure or conditions which would warrant urgent remedial treatment. Hydraulic analyses indicate that the spillway will not pass one-half the probable maximum flood and the spillway is considered inadequate, Recommendations for remedial work include repair of concrete at the left training wall and right spillway weir and restoration of gates to good operating condition. Additional investigation of the right spillway weir is recommended, since no data are available concerning this portion of the structure.

Book excerpt: Powder Mill Pond Dam is located on the Ware River approximately one mile upstream of South Barre, Massachusetts. The dam, reconstructed in 1908 to generate electric power for the Barre Wool Combing Company, consists of an upgated concrete spillway approximately 125 ft. long and 20 ft. high, a short emergency spillway and an outlet canal with two inoperative timber gates. The dam was extensively modified during the 1930's. Based on a visual examination of the structure, the facility is in fair to poor condition. Nevertheless, there was no evidence of structural failure or other conditions which would warrant urgent remedial treatment. Based on size and hazard classifications in accordance with Corps of Engineers guidelines, the test flood for this dam is the Probable Maximum Flood (PMF). The PMF outflow of 48,160 cfs would overtop the dam by 5.15 ft. With the water level at top of dam, the main and emergency spillways can pass 17,940 cfs which is 37 percent of the test flood.

Book excerpt: White's Mill Pond dam which was built before 1923 is a 340-foot long earthfill dam with upstream and downstream dry stone masonry walls. The dam has a maximum height of 13 feet and consists of a spillway, low level outlet, an intake toi a plant, and an earth dike. The following deficiencies were observed at the site: severe seepage at several locations along the toe of the dam; downstream stone masonry walls are out of plumb; lack of access to the low level outlet operator; erosion at the low point of the dam crest; bulging of the downstream masonry wall in several locations; stone missing from the upstream face of the spillway, mortar missing from the stone masonry spillway of the dam; heavy growth of brush and trees on the dam crest and on the dike; and an accumulation of debris in the discharge channel. Hydraulic analyses indicate that the spillway (without stoplogs) can discharge 520 cfs, or 76 percent of the test flood outflow before the dam is overtopped. (With the stoplogs, the spillway can discharge 170 cfs or 22 percent of the test flood outflow before the dam is overtopped).

Book excerpt: The impoundment structures on Barre Reservoir consist of a 225-foot long earthfill dam and a 410-foot long earthfill dike. The spillway consists of a flat-crested, concrete weir 68.3 feet long and the low-level outlet is a 12-inch diameter iron pipe located at the dike, approximately 70 feet to the right of the left abutment. Generally, the dam and dike are in poor condition. The following deficiencies were observed at the site: severe seepage from the downstream toe of the dike at the left abutment; seepage along almost the entire length of both the dam and dike, at the downstream toe; heavy growth of vegetation on the crest and slopes of both the dam and dike; seepage through the vertical downstream stone spillway wall and beneath both left and right sidewalls of the spillway channel; minor bulging of the vertical stone spillway wall; spalling of the concrete approach apron, spillway crest, and splash apron, slight to heavy spalling of concrete along the upstream face of the spillway sidewalls; and an accumulation of debris in the spillway discharge channel. The test flood would overtop the dam by 0.1 feet but would not overtop the dike. Hydraulic analyses indicate that the spillway can discharge 1,370 cfs, or 93 percent of the test flood outflow before the dam is overtopped.

Book excerpt: Whiting Street Pond Dam is an earth-buttresed stone masonry dam, 1900 feet long with a maximum height of about 19 feet. A two level stone masonry and concrete spillway is located about 70 feet from the dam's south abutment. A gatehouse and gate chamber are located at approximately the center of the dam and contain the operating mechanisms for controlling the outflows into the City's Water Supply and to the low level outlet. Discharges from the low level outlet and the spillway converge and flow into an unnamed creek before emptying into the Connecticut River. Phase I inspection and evaluation of Whiting Street Pond Dam does not indicate conditions which would constitute an immediate hazard to human life or property. Based on engineering judgement and the performance of the dam and the outlet works, the project is considered to be in fair condition. The project, however, does have a number of deficiencies which, if not remedied, have the potential for developing into hazardous conditions. The test flood, in accordance with Corps of Engineers guidelines, is the Probable Maximum Flood (PMF). The PMF yields an outflow of 8253 cfs which is greater than the maximum discharge capacity of the spillway of 215 cfs and would result in overtopping of the dam by about 1.4 feet.

The embankment has a maximum fill height of approximately 31 feet and a crest length of 170 feet. The principal spillway consists of a concrete intake riser structure, an impact basin, and a 30 inch diameter reinforced concrete connector pipe. The visual inspection indicated the dam to be in generally good condition. The test flood (1/2 PMF) will produce an inflow of 1620 cfs. The resulting outflow through the spillway is 1120 cfs at elevation 1189, a surcharge of 5.5 feet. The spillway has a capacity of 1920 cfs at elevation 1191, top of the dam. The dam is in generally good condition. It is felt, however, that certain items need attention. These include extension of riprap protection along the dike forming the left training wall of the emergency spillway and refastening of two trash angles on the intake riser.

The facility is used as a bridge across the Agawam River and to impound water for recreational purposes. The dam is about 285 ft. long and 16.5 ft. high. The dam has two spillways. The primary spillway is a concrete sluiceway located near the left abutment. A two bay stoplog structure located at the downstream end of the sluiceway controls flows through the facility. The secondary spillway is a 5 ft. dia. metal pipe culvert located on the right side of the dam. A stoplog structure having a weir length of 5.4 ft. is located on the upstream end of this spillway. An 18 in. dia. outlet passes through the dam near mid-point. Outflow is controlled at a 6 ft. by 8 ft. by 6 ft. upstream concrete intake structure. The dam and appurtenant works are judged to be in fair condition. There is no low level outlet for draining the pond. Seepage was noted at four locations. There was erosion of both the upstream and downstream embankments in the vicinity of the 18 in. dia. outlet pipe. Tree and brush growth is abundant. The test flood inflow is 3,420 cfs; the routed test flood outflow of 3,150 cfs would overtop the low point in the left abutment by about 2.0 ft. The spillways can pass about 7 percent of the routed test flood outflow without overtopping the low point in the left abutment.

The spillway is 92 feet long, 9 feet wide and consists of a masonry broad crested weir. The water level is at the spillway crest and can be lowered by opening the low-level discharge gate which was recently made operable by the Middletown Water Department. In general, the overall condition of the dam is FAIR. The structural stability of the dam is good as evidenced by its vertical, horizontal and lateral alignment. The stone masonry is in good condition although moss and weeds are growing from the joints. The spillway weir and east abutment are in good condition. The west abutment is badly spalled at its base. The discharge gate inlet structure is badly spalled and the bar rack is cluttered with debris. There is some seepage at the east end of the dam where the stone masonry meets the abutment/ledge interface. Vegetation is growing around this area as well. The ledge continues along the downstream channel bank and there is minor seepage. A drainage pipe outlets above the west abutment. There is presently a scour hole at this location. This scour hole has caused the last section of the drainage pipe to collapse into the hole and is undermining the west spillway abutment. At the spillway elevation, the water surface area and storage capacity is 5 acres and 31 acre-feet respectively. The spillway capacity when the water level in the pond is at the top of the dam is 250 cfs. The test flood will overtop the dam by 1.8 feet.

Book excerpt: Mill Pond Dam is an earth-covered, irregular natural rock formation 600 ft. long, with a top width varying from 10 to 20 ft. and a maximum height of 19 ft. The outlet for the dam is a natural rock weir spillway approximately 35 ft. wide, which is overpassed by a footbridge. The crest of the spillway is about 3 ft. below the lowest point on the dam crest. Based on visual inspection, the Mill Pond Dam is judged to be in good condition; however, during the inspection, there was a light snow cover of approximately 2 inches which may have obscured problems, such as erosion or seepage. A test flood of a 100 year frequency was selected in accordance with the Corps of Engineers' Guidelines. The calculated test flood inflow of 1,000 cfs results in a routed outflow of 990 cfs. With the water level at the top of the dam the spillway capacity is 575 cfs which is 58% of the outflow flood. The storage capacity of the Mill Pond is 52 ac.-ft. at the top of the dam.

The dam is in fair condition, based on a visual examination of the structure. Several deficiencies, mainly due to deterioration, were noted. Recommendations for remedial work include earthwork to restore embankment grades, structural repair of the control gate to the outlet conduit and reconstruction of certain retaining walls. Work should be designed and constructed as soon as practical under the supervision of a registered professional engineer.

Book excerpt: Paper Mill Pond consists of a 17 foot long concrete spillway and a 15 foot long concrete dam, all completely surrounded by buildings of Amerbelle Corporation. At top of a dam elevation, the dam impounds 90 acre-feet. Outlet works consist of a drawdown conduit of unknown size and twin 8-inch line for process water. Under normal conditions, the entire flow of the Hockanum River discharges over the spillway. This dam has a maximum height of 16.7 feet with the top of dam 5.5 feet above the spillway crest. The dam is in fair condition with some seepage from the face of dam and some deteriorated concrete. In addition to the operable outlet works, there is the 48-inch metal penstock that was originally used to supply water to the generator turbine. This outlet is plugged and the pipe partially filled and collapsed.
