Book excerpt: The autonomous province of Vojvodina in Serbia is little-known in the English-speaking world, even though it is a territory of high significance for the development of Serbian national identity. Vojvodina's multi-ethnic composition and historical experience has also encouraged the formation of a distinct regional identity. This book analyses the evolution of Vojvodina's identity over time and the unique pattern of ethnic relations in the province. Although approximately 25 ethnic communities live in Vojvodina, it is by no means a divided society. Intercultural cohabitation has been a living reality in the province for centuries and this largely accounts for the lack of ethnic conflict. Vassilis Petsinis explores Vojvodina's intercultural society and shows how this has facilitated the introduction of flexible and regionalized legal models for the management of ethnic relations in Serbia since the 2000s. He also discusses recent developments in the region, most notably the arrival of refugees from Syria and Iraq, and measures the impact that these changes have had on social stability and inter-group relations in the province.

Book excerpt: Seeking to explain the difficult cases of delayed democratic transition in the Western Balkans, recent literature argues that 'national identity' significantly limits the effectiveness of external actors' political conditionality. This argument is tested in this article by investigating Serbia's co-operation with the International Criminal Tribunal for the former Yugoslavia (ICTY), which was demanded by the United States and the European Union (EU). The findings show that incidents of Serbian co-operation with the ICTY were not preceded by widespread national identity change; rather, co-operation occurred when Serbia was faced with consistent external pressure and the immediate prospect of small-scale rewards. Conditionality thus remained effective. These findings challenge theoretical arguments that issues of national identity may impede external actors' projection of power, independently of domestic actors' cost-benefit calculations. Moreover, they suggest that, in the future, external actors such as the EU may continue to rely upon political conditionality for their democratization agenda, even concerning domestically sensitive issue-areas.

Book excerpt: The increasing number of states transitioning from authoritarian rule over the last twenty years has prompted scholars to develop more robust definitions of democracy. Specifically, calls among social scientists for more dynamic models of democratic transition have included a need in identifying a particular "quality" of democracy that exceeds earlier models of procedural electoral regimes. However, even these deeper understandings of democracy that account for civic institutions, regime transparency, social justice, and the rule of law often fail to account for how states can develop a more robust democratic society. The divide between theories of "thick" democracy and the increasing number of illiberal democratic regimes that operate within a hybrid system of democratic and authoritarian practice has, I believe, encouraged greater research into a reexamination of the relationship between politics and culture. This study argues that a political movement, regardless of ideology or orientation, that roots itself within specific historical and cultural narratives of a community, enjoys greater degrees of social control and public acceptance. Conversely, a movement that ignores national symbols and historical narratives risks both political irrelevancy and social disengagement. Through an examination of historical documents, historical school textbooks, 2008 presidential and parliamentary election campaign material, personal interviews, and polling data collected from research institutions throughout Serbia and Europe, I argue that the legitimacy and saliency of either democracy or authoritarianism is dependent on how political elites shape their personal strategies and goals to be congruent with collective identity.

Book excerpt: Annotation An examination of the trajectory of Serbia's dissidence, from its origins in the 1950s to its consolidation in the early 1980s around the defence of civil and human rights. Yugoslavia's breakup in 1991 and the wars that followed in its wake have been widely blamed on Serbian nationalism. Most analyses, however, have not examined this nationalism in the years before Slobodan Milosevic's rise to power, when its principal articulators were opposition intellectuals. Jasna Dragovic-Soso asks why this strong and apparently democratic opposition movement subsequently turned towards an extreme form of nationalism and had by the end of the 1980s accepted Milosevic's undemocratic policies. Based on the author's extensive primary source research and interviews with key protagonists, Saviours of the Nation examines both the causes and the consequences of the opposition's transformation into a nationalist force. High-lighting the role of historical context, it argues that three main factors contributed to theintellectuals' elaboration of a radical nationalist ideology: abandonment of cultural "Yugoslavism" in conjunction with the post-Tito crisis of the state, difficulties in solving the thorny "Kosovo question, " and relationships between the dissidents and their Slovenian counterparts.

By building on ontological security theory, this work conceptualises critical situations as radical disjunctions that challenge the ability of collective agents to ‘go on’. These ontological crises bring into the realm of discursive consciousness four fundamental questions related to existence, finitude, relations and autobiography. In times of crisis, collective agents such as states are particularly attached to their ontic spaces, or spatial extensions of the self that cause collective identities to appear more firm and continuous. These theoretical arguments are illustrated in a case study looking at Serbia’s anxiety over the secession of Kosovo. The author argues that Serbia’s seemingly irrational and self-harming policy vis-à-vis Kosovo can be understood as a form of ontological self-help. It is a rational pursuit of biographical continuity and a healthy sense of self in the face of an ontological crisis triggered by the secession of a province that has been constructed as the ontic space of the Serbian nation since the late 19th century.
