Book excerpt: The United States does not have a cogent National Military Strategy supportive of its current National Security Strategy. The relationship between the National Security Strategy and the National Military Strategy is such that military strategy draws direction from national strategy. The military means are not aligned with the political object. The history of strategic military theory demonstrates that the Clausewitzian relationship between the two must exist to achieve national objectives for foreign policy to succeed. The relationship is fractured because the 1997 National Military Strategy is out of date and the 2001 Quadrennial Defense Report cannot fill the void because it does not support the preemption corollary in the 2002 National Security Strategy and its sub-strategies. The national strategy also places a premium on the use of force in pursuit of national interests while the goals and tenets of the 2001 Quadrennial Defense Report remain fixed upon how and what to change the military into. The fracture reveals that the Department of Defense does not appreciate the totality of the change in today's global environment. The Department of Defense can mend the strategic fracture by publishing a National Military Strategy that answers the employment and force structure demands of the national strategy. Military transformation efforts cannot be ignored. However, transformation is an adjunct of strategy and it will naturally occur through adaptation to the new global security environment. (37 refs.)

Book excerpt: As the United States transforms from threat-based to capabilities-based combat operations, one must examine the ability of existing international laws, domestic directives, and Service regulations and training programs to protect American military and civilian prisoners of war, detainees, and hostages while under enemy control. This thesis explores the impact of The National Military Strategy of the United States of America 2004 (NMS) security environment on existing Code of Conduct (CoC) training. A thorough examination and comparison of the existing legal framework to the future components of warfare provides a new context through which to evaluate existing CoC training programs and determine the overall applicability of the course content to the expanded spectrum of captivity. The Department of Defense must compensate for the lack of effective international protection by designing a conduct-after-capture program that addresses the rapidly changing conditions of different captivity situations. This thesis reveals that the existing CoC training programs and SERE skill sets lack the flexibility to enable the isolated person to rapidly adjust to changes in the future captivity environment and proposes a core captivity curriculum that provides an adaptable set of skills designed to enable the captive to survive and return with honor regardless of the captor or location of captivity. What capabilities does U.S. strategy demand of its military instrument? Where are the major capability gaps, and how should they inform Army Transformation to ensure the future expeditionary Army has the right campaign qualities? This paper argues that the major capability gap in today's force - and vital for future campaigns - is the ability to conduct stabilization. It begins with exploring the changes in U.S. strategy that are the impetus behind the need for greater capacity to conduct post conflict stabilization and reconstruction. Then, it analyzes the emerging role of the Army in post-conflict operations in the context of modern combat to more fully understand the specific requirements of stabilization. The paper then develops an operational concept - progressive stabilization - that complements the Army's concept of rapid decisive operations while improving its ability to contribute to long-term conflict resolution. It outlines three key force attributes an expeditionary force structure must have to provide the requisite mix of combat and stabilization capabilities. Finally, this paper builds on those attributes to suggest three areas where Army leaders must make near-term adjustments in the Modular Force to ensure the nation has a truly expeditionary force with the campaign capacity for both rapid decisive operations and stabilization.
