NNSA's mission is protect the American people by maintaining a safe, secure, and effective nuclear weapons stockpile; by reducing global nuclear threats; and by providing the U.S. Navy with safe, militarily effective naval nuclear propulsion plants. The FY2016 National Defense Authorization Act called for the National Academies, in partnership with the National Academy of Public Administration, to track and assess progress over 2016-2020 to reform governance and management of the enterprise. Governance and Management of the Nuclear Security Enterprise assesses the effectiveness of reform efforts and makes recommendations for further action.

NNSA oversees eight contractor-operated sites that execute its programs. Two programs make up 1/3 of this budget: Readiness in Technical Base and Facilities (RTBF) Operations of Facilities, which operates and maintains weapons facilities and infrastructure, and Stockpile Services, which provides R&D and production capabilities. This report determines the extent to which NNSA¿s budget justifications for: (1) RTBF Operations of Facilities; and (2) Stockpile Services are based on the total costs of providing these capabilities. Also discusses the implications of a smaller stockpile on these costs.

This report is the second in a series of reports to be issued over 2017â€"2020 as part of that study.

The National Defense Authorization Act for Fiscal Year 2011 includes a provision for GAO to report annually on NNSA's nuclear security budget materials. This is the sixth year that GAO has undertaken work in response to this provision. This report assesses the extent to which NNSA's fiscal year 2017 nuclear security budget materials (1) differ, if at all, from its budget estimates and plans for modernization activities as presented in its fiscal year 2016 budget materials and (2) align with NNSA's modernization plans. GAO analyzed NNSA's fiscal year 2016 and 2017 nuclear security budget materials associated with those years' Stockpile Stewardship and Management Plans, and interviewed officials from NNSA and the Office of Management and Budget. Congress needs this information to carry out its oversight responsibilities and make budgetary decisions. The National Defense Authorization Act for Fiscal Year 2017 required NNSA to implement a common financial reporting system across all sites. Separately, in 2013, NNSA awarded a single M&O contract for the Y-12 and Pantex sites, which included a requirement to consolidate the two sites’ business systems. This report examines (1) the status of the effort to consolidate the business systems at Y- 12 and Pantex and the extent to which CNS and NNSA followed guidance and leading practices, and (2) the steps NNSA has taken in implementing common financial reporting across all eight sites and the extent to which this effort follows leading practices. GAO is making seven recommendations, including that NNSA should implement a common work breakdown structure and should follow leading practices to collect and document requirements to define project scope.

Such information is also needed by Congress to carry out its oversight responsibilities and make budgetary decisions. However, meaningful cost analysis of NNSA programs, including comparisons across programs, contractors, and sites, is not possible because NNSA's contractors use different methods of accounting for and tracking costs. The National Defense Authorization Act for Fiscal Year 2014 required NNSA to develop and submit to Congress a plan to improve and integrate its financial management. An explanatory statement accompanying the act included a provision for GAO to review the adequacy of NNSA's plan. This report evaluates the extent to which NNSA's plan (1) addresses the objectives of the act and (2) follows leading practices for planning. GAO reviewed NNSA's plan and compared it with legislative requirements and leading practices for planning and interviewed NNSA officials.

NNSA directed its M&O contractors in 2011 to implement CAS-systems designed and used by contractors to assure their own performance-that NNSA could also leverage for oversight purposes and thereby improve efficiency. To determine the extent to which to use contractor-generated information made available through CAS, NNSA is to apply a framework for evaluating the risk of contractors' activities, their past performance, and their CAS maturity. GAO was asked to review NNSA's implementation of its framework for using CAS. This report examines the extent to which NNSA has fully established policies and guidance for using information from CAS to (1) oversee M&O contractors and (2) evaluate M&O contractors' performance; and whether NNSA has determined it has sufficient, qualified personnel to implement its framework for using information from CAS for these two purposes. To conduct its work, GAO surveyed all NNSA field offices and analyzed key policies and guidance on NNSA's use of information from CAS.
