The National Park Service (NPS) spends millions of dollars annually to maintain the buildings, roads, bridges, monuments, hiking trails, and utility systems on the more than 79 million acres of developed and undeveloped land which comprise the national park system. GAO visited nine NPS units in 1983 and found that attention had not always been given to systematically maintaining facilities, and that NPS had not provided adequate maintenance policy, guidance, or training. At seven of the parks visited, GAO found that park superintendents were not determining or requesting the funding needed to properly maintain park assets, properly accounting for maintenance resources, or assessing the efficiency and effectiveness of their maintenance activities. Superintendents at these seven parks agreed that they did not have the necessary information about their maintenance operations and did not know whether their maintenance activities were effective or efficient. NPS has estimated that the cost of developing and implementing an effective maintenance management system would be less than $10 million. GAO believes that the cost of such a system could be justified by the large annual NPS maintenance budget, the current maintenance problems, and the potential to recapture development and implementation costs through reduced maintenance costs, increased productivity, and other benefits.

Book excerpt: Pursuant to a congressional request, GAO examined the National Park Service's (NPS) maintenance needs, focusing on the: (1) adequacy of funding and the effect of maintenance deferrals; (2) impact of current funding levels on maintenance staffing; (3) condition of its roads and the adequacy of road maintenance funding; and (4) ability of its new Maintenance Management System to address maintenance problems. GAO found that: (1) fiscal year (FY) 1987 funding shortfalls totalling $1.9 billion have forced 75 percent of NPS managers to defer some needed maintenance, resulting in the deterioration of park assets; (2) 81 percent of the managers had inadequate maintenance staffing at the FY 1987 funding level; (3) most managers projected that continued maintenance deferrals could cause the total loss of some park assets; (4) the condition of some park assets posed health and safety threats to visitors; (5) although half of the NPS roads were in poor condition, funding was inadequate to prevent further decline; and (6) NPS has begun to install the system at each of the park units, but it is too early to assess its impact on NPS ability to identify, report, and address maintenance needs.

In 2015, the agency estimated that its deferred maintenance on these assets was $11.9 billion. GAO was asked to review how the Park Service manages its maintenance needs. This report examines, among other things, (1) agency allocations to maintain assets in fiscal years 2006 through 2015, (2) the amount and composition of the agency's deferred maintenance in fiscal years 2009 through 2015, and (3) how the agency makes maintenance decisions. To conduct this work, GAO analyzed Park Service allocation data for fiscal years 2006 through 2015 and deferred maintenance data in fiscal years 2009 (first year data for all assets was available) through 2015 (most current data available); reviewed planning and guidance documents and compared the process for making asset management decisions to guidance developed by the National Academies, among others; and interviewed Park Service officials at headquarters, all seven regions, and 21 park units selected to include those with large and small amounts of deferred maintenance, among other things. This sample is not generalizable to all park units. "

Over the years, estimates of the amount of deferred maintenance throughout the national park system have varied widely sometimes by billions of dollars.
