Book excerpt: The dam is an earth embankment approximately 300 feet long, the top of which is about 17 feet above the bed of Unionville Brook. A concrete corewall runs along the axis of the dam and ties in with the spillway training walls. The crest varies in width from 40 to 90 feet, and is sparsely covered with grass. Several large trees are growing near the downstream edge of the crest. The concrete spillway crest, at the right end of the dam, is 29.5 feet long and about 3 feet below the lowest part of the top of the dam. The low level outlet is a 24 inch pipe through the dam controlled by a gate operated by a hand wheel floor stand located in a concrete block gatehouse on the upstream slope. Based upon the visual inspection at the site and past performance, the dam is judged to be in poor condition. No evidence of structural instability was observed in the earth embankment, other than minor surface sloughing. Deterioration near the base of the right spillway training wall could have become a stability concern, but was repaired during the spring of 1979. Areas requiring attention include trees on the downstream slope and seeps at several locations along the toe of the downstream slope. Based on our hydraulics computations, the spillway capacity is 463 cfs, which is equivalent to approximately 20% of the routed test flood outflow.

The dam and its appurtenant structures are in good condition. The dam will pass the Probable Maximum Flood (recommended Spillway Design Flood) without overtopping the dam. Some recommended measures to be undertaken by the owner, should include the establishment of metering points for seepage measurement and periodic inspections of the dam. It is not urgent to implement these recommendations.

Book excerpt: Lake Winnemaug Dam is an earth embankment approximately 500 feet long with a maximum height of about 15 feet. The upstream slope of the embankment is approximately 1H:1V and the downstream slope is about 1.5H:1V. The top of the dam is about 20 feet wide and it is a paved road. The overflow drop spillway is located about 100 feet from the right abutment and consists of an 18.5-foot long concrete weir, a cascading step section and a 4-foot high by 10-foot wide culvert through the embankment. The original purpose of the dam is unknown; however, the lake is currently used for recreation purposes. The peak test flood inflow for Lake Winnemaug Dam is 3,460 cfs. The routed test flood outflow of 2,010 cfs overtops the dam by about 0.8 feet. The spillway is capable of discharging 770 cfs or about 38 percent of the routed test flood outflow prior to overtopping of the dam. A breach of the dam would result in a 7.8-foot increase in the stream depth (3.8 feet above the channel banks) at the initial downstream damage area. The dam appears to be in poor condition. Numerous structural deficiencies, such as slope failures, seepage, and toe erosion were observed during the visual inspection. The embankment is overgrown with brush and trees and contains a number of rodent holes. The reservoir cannot be drained in an emergency because the outlet pipe control valve is inoperable.

Book excerpt: The Farmington Reservoir Dam is an earth embankment impounding an unnamed tributary to the Pequabuck River and is reported to have been built in 1895. The dam (including spillway) is 760 feet long and eight (8) feet wide at the top. The dam has a maximum impoundment capacity of 64 acre-feet and is about 8 feet in height from the toe of the downstream slope to the top of the dam. The spillway is a 32 foot long, and 2.8 foot high, concrete, ogee shaped weir. There is no information available on outlet pipes. Based upon the visual inspection at the site and past performance, the dam is judged to be in poor condition. There are areas requiring attention, monitoring, and maintenance such as seeps along the toe of the embankment, erosion on the upstream and downstream slopes, location and operation of outlet and inlet structures and valves, and removal of trees. Peak inflow to the impoundment at the test flood is 315 cfs; peak outflow is 250 cfs with the maximum stage in the reservoir at 383.7, or 1.0 foot below the top of the dam. Based on this information the dam is not expected to overtop at the test flood condition. The spillway capacity with the pool at top of dam is estimated to be 525 cfs which is greater than 100% of the routed test flood outflow.

Book excerpt: This flood control project consists of a dam and dike which are earth embankments at 3H:1V with good grass cover and a top width of 12 feet. The dam is approximately 3060 feet long and 31 feet high. The dike is approximately 475 feet long and 28 feet high. The principal spillway consists of a reinforced concrete riser, a 30 inch RCP through the dam and a reinforces concrete impact basin. The emergency spillway is a 130 foot wide grassed earth channel at the eastern end of the dam. The reservoir is normally empty except for a small sediment pool. Based on the visual inspection, review of design information, and past operational performance, the dam and dike are judged to be in GOOD condition. There is some erosion due to vehicle trespass and animal burrows were noted in the embankments. The maximum outflow capacity of the spillways with the water level at the top of the dam is 3580 cfs, which is 185 percent of the test flood outflow.

The portion of the dam from the spillway 185 feet to the left is an earthen embankment on the upstream side of a rubble masonry retaining wall. The remaining portion of the dam to the left of the retaining wall is an earthen embankment. According to the existing information, a rubble masonry corewall exists from the spillway 260 feet to the left. The spillway is reported as a 50-foot-wide concrete weir flowing to a steep channel cut into natural rock formations. A 16 inch diameter high level intake approximately 900 + or - feet to the right of the dam was used as a supply main. The supply main is operable, however the reservoir is not used as a water supply due to the turbidity and poor color quality of the water. A 12 inch, low level inlet passes through the dam, but is presently inoperable. Based upon visual inspections at the site and past performance history, the dam is judged to be inf air condition. No evidence of structural instability in the retaining wall or the embankment portions of the dam was observed. However, the masonry retaining wall is very irregular making it impossible to detect any misalignment or movement of the wall. There are areas requiring attention. Based upon our hydraulic computations, the spillway capacity is 850 cubic feet per second, which is equivalent to approximately 28 percent of the Test Flood. Peak inflow to the reservoir is 3,500 cubic feet per second; peak outflow (Test Flood) is 3,000 cubic feet per second with the dam overtopped 0.8 feet.

Book excerpt: Crystal lake is an earthen embankment dam with a maximum height of 50 feet and a length of 130 feet. The upstream and downstream slopes are faced with riprap. The dam has a water control structure with a 36-inch diameter outlet pipe controlled by two sluice gates and a stop log spillway. The dam impounds Crystal lake which is used for recreational purposes. The lake has a storage volume of 350 acre-feet. Based upon the height of the dam, the size classification is intermediate. The dam is judged to be in generally fair condition. The crest is level, and no lateral movement was observed. The vertical and horizontal alignment of the dam is good. Some minor erosion along the dam adjacent to the left abutment was noted. The riprap paving on the upstream face is in good condition. The rockfill downstream face is also in good condition. Small trees and scrub brush are growing on the upstream and downstream slopes and could cause problems if not removed. The total capacity of the water control structure and the 36-inch diameter outlet pipe is adequate to pass the spillway test flood with a freeboard of 0.8 feet.

Book excerpt: Upper Lake Phipps is impounded by Dam No. 1, an earth embankment dam with a stone masonry corewall, located at the eastern end of the Lake, and Dam No. 2, a stone masonry, concrete, and earth structure located near the southwest end of the Lake. A low causeway located on the north side of the Lake separates the Lake from a smaller pond. Dam NO. 1 has a top width of 10 feet, a maximum height of 29 feet, and a length of 345 feet. The dam consists of two sections separated by a bedrock knob located near the center of the dam. Dam No. 2 consists of a stone masonry and concrete buttress wall with an upstream earth embankment. The dam has a maximum height of 14 feet and an overall length of 190 feet, including a 20 foot long overflow spillway located at the right end of the dam. The spillway consists of a concrete cap on a stone masonry weir with 2.7 feet of freeboard from spillway crest to the top of Dam No. 2; Dam No. 1 is another 0.3 feet higher. Based on the visual inspection, the dams are judged to be in poor condition. Features that could affect the future integrity of the dams are seepage downstream of Dam No. 1 and through the masonry wall of Dam No. 2; brush and trees present on the crests and slopes of both dams; continued erosion and slumping of the upstream slope of both dams; deterioration and movement of the masonry portions of Dam No. 2; and the unknown condition or existence of a low level outlet or blowoff line. The Test Flood inflow of 390 cfs results in a routed outflow of 240 cfs and a freeboard from water surface to the top of Dam No. 2 of 0.4 feet.

A central portion of the earth dam is comprised of a high area of natural ground to within a horizontal distance of 20 feet from the left spillway abutment. The spillway is a 15 foot long broad crested concrete weir of trapezoidal cross-section with vertical concrete training walls. The low level outlet is an approximately 1 foot square conduit through the spillway section. The flow through the conduit is regulated by a hand operated submerged gate mechanism adjacent to the upstream face of the spillway section. Based upon the visual inspection at the site and past performance, the dam is judged to be in poor condition. There was erosion evident on the upstream slope and crest of the dam, as well as numerous footpaths on the downstream slope. There were also significant amounts of seepage observed on the downstream slope and along the downstream toe of the dam. Other deficiencies include trees and brush on the dam embankment and a low beach area adjacent to the left end of the dam. Based upon hydraulics computations, the spillway capacity is 180 cfs which is equivalent to 113 percent of the routed Test Flood outflow. It should be noted that the above figures assume the low area at the left end of the dam to be raised to the top of the dam.

Book excerpt: The 140 foot long dam is an earth embankment, the top of which, at elevation 154.5, is approximately 15 feet above the streambed of Belcher Brook. A drop inlet at a flow line elevation about 4.5 feet below the top of the dam, is the spillway facility. A wooden gate extending the full 7.5 foot depth of the structure is the low level outlet, however it is apparently stuck in a closed position. The inlet structure feeds an arched brick culvert which has an estimated chord length of 7 feet and an effective depth of approximately 3 feet, due to heavy siltation. A recent partial collapse of the brick culvert where it abuts the downstream low-level outlet headwall caused partial blockage of the culvert as well as an approximately six foot wide cavity and sloughing to the crest of the dam on the downstream slope. Based on the visual inspection at the site and past performance, the dam is judged to be in very poor condition. Evidence of instability was noted in the form of a collapse of the outlet conduit and a subsequent failure of the downstream slope of the dam. There are other areas requiring attention as well. Based upon the hydraulics computations, the spillway capacity is 180 cfs to the top of the dam, which is equivalent to 72% of the routed test flood outflow.

Book excerpt: The dam is located on a tributary of the Connecticut River on the town line of Bolton and Vernon, Tolland County, Connecticut. It is an earthfill structure approximately 625 ft. long with a maximum depth at its center of 26 ft. The crest width varies from 12 to 15 feet. A vertical granite masonry wall extends from the downstream side of the crest to the bed of Lydall Brook below. The visable part of the upstream embankment has a 1 on 2 to 1 on 3 slope with a riprap face. The downstream embankment consists of cobbles and boulders piled against the face of the masonry wall on an approximate 1 on 1.5 slope. The dam is in generally good condition. It appears to be structurally stable at the present time under normal conditions. Based on its small size and high hazard classification in accordance with the Corps' guidelines, the test flood is 1/2 the PMF. The spillway will pass only about 44 percent of the test flood and is considered inadequate. Recommendations to improve dam safety are: (1) Increase spillway capacity; (2) Replace 6-in. discharge pipe and relocate valve; (3) Add riprap near the center on the downstream side; (4) Divert spillway discharge away from the toe of the dam.

Book excerpt: Wintonbury Dam consists of an earth embankment, approximately 1,625 ft. long, with a top width of 12 ft. and a maximum height of 23 ft. The principal spillway consists of a two stage reinforced concrete intake riser discharging through a 30 inch, 145 ft. long reinforced concrete pipe under the dam embankment. The emergency spillway is a trapezoidal grassed channel 110 ft. wide at the control section with its crest 4.5 ft. below the top of the dam. Based on visual inspection and review of available plans and reports, Wintonbury Dam is judged to be in good condition. Some features found existing that could affect the stability of the dam are wheel ruts on the crests and slopes, damage by burrowing animals, and sloughing and eroding of the east and west slopes of the downstream pool area. The dam is a flood control project and therefore the reservoir is dry except during periods of heavy rainfall. With the reservoir dry, the inspection could not reveal seepage conditions. The spillway is capable of passing 300 per cent of the routed test flood outflow without overtopping the dam. The storage capacity to the top of the dam is 1,750 ac.-ft. and up to the test flood level is 1,240 ac.-ft.

Book excerpt: The dam is generally comprised of a 401-foot long, 10 to 28 foot high main spillway, a head gate building, an overflow canal spillway and a canal leading to two 8 foot diameter penstocks used in electrical power generation. There are two inoperable gates located in the main dam. The dam is normally operated with two feet of flashboards above the spillway crest. The visual inspection did not disclose any findings that indicate an immediate unsafe condition. The 1 /2 PMF test flood used will produce an inflow/outflow of 70,830 cfs. The dam is a run-of-the-river type and the spillway crest would be overtopped by about 14 feet. The spillway has a capacity of 29,500 cfs (42 percent of 1/2 PMF outlfow) at elevation 166.6, top of non-overflow section. The non-overflow section is overtopped by about six feet. This flow would not overtop the upstream training walls which are at elevation 174.0. The overall condition of the dam is considered fair due to the lack of adequate draw down capacity. Remedial measures consist of removing vegetation from the downstream face of the dam, further observation of seepage at the right abutment, repair the wooden crest cover, and develop a formal warning system to warn downstream areas in case of an emergency.

Areas of the dam should be studied in order to monitor its behavior such as the central downstream slope which is swampy and shows considerable seepage and the deteriorated spillway channel. The drainage area contributing to the dam is 4.68 square miles. The routed test flood peak outflow (Probable Maximum Flood) is 5,295 cfs which will overtop the dam by 1.21 feet. The project will pass only 29 percent of this peak outflow before overtopping the dam.

Book excerpt: This facility is a 400 foot long concrete gravity dam across the Farmington River consisting of a 40 foot long right abutment housing three low level sluicee gates, a 300 foot long spillway, and a 60 foot long left abutment with a brick gatehouse housing six intermediate level sluice gates. The hydraulic height of the dam is approximately 33 feet. The six sluices in the left abutment discharge to a 640 foot long canal feeding a powerhouse at the end of the canal, which is not presently in use. The canal was excavated in the left riverbank and is lined with a concrete wall on the right side and a masonry wall on the left side. Based upon the visual inspection at the site, existing data, and past performance, the dam is judged to be in fair condition. No evidence of immediate structural instability of the dam or its appurtenances was observed, however, there is spalling of concrete on the abutments, canal walls, powerhouse bulkhead, and most probably on the crest and downstream face of the spillway and there is a seep at the juncture of the right abutment of the dam with the adjacent bedrock riverbank. The spillway capacity to the top of the dam is 33,000 cfs, which is equivalent to approximately 40% of the routed test flood outflow.
