Book excerpt: The Merriman Pond Dam consists of an earth embankment with a maximum height of 16 feet, a top width that varies from 30 to 80 feet, and an overall length of 500 feet, including a 12.5 foot long overflow spillway located approximately 150 feet from the right end of the dam. A paved road extends the entire length of the dam with a steel beam and concrete bridge crossing the spillway discharge channel. The outlet works consist of an 8-inch low level outlet or blowoff located to the left of the spillway and controlled by a downstream valve. The dam impounds Merriman Pond which is used as the water supply for turf irrigation of an adjacent golf course. Based on the visual inspection, the dam is judged to be in poor condition. Features that could affect the future integrity of the dam are continued erosion of the upstream and downstream slopes, seepage through the embankment, the presence of trees, stumps and brush on the downstream slope and deterioration of the spillway wing walls. The Test Flood inflow of 680 cfs results in a routed outflow of 345 cfs that overtops the dam by 0.1 feet. The spillway capacity with the water level at the top of the dam is 330 cfs and is equal to 96 percent of the Test Flood routed outflow.

Teh dam has a total length of 400 feet and a miximum height of 23 feet. The outlet works located to the left of the spillway consistk of an intake sluice gate which discharges into a stone masonry and concrete structure. A 16-inch gate valve drains the structure and discharges downstream of the spillway, A conduit to a downstream industrial complex is plugged with concrete. Based on the visual inspection, the dam is judged to be in poor condition. The future integrity of the dam can be affected by the lack of slope protection on the upstream slope, and continued erosion of the upstream and downstream slopes; trees on the embankment; continued undermining of the spillway apron; vegetation growing in open joints of the stone masonry training walls; the poor condition of the outlet works; and indagequate spillway capacity. The spillway has a capacity of 3,200 cfs and is capable of discharging 34 percent of the Test Flood outflow.

Book excerpt: Lake Winnemaug Dam is an earth embankment approximately 500 feet long with a maximum height of about 15 feet. The upstream slope of the embankment is approximately 1H:1V and the downstream slope is about 1.5H:1V. The top of the dam is about 20 feet wide and it is a paved road. The overflow drop spillway is located about 100 feet from the right abutment and consists of an 18.5-foot long concrete weir, a cascading step section and a 4-foot high by 10-foot wide culvert through the embankment. The original purpose of the dam is unknown; however, the lake is currently used for recreation purposes. The peak test flood inflow for Lake Winnemaug Dam is 3,460 cfs. The routed test flood outflow of 2,010 cfs overtops the dam by about 0.8 feet. The spillway is capable of discharging 770 cfs or about 38 percent of the routed test flood outflow prior to overtopping of the dam. A breach of the dam would result in a 7.8-foot increase in the stream depth (3.8 feet above the channel banks) at the initial downstream damage area. The dam appears to be in poor condition. Numerous structural deficiencies, such as slope failures, seepage, and toe erosion were observed during the visual inspection. The embankment is overgrown with brush and trees and contains a number of rodent holes. The reservoir cannot be drained in an emergency because the outlet pipe control valve is inoperable.

The test flood inflow of 1,200 cfs results in a test flood routed outflow of 1,000 cfs that would overtop the dam and dike by 1.6 feet.

The dam impounds Thurston Pond, which is used for industrial water supply. Based on the visual inspection, the dam is judged to be in poor condition. Features that could affect the future integrity of the dam are continued erosion of the earth embankment, the presence of trees on the dam, the deterioration of the stone masonry overflow spillway, and inadequate spillway capacity to pass the Test Flood Outflow. The spillway capacity is 2,500 cfs or 37 percent of the Test Flood Outflow.

Book excerpt: Park Pond Dam, located at the eastern end of the pond, consists of an earth embankment with a maximum height of 20 feet and a top width which varies from 8 feet to 15 feet. The dam is 420 feet long and has a 19.9 foot concrete spillway at the left end. A diversion channel from an adjacent watershed connects to the spillway approach channel. The impoundment has a maximum storage capacity of 1,100 Acre-Feet. The dike, located at the northwestern end of the pond, consists of an earth embankment with a paved roadway along the crest. The dike has a maximum height of 7 feet, a top width of 21 feet, and a length of about 80 feet. Based on the visual inspection, the dam is judged to be in poor condition and the dike in fair condition. Features which could affect the future integrity of the dam are trees and brush on the embankment; seepage through the embankment; erosion of the downstream slope; deterioration of the spillway approach channel wall and the spillway weir; the accumulation of debris in the spillway and approach and discharge channels; the location of the low level control valve downstream of the dam and lack of erosion protection on the dike. The spillway capacity with water level at the top of the dam and the dike is 310 cfs or 58 percent of the Test Flood routed outflow. The Test Flood would overtop the dam and dike by 0.3 feet.

The dam impounds Whist Pond, a storage reservoir for public water supply of the Torrington Water Company. Based on the visual inspection and a review of all available pertinent data, the dam is judged to be in fair condition. The future integrity of the dam can be affected by continued slumping of the rip-rap, roots through the embankment, continued deterioration of the spillway weir and training walls, the lack of a defined spillway discharge channel, and the downstream location of the low level diversion outlet valve. The calculated Test Flood inflow of 175 cfs results in a routed outflow of 65 cfs and 0.4 feet of freeboard. The spillway has a capacity of 100 cfs and is capable of discharging 154 percent of the Test Flood routed outflow.

Book excerpt: The Nystrom Pond Dam consists of a concrete, stone masonry and earth structure with a total length of 104 feet and a maximum height of 15 feet. The dam was originally constructed as a stone masonry wall with an upstream earth embankment. The concrete portion of the dam was constructed on and against the downstream face of the stone masonry wall in 1963. In 1969, the dam was raised approximately 2 feet and timber flashboards were replaced by a concrete wier. A downstream earth embankment is present against the left end of the dam. The outlet works located at the left end of the spillway consist of a 12-inch cast iron pipe through the dam controlled by an upstream gate. A 3 foot high earth and stone masonry dike is located approximately 500 feet south of the main dam on the west side of the pond. The main dam appears to be in fair condition and requires some work. The dike is in poor condition with very little freeboard or top width in some areas. The top of the dike is 2.5 feet lower than the crest of the dam. The spillway has a capacity of 60 cfs before overtopping the dike and 390 cfs at the crest of the dam.

Book excerpt: The West Branch Dam consists of, from right to left, a 100 foot long earth embankment with an intake structure to a downstream canal, a 107 foot long concrete ogee section, and a 160 foot long earth embankment with a concrete core wall. The intake structure to the downstream canal contains two 42-inch sluice gates which discharge to the canal. The canal is separated from the river channel by an earth embankment which contains a 34 foot long auxilliary spillway. This spillway discharges into the river downstream of the dam. In the past, water from the canal would flow through a 36-inch reinforced concrete pipe (RCP) to a downstream manufacturing plant. The low level outlet, or blow-off, consists of a 48-inch RCP located to the left of the main spillway section and is controlled by a manually operated sluice gate. The dam has an overall length of 370 feet and a maximum height of 22 feet. The dam appears to be in fair condition and requires some work. The West Branch Dam has a tributary watershed of 33.3 square miles. The pond has a water surface area of 5.5 acres and a storage capacity with water level at the crest of the dam of 72 Acre-Feet. The main spillway has a capacity of about 8,200 cfs before overtopping the right portion of the dam.

It has a total length of 249 feet and a maximum height of 8.7 feet. The exact age of the dam is not known but it is believed to be at least 100 years old. There is a no longer functioning outlet box located on the right side of the dam that presumably controlled a 6-inch cast iron outlet pipe on the downstream side of the dam. There is a bar screen and 4 foot wide overflow spillway located in the center of the dam. This spillway drops down to a 15-inch pipe which outlets at the downstream side of the dam. The downstream side has a stone masonry wall along approximately 90 feet of the dam's length, with varying heights. The dam is owned and operated by the Risdon Manufacturing Company, 2100 South Main Street, Waterbury, Connecticut. Although it once augmented the plant's water supply, it no longer is used for that purpose. Any present uses are strictly recreational. The dam appears in good shape but requires some work. Specifically, this would include developing a functioning outlet works, spillway maintenance and removal of trees on or close to the dam.

Book excerpt: Rogers Pond Dam is a 231 foot long earth and vertical stone masonry dam with a maximum height of 9 feet. There is a 50 foot long concrete spillway near the center of the dam. The width of the dam varies from a minimum of 6 feet at the right spillway edge to 21 feet at the left abutment. The purpose of this dam is primarily recreational. The visual inspection of Rogers Pond Dam indicated that the dam is in fair condition. The inspection revealed that portions of the upstream masonry wall have been displaced at several locations. Numerous trees are growing on the left upstream embankment. Seepage was noted along the stone wall on both sides of the spillway and the ground was wet and soggy 25 feet downstream of the left side of the dam, and a large depression was observed just downstream of the wall along the right side of the dam. The storage at top of dam is 60 acre-feet. The spillway will discharge 500 cfs or 42% of the test flood with the pool level at the top of the dam. The peak test flood inflow is 1195 cfs, with a peak test flood outflow of 1140 cfs, which will overtop the dam by 0.6 feet.

Book excerpt: The East Brass Mill Dam, also known as Scovill dam, consists of an earth embankment with a maximum height of 25 feet, a top width of approximately 15 feet, an upstream slope of 2 horizontal to 1 vertical and a downstream slope of 1.7 horizontal to 1 vertical. The dam is 420 feet long, including a 101 foot concrete ogee spillway section located near the left end of the dam. The freeboard from the spillway crest to the top of the left embankment is 5.4 feet. Flashboards, 1.6 feet in height are normally in place, reducing the freeboard to 3.8 feet. The outlet works located to the right of the spillway consist of a control tower or gate house with a high and low. Level inlet which discharges through two 24-inch outlet sluice gates to a 2-Ft.-3- in high by 4-Ft. wide sluiceway that outlet to the downstream face of the spillway. The spillway has a capacity of 4,000 cfs without flashboards and 1,900 cfs with flashboards before overtopping the low point of the dam crest. With the flashboards in place the spillway can pass 11 percent of the Test Flood. Without flashboards the spillway can pass 24 percent of the Test Flood. Without the flashboards in place, the Test Flood would overtop the low point of the dam crest by 3.6 feet.

The Test Flood inflow is 615 cfs and the Test Flood routed outflow is 510 cfs, overtopping the dam by 0.1 feet. The auxiliary spillway capacity with the water level at the top of the dam is 400 cfs and is equal to 78 percent of the Test Flood routed outflow. The capacity of the morning glory type spillway was neglected because of the potential for clogging.

Book excerpt: The dam is an earth embankment approximately 15 feet wide at the crest, 443 feet long and 35 above the streambed of West Branch, Naugatuck River. The spillway is a 193 foot long compound concrete weir. Three outlet pipes (30 inch diameter, 6 inch diameter and 16 inch diameter) run from the bottom of the outlet structure through the downstream training wall. The operating mechanisms for these outlets are in the gatehouse approximately on the centerline of the dam. Based upon the visual inspection and past performance of the dam, the dam is judged to be in fair condition. No evidence of instability was observed in any component of the dam. There is extensive spalling of the downstream face of the spillway; spalling of the top face of the upstream training wall; brush, tree growth and tree stumps on the slopes and crest of the embankment; and disrepair of the gatehouse and security fencing. Based upon the size (Intermediate) and hazard classification (High) of the dam in accordance with Corps of Engineers Guidelines, the test flood will be equivalent to the Probable Maximum Flood (PMF). Peak inflow to the reservoir is 20,400 cfs; peak outflow is 19,800 cfs with the dam overtopped by 0.5 feet. Based upon our hydraulics computations, the spillway capacity is 16,000 cubic feet per second (cfs), which is equivalent to 81% of the routed test flood outflow.

Book excerpt: Parks Pond Dam is a cyclopean masonry/earth embankment that is approximately 180 feet long and 12 feet high. The earth embankment is on the downstream side and has a 2:1 slope. The upstream face is cyclopean masonry with a vertical face. The spillway is located on the southern half of the dam and consists of a 30.5 foot long weir. There is a lower gate house for the control of a discharge pipe that passes through the base of the dam. The size of the pipe is unknown. The valve for the operation of the discharge pipe is inoperable. The drainage area is 0.5 square miles and the reservoir has 100 acre-feet of available storage. The assessment of the dam is based on the visual inspection, past operational performance and hydraulic/hydrologic computations. The dam is judged to be in poor condition with several areas that require attention. These areas include seepage through the dam and around the spillway's west training wall, deteriorated concrete of the spillway and upstream face of the dam, vegetation on the embankments and along the toe of the dam and the nonoperating status of the blowoff. The dam is classified as small and has a significant hazard potential in accordance with guidelines established by the Corps of Engineers. The test flood for this dam is 1/2 the Probable Maximum Flood (PMF). The test flood inflow is 625 cfs and the routed test flood outflow is 473 cfs. The test flood outflow will overtop the dam by 0.55 feet.
