The Center of Military History first published this work in 1956 as a textbook for senior ROTC courses. Since then it has gone through a number of updates and revisions, but the primary intent has remained the same. Support for military history education has always been a principal mission of the Center, and this new edition of an invaluable history furthers that purpose. The history of an active organization tends to expand rapidly as the organization grows larger and more complex. The period since the Vietnam War, at which point the most recent edition ended, has been a significant one for the Army, a busy period of expanding roles and missions and of fundamental organizational changes. One of the most common criticisms of the U.S. plan to invade Iraq in 2003 is that too few troops were used. The argument often fails to satisfy anyone for there is no standard against which to judge. A figure of 20 troops per 1000 of the local population is often mentioned as the standard, but as McGrath shows, that figure was arrived at with some questionable assumptions. By analyzing seven military operations from the last 100 years, he arrives at an average number of military forces per 1000 of the population that have been employed in what would generally be considered successful military campaigns. He also points out a variety of important factors affecting those numbers-from geography to local forces employed to supplement soldiers on the battlefield, to the use of contractors-among others.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Unfortunately, while militiamen showed willingness to fight, they were untrained, undisciplined, and ill-equipped. These raw volunteers had no muskets, and many did not know how to use the weapons once they had been issued. Though established by the Constitution, state militias found themselves wholly unprepared for war. The federal government was empowered to use these militias to "execute the laws of the Union, suppress insurrections, and repel invasions;" but in a system of divided responsibility, it was the states' job to appoint officers and to train the soldiers. Edward Skeen reveals states' responses to federal requests for troops and provides in-depth descriptions of the conditions, morale, and experiences of the militia in camp and in battle. Skeen documents the failures and successes of the militias, concluding that the key lay in strong leadership. He also explores public perception of the force, both before and after the war, and examines how the militias changed in response to their performance in the War of 1812. After that time, the federal government increasingly neglected the militias in favor of a regular professional army.

Book excerpt: This book offers a new insight into when and why paramilitary groups in Afghanistan engage in protective or predatory behavior against the civilians they purportedly defend. In Afghanistan’s counterinsurgency environment, America leaned on militias to provide order and stabilize communities cut off from weak central government institutions. However, the lucrative market of protection challenged militia loyalty, as many engaged in banditry, vendettas, and predation. This book examines the varying militia experiments in Afghanistan from 2001 to 2020 and their outcomes through three sub-national case studies. It argues that successful militia experiments in Afghanistan involved inclusion of local orders, where communities had well-established social structures and accountability mechanisms in place, and state patrons relied upon those structures as a restraint against militia behavior. Complementary management ensured patrons leaned on communities for strong accountability systems. But such environments were far from the norm. When patrons ignored community controls, militias preyed on civilians as they monopolized the market of protection. This book adds to the rich literature on the U.S. experience in Afghanistan, but differs by focusing on the interplay between states, communities, and militias. This book will be of much interest to students of military and strategic studies, Asian politics, security studies and International Relations.

Book excerpt: "Recent discussions about granting direct commissions as field-grade officers (major, lieutenant colonel, and colonel) to people with highly-desirable civilian experience are often couched in terms of "that was done during World War II." Responses that such wartime commissions were temporary commissions in the Army of the United States (AUS), rather than in the Regular Army (RA), are usually met with blank looks. During World War II, almost all Army commissions--the authorization from the government that gives a military officer the right to command--were temporary AUS commissions. The AUS commission saw continued use in limited numbers after the war, but has been in hiatus since the early 1980s. The AUS commission was the last of several types of temporary commissions the United States government used to expand the Army officer corps during wartime. The use of temporary commissions to provide enough officers to lead the quickly growing ranks was the standard practice during most of the major wars fought by the United States until after the end of the Vietnam War, varying only in the type of commission and method for raising additional wartime forces. Only since 1980 has the US Army sought to wage war without issuing some sort of temporary commission to expand the officer corps"--

Private military companies such as the Wagner Group are more like heavily armed multinational corporations than the Marine Corps. Their employees are recruited from different countries, and profitability is everything. Patriotism is unimportant, and sometimes a liability. Unsurprisingly, mercenaries do not fight conventionally, and traditional war strategies used against them may backfire.
