During the Transitional Period a spate of new policies and strategies defining the development priorities, goals and implementation instruments of the new regime led by the EPRDF was introduced. This work is a synthesis of various sectoral policies and an attempt to trace the genesis of the policies, highlight the continuities, significant departures and other salient features. Each of the reviews in this digest briefly analyses the critical elements of the policies, identifies major gaps in the conceptualisation of the policy as well as the achievements registered and the challenges encountered in its implementation. The authors also try to identify the outstanding issues to be addressed by policymakers and suggest remedies. The policy reviews have been grouped into three parts and presented under social, economic and governance sectors.

Book excerpt: The National Policy on Women (Women's Policy) formulated in 1993, aimed to create appropriate structures within government offices and institutions to establish equitable and gender-sensitive public policies. The Government of Ethiopia in 1995, under its new constitution, renewed its commitment towards this policy. The government initiated an ambitious and extensive process of regionalization, whereby new regional boundaries were demarcated and administrative powers devolved to regional governments which were authorized to implement all development policies. This represented a departure from the earlier practice of centralized project management by ministries. This more participatory and decentralized form of governance made the implementation of the national policy a more challenging endeavor. There was correspondingly a great need to build the delivery capacity of the regional governments. While the central level of government promoted gender-sensitive policies and development interventions, very little was known about the constraints and issues at the regional levels.

Book excerpt: The Fourth World Conference on Women, Beijing, 1995, embraced gender mainstreaming as a viable strategy to tackle the multifaceted drivers of gender inequality. In-line with this the Government of Ethiopia adopted mainstreaming approaches in the different sectoral ministries, internal processes, programs and projects, supported by the Ethiopiau2019s National Policy on Women (u201cWomenu2019s Policyu201d), formulated in 1993, and formulation of a Gender Directorate in 2008, under the Federal Ministry of Health (FMOH). However, in terms of pursuing and implementing gender mainstreaming, many countries, including Ethiopia faced challenges due to lack of conceptual clarity and technical tools on how to mainstream gender, monitor, and evaluate progress. Despite efforts made by the Ethiopian health sector to set-up an institutional structure and allocate staff and budget for gender mainstreaming, the process was not based on clear direction and agreed terms with each of the internal departments and processes with in the Ministry. To address these challenges Pathfinder International Ethiopia, in close partnership with the Ethiopia FMOH, initiated technical and advocacy efforts to support development of FMOH gender mainstreaming strategy and policies and ensure they are understood and operationalized. Pathfinder International Ethiopia developed a Gender Mainstreaming Training Manual and trained health managers and providers on conducting gender analysis and mainstreaming gender at all levels. Pathfinder actively advocated with the MOHu2019s Women and Youth Affairs Directorate to develop a standard national guideline for gender mainstreaming. As a result of this advocacy, policy, and training support the MOH initiated a technical working group to articulate the gender related gaps and opportunities across the six building blocks of the health system. Gender issues were identified in each block, required interventions were designed, a monitoring and evaluation framework was established in collaboration with key stakeholders leading the health system and service delivery. Specific checklists were developed identifying roles and responsibilities of each unit to increase accountability in closing gender gaps. This process finally yielded the development of the Ethiopian Health Sector Gender Mainstreaming Manual, which set the bar for gender integration work high and laid an example for other sectors to do the same.

The aim of this analysis is to support ongoing efforts to implement Plan for Accelerated and Sustained Development to End Poverty (PASDEP) vision. The significant progress in addressing key dimensions of gender disparities such as education shown in this report as well as in the recent annual progress report on the implementation of PASDEP in 2006-2007 suggests that current policy directions are proving effective. At the same time this report highlights the need to complement the existing emphasis on broad based interventions with additional targeted interventions which might address the specific constraints experienced by some groups. Further, based on the evidence from a few detailed evaluations of some existing programs, the study highlights how policy making in this area should include more emphasis on considerations of effective implementation and monitoring. This report is structured as follows. Chapter two presents a set of stylized facts on gender disparities in Ethiopia, including both trends over the last decade and current comparisons between Ethiopia and other countries. Chapter three looks in greater detail at the main drivers of gender disparities, focusing on factor markets. Chapter four looks at the economic pay-offs of decreasing gender inequality. Chapter five identifies a few priority areas for policy intervention.
