The concrete structures are the main and auxillary spillways, each of which is positioned between outcrops of ledge. The age of the dam is unknown. Based on the irregularity of the configuration of the dikes and the differences in the concrete structures, it appears that the dam was constructed over a period of years. The concrete structures are in good to fair condition. The embankments are in fair to poor condition. There are no obvious signs of failure or seepage conditions, especially at the dikes, and low freeboard present at the dikes warrant remedial treatment within a year. Based on the size and hazard classification in accordance with the Corps of Engineers Guidelines, the spillway test flood falls between a 50-year flood and a 100-year flood. Hydraulic analysis indicates that the spillway will not pass the test flood without overtopping the earth embankments. However, both the dam and pond are quite small and the potential hazard, in the event of a dam failure, is very low. Additional investigations of the seepage at the dikes, the structural stability of the dikes and spillways and the method of providing additional freeboard at the dikes are recommended.

Book excerpt: Kendall Company No. 1 Dam is a run of river facility that diverts water into a flume leading to the company's plant. Within the river channel there is a rock-filled, timber crib spillway structure 238 feet long. This overflow structure has a topwidth of 5 feet, and it has 2.9-foot high flashboards on its crest. The height of the dam, measured at the abutments of the spillway overflow section, is 24 feet. Based on visual inspection, the dam is judged to be in poor condition. The major concerns with respect to the integrity of the dam are deterioration of the wood crib abutment structure at the right end of the overflow section; trees growing in the wood crib abutment structure, on the upstream and downstream sides of the right abutment and on the dike; hazards resulting from the existing breach in the dike; lack of adequate erosion protection on the bank of the downstream channel near the left abutment; trees growing on the strip of ground between the dry stone masonry wall, on the left side of the downstream channel, and the right side of the concrete-lined flume on the left side of the valley; and lack of a low-level outlet for the dam. The spillway capacities are, respectively, about 22 percent and 38 percent of the routed test flood outflows. The depths of overtopping of the dam and dike that would occur during the test flood are 4.2 feet with the flashboards in place, and 3.5 feet with the flashboards removed.

Book excerpt: Whiting Street Pond Dam is an earth-buttresed stone masonry dam, 1900 feet long with a maximum height of about 19 feet. A two level stone masonry and concrete spillway is located about 70 feet from the dam's south abutment. A gatehouse and gate chamber are located at approximately the center of the dam and contain the operating mechanisms for controlling the outflows into the City's Water Supply and to the low level outlet. Discharges from the low level outlet and the spillway converge and flow into an unnamed creek before emptying into the Connecticut River. Phase I inspection and evaluation of Whiting Street Pond Dam does not indicate conditions which would constitute an immediate hazard to human life or property. Based on engineering judgement and the performance of the dam and the outlet works, the project is considered to be in fair condition. The project, however, does have a number of deficiencies which, if not remedied, have the potential for developing into hazardous conditions. The test flood, in accordance with Corps of Engineers guidelines, is the Probable Maximum Flood (PMF). The PMF yields an outflow of 8253 cfs which is greater than the maximum discharge capacity of the spillway of 215 cfs and would result in overtopping of the dam by about 1.4 feet.

Book excerpt: Powder Mill Pond Dam is located on the Ware River approximately one mile upstream of South Barre, Massachusetts. The dam, reconstructed in 1908 to generate electric power for the Barre Wool Combing Company, consists of an upgated concrete spillway approximately 125 ft. long and 20 ft. high, a short emergency spillway and an outlet canal with two inoperative timber gates. The dam was extensively modified during the 1930's. Based on a visual examination of the structure, the facility is in fair to poor condition. Nevertheless, there was no evidence of structural failure or other conditions which would warrant urgent remedial treatment. Based on size and hazard classifications in accordance with Corps of Engineers guidelines, the test flood for this dam is the Probable Maximum Flood (PMF). The PMF outflow of 48,160 cfs would overtop the dam by 5.15 ft. With the water level at top of dam, the main and emergency spillways can pass 17,940 cfs which is 37 percent of the test flood.

Book excerpt: The dam is generally comprised of a 401-foot long, 10 to 28 foot high main spillway, a head gate building, an overflow canal spillway and a canal leading to two 8 foot diameter penstocks used in electrical power generation. There are two inoperable gates located in the main dam. The dam is normally operated with two feet of flashboards above the spillway crest. The visual inspection did not disclose any findings that indicate an immediate unsafe condition. The 1 /2 PMF test flood used will produce an inflow/outflow of 70,830 cfs. The dam is a run-of-the-river type and the spillway crest would be overtopped by about 14 feet. The spillway has a capacity of 29,500 cfs (42 percent of 1/2 PMF outlfow) at elevation 166.6, top of non-overflow section. The non-overflow section is overtopped by about six feet. This flow would not overtop the upstream training walls which are at elevation 174.0. The overall condition of the dam is considered fair due to the lack of adequate draw down capacity. Remedial measures consist of removing vegetation from the downstream face of the dam, further observation of seepage at the right abutment, repair the wooden crest cover, and develop a formal warning system to warn downstream areas in case of an emergency.

Phase I inspection and evaluation of Ashfield Pond Dam does not indicate conditions which would constitute an immediate hazard to human life or property. Based on enginnering judgment and the performance of the earth embankment and the outlet works, the project is considered to be in fair condition. The project has a number of deficiencies which, if not remedied, have the potential for developing into hazardous conditions. Selection of 1/2 PMF as the test flood, yields an outflow of 1698 cfs (assuming the low level outlet is closed), which is greater than the maximum spillway discharge capacity of 965 cfs and would result in an overtopping of the dam by about 0.43 feet.

The east dike is heavily overgrown with brush and young trees. Hydraulic analysis indicates that the test flood stage would be at elevation 240.3 which is approximately 4.3 feet above the top of the right embankment. Approximately 95 percent of the test flood would pass over the 60 foot dam, 29 foot dam and the small dam spillways. The remaining flow would be over the right embankment between the screen house and the mill building.

Book excerpt: Congamond Lakes North Dike impounds North Pond which is one of the three ponds which make up the Congamond Lakes. All of the three ponds, North Pond, South Pond and Middle Pond are interconnected by culverts or bridges. Together the three ponds are approximately three miles long and up to one-third mile wide with a total surface area of about 465 acres. The North Dike was constructed to replace an earlier dike (which plugged an old canal) and which failed in 1955. The North Dike is approximately 80 feet long with a maximum height of 29 feet. The present condition of the dike is fair. There is no spillway nor regulating gates at North Dike. The present outlet for the lakes is at Middle Pond where Berkshire Avenue crosses Great Brook about 2 miles to the south of North Dike. During annual floods, the direction of flow in Great Brook reverses itself and flows back towards Congamond Lakes. The outlet structure at Berkshire Avenue has stoplogs which are inserted to prevent Great Brook from flooding back into the lakes. While the stoplogs are in place, Congamond Lakes has no outlet. After the flood stage of Great Brook recedes, the stoplogs are removed and Congamond Lakes are allowed to drain. The PMF inflow into Congamond Lakes, assuming that the stoplogs are in place at Berkshire Avenue would cause the lake level to rise to approximate elevation 232 MSL which is about 2 feet below the top of the dike.
