INTRODUCTION As chairman of the N. E. A. Commission on Revision of Elementary Education, I asked Professor Terman, in 1919, to accept responsibility for the preparation of a subcommittee report on the value of intelligence tests in school reorganization. It was Professor Terman's understanding that several hundred dollars would be available from the treasury of the National Education Association for the purpose of defraying the expenses of a somewhat detailed investigation of school grading by mental tests. As the expected funds were not made available at a sufficiently early date, certain changes were necessary in the plans of the subcommittee. Instead of an investigation of the entire question, de novo, it was decided to offer brief summaries and interpretations of typical experiments already under way in a number of school systems of the country which have for their purpose the adjustment of school methods, curricula, and organization to the individual differences of pupils as shown by mental tests. The result is this little book, which is offered to the educational public in the belief that it will prove of interest and help to the increasing thousands of teachers and school administrators who use mental and educational tests but are often at a loss to know what adjustments to make in the light of their test results. The New Non-Reading Intelligence Tests (NNRIT) comprise three tests for use with separate age groups: NNRIT 1 is for pupils aged 6:2 to 8:10; NNRIT 2 is for ages 7:2 to 9:10; and NNRIT 3 is for ages 8:2 to 11:10 in primary schools and 10:2 to 13:10 for average- and lower-ability students in secondary schools. These are group tests are presented orally by the teacher, enabling general ability to be assessed independently of reading. The NNRIT tests assess aspects of language and thinking that are not necessarily represented in measures of pupil attainments, and help to pinpoint low-achieving and slow-reading pupils who may nevertheless have high underlying ability. Fully updated and restandardised on over 8000 pupils, the NNRIT tests retain the administrative simplicity which makes them so easy to give and score. This revision updates the item vocabulary and contexts, while also reducing the number of questions - from 80 to 60 items per test - making administration and scoring even quicker. Each test takes about 30-35 minutes to give. The NNRIT tests do not employ reading, pictorial or numerical items, and the oral administration allows poor readers to do themselves full justice. Each test comprises four language-based subtests - which one?, odd-one-out, analogies and opposites - each prefaced with two practice questions, and expresses a pupil's ability as a standardised score. The same marking template can be used with all three tests.

Based on feedback to the author, this revised edition also includes tests for children up to the age of 15. The tests were used to give a teacher some idea of how much could be expected of each child, so that the class, when practicable, could be divided into groups of varying abilities, which could proceed at paces suited to their respective capacities. It was felt that if ‘inborn intellectual deficiencies’ could be identified at an early age the children could have ‘special treatment’, or in certain cases be placed in a ‘special school’, rather than be potentially written off as ‘lazy’. Today this can be read and enjoyed in its historical context.
