Book excerpt: "A National Security Strategy for A New Century," the Clinton Administration's 1997 national security strategy statement to Congress, is remarkable in that it embraces a wide range of competing national interests deemed as "vital." An obvious fault in this strategy statement is that it tries to acknowledge each and every interest across the domestic and international political spectrum, while failing to properly identify those that are truly vital. More so, it fails to elucidate a clear and concise national strategy to deal with them. The critical national interests that have been at the core of our nation's success and lasting durability - enhancing physical security, bolstering U.S. economic prosperity, and promoting democracy abroad are appropriately covered. There is, however, a lack of meaningful suggestions on how to achieve the plethora of ends desired. There is no discernable plan that ties all the "ends" together with the appropriate "means" to achieve those ends. In essence, the plan set forth is one of "reactive" or "just in time" diplomacy that has failed to take a hard look at the resources (means) in which to accomplish national goals (ends). National interests, as defined by the Clinton administration, fall into three categories. First, "vital interests," are those of broad overriding importance to the survival of the safety and vitality of the nation. Second, "important national interests," are those that do not affect our national well being and safety, but could affect our well being and the character of the world in which we live. Third, "humanitarian interests," are those that are values based (e.g., humanitarian actions and gross violations of human rights). An inherent flaw in the Administration's strategy is that it struggles to define what interests are vital, important, and humanitarian, and how to differentiate between competing interests in a prioritized manner that could achieve the end states desired.

Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. The six strategic priorities set forth in the Strategy fail to accomplish the intent of a priority list, that is to provide choice when confronted with fewer means than required to meet objectives. The purpose of this paper is to outline the major contributing factors to the administration's ineffective priority list and propose required changes. This must be done if the nation wants a priority list that minimizes contradiction, maximizes effectiveness, focuses strategy, and produces policy that meets the nation's objectives. A priority list is the result of sound, systematic development of national interests, objectives, and resource allocations to meet desired objectives. This critical work lacks precision in the Clinton National Security Strategy. Specifically, interests and objectives are too loosely defined, the link between available resources and objectives is not evident, and priorities are not focused.

An essential starting point in developing a NSS is to determine the ends to be achieved by differentiating between specific national interests based upon threats to those interests that are not threat-based. Determining the degree of national interests within the global landscape allows the ends to be prioritized, helps determine the costs and risks of achieving or enhancing those interests, and allows decision makers a focus for making choices among short-term and long-term policies. The current NSS, "A National Security Strategy for a New Century," fails to differentiate between the nation's specific national interests and concomitant threats because it hinges on a foundation of five key, but questionable, assumptions. This paper explores potential liabilities inherent in those assumptions and proposes that the United States must undertake a critical analysis of its national interests and threats to serve as the bedrock for development of a future NSS.

Book excerpt: The current National Security Strategy is supposed to be the means by which the Nation expresses its fundamental national security goals, identifies national interests, and matches these interests with the necessary tools to implement the strategy on a daily basis around the world. However, the current national security strategy contains critical shortcomings. Its articulation of national objectives and interests is too broad to be truly meaningful. It prescribes a single strategy of Selective Engagement for the entire world, ignoring the possibility that that particular strategy may be appropriate for some regions but wholly counter-productive for others. In addition, by failing to link both means and ends in national security, this capstone document for American national security lacks one of the fundamental characteristics of a sound strategy. This monograph asks whether it is possible for the United States to develop a single grand strategy that articulates and prioritizes national interests in specific regions of the world, adopts a specific strategy to best meet those interests, and prioritizes the various tools available -- diplomatic, economic, and military -- to bring that strategy to life. The monograph includes a logical series of steps that might make it possible to design such a grand strategy: identifying key American interests, determining the proper time frame for the strategy, identifying the different regions of the world for the development of an accompanying regional sub-strategy, and finally matching these with the appropriate tools to carry each strategy through. The utility of designing such a strategy is measured against three specific criteria: feasibility, necessity, and desirability. The monograph concludes that creating a more comprehensive strategy is certainly feasible, very much necessary, and clearly desirable at this point i.
