Book excerpt: The second of Gilbert Rozman's contributed volumes on East Asian national identity traces how efforts to draw a sharp divide between one country's identity and that of another shape relations in the post-Cold War era. It examines the two-way relations of Japan, South Korea, and China, introducing the concept of a national identity gap to estimate the degree to which the identities of two countries target each other as negative contrasts. This concept is then applied to China's reinterpretation from 2009-11 of the gap between its identity and that of the United States. Each pairing represents a key relationship through which an Asian country has historically shaped its identity, and is striving to reshape it. The volume begins with experts' analyses of how Japan, South Korea and China have changed their diplomatic environment in Asia in order to transform identity. In the second half of the book, Rozman reflects on the discomfort all three East Asian countries have from excessive dependence on the United States. He concentrates on Chinese discourse in particular, as analyzed through the ideological, temporal, sectoral, vertical, and horizontal dimensions of national identity. Even if foreign policy turns more cautionary for a time, Rozman argues that China's inflammatory identity discourse, which remains at an intensity unmatched in the other countries, will continue to have a chilling effect on prospects for pragmatic diplomacy with the U.S.

These books analyzed how these countries' national identities suffered through their relation to modernization, and examined how the national identity of each differed from the other two and how those differences were shaped by the relation of each country to the United States. In this third volume, Rozman examines Russia together with China. The Sino-Russian Challenge to the World Order argues that China and Russia's national identities are much closer to each other than usually thought, and are growing even closer. Moreover, the closeness of their identities comes neither from their prerevolutionary pasts nor from today's practical politics, but rather from habits carried over from their communist periods, even though the ideological dimensions of their identities have weakened since 1990.

Book excerpt: Seventy years have passed since the end of the Asia-Pacific War, yet Japan remains embroiled in controversy with its neighbors over the war’s commemoration. Among the many points of contention between Japan, China, and South Korea are interpretations of the Tokyo War Crimes Trial, apologies and compensation for foreign victims of Japanese aggression, prime ministerial visits to the Yasukuni Shrine, and the war’s portrayal in textbooks. Collectively, these controversies have come to be called the “history problem.” But why has the problem become so intractable? Can it ever be resolved, and if so, how? To answer these questions author Hiro Saito mobilizes the sociology of collective memory and social movements, political theories of apology and reconciliation, psychological research on intergroup conflict, and philosophical reflections on memory and history. The history problem, he argues, is essentially a relational phenomenon caused when nations publicly showcase self-serving versions of the past at key ceremonies and events: Japan, South Korea, and China all focus on what happened to their own citizens with little regard for foreign others. Saito goes on to explore the emergence of a cosmopolitan form of commemoration taking humanity, rather than nationality, as its primary frame of reference, an approach increasingly used by a transnational network of advocacy NGOs, victims of Japan’s past wrongdoings, historians, and educators. When cosmopolitan commemoration is practiced as a collective endeavor by both perpetrators and victims, Saito argues, a resolution of the history problem—and eventual reconciliation—will finally become possible. The History Problem examines a vast corpus of historical material in both English and Japanese, offering provocative findings that challenge orthodox explanations. Written in clear and accessible prose, this uniquely interdisciplinary book will appeal to sociologists, political scientists, and historians researching collective memory, nationalism and cosmopolitanism, and international relations—and to anyone interested in the commemoration of historical wrongs. Book excerpt: Major IR theories, which stress that actors will inevitably only seek to enhance their own interests, tend to contrive binaries of self and other and ‘inside’ and ‘outside’. By contrast, this book recognizes the general need of all to relate, which they do through various imagined resemblances between them. The authors of this book therefore propose the ‘balance of relationships’ (BoR) as a new international relations theory to transcend binary ways of thinking. BoR theory differs from mainstream IR theories owing to two key differences in its epistemological position. Firstly, the theory explains why and how states as socially-interrelated actors inescapably pursue a strategy of self-restraint in order to join a network of stable and long-term relationships. Secondly, owing to its focus on explaining bilateral relations, BoR theory bypasses rule-based governance. By positing ‘relationality’ as a key concept of Chinese international relations, this book shows that BoR can also serve as an important concept in the theorization of international relations, more broadly. The rising interest in developing a Chinese school of IR means the BoR theory will draw attention from students of IR theory, comparative foreign policy, Chinese foreign policy, East Asia, cultural studies, post-Western IR, post-colonial studies and civilizational politics.

Book excerpt: This book examines the relationship between national identity construction and current foreign policy discourses on Russia in selected European Union member states in 2014–2018. It shows that divergent national discourses on Russia derive from the different ways in which the country was constructed in national identity. The book develops an interpretive theoretical framework and argues that policy makers’ agency can profoundly influence the contestation between different identity narratives. It includes case studies in policy areas that are of primary importance for EU–Russia relations, such as energy security (the Nord Stream 2 controversy), the Ukraine crisis and Russia’s military intervention in Syria. Focusing on EU member states that have traditionally taken different stances vis-à-vis Russia (Germany, Poland and Finland), it shows that at the peak of the Ukraine crisis national discourses converged towards a pragmatic, but critical narrative. As the Ukraine crisis subsided and new events took centre stage in foreign policy discussions (i.e. the Syrian civil war, international terrorism), long-standing and identity-based divergences partly re-emerged in the discourses of policy makers. This became particularly evident during the Nord Stream 2 controversy. Deep-rooted and different perceptions of the Russian Other in EU member states are still influential and lead to divergent national agendas for foreign policy towards Russia. So argued the CBC in 1985 in its evidence to the Caplan/Sauvageau Task Force on Broadcasting Policy. Richard Collins challenges this assumption. He argues in this study of nationalism and Canadian television policy that Canada's political sovereignty depends much less on Canadian content in television than has generally been accepted. His analysis focuses on television drama, at the centre of television policy in the 1980s. Collins questions the conventional image of Canada as a weak national entity undermined by its population's predilection for foreign television. Rather, he argues, Canada is held together, not by a shared repertoire of symbols, a national culture, but by other social forces, notably political institutions. Collins maintains that important advantages actually and potentially flow from Canada's wear national symbolic culture. Rethinking the relationships between television and society in Canada may yield a more successful broadcasting policy, more popular television programming, and a better understanding of the links between culture and the body politic. As the European Community moves closer to political unity, the Canadian case may become more relevant to Europe, which, Collins suggests, already fears the ?Canadianization? of its television. He maintains that a European multilingual society, without a shared culture or common European audio-visual sphere and with viewers watching foreign television, can survive successfully as a political entity ? just as Canada has.
