His assassination in February 2005 almost tipped the country into civil strife. Yet Hariri was neither a militia leader nor from a traditional political family. How did this outsider rise to wield such immense political and economic power? Citizen Hariri shows how the billionaire converted his wealth and close ties to the Saudi monarchy into political power. Hariri is used as a prism to examine how changes in global neoliberalism reshaped Lebanese politics. He initiated urban megaprojects and inflated the banking sector. And having grown rich as a contractor in the Gulf, he turned Lebanon into an outlet for Gulf capital. The concentration of wealth and the restructuring of the postwar Lebanese state were comparable to the effects of neoliberalism elsewhere. But at the same time, Hariri was a deeply Lebanese figure. He had to fend against militia leaders and a hostile Syrian regime. The billionaire outsider eventually came to behave like a traditional Lebanese political patron. Hannes Baumann assesses not only the personal legacy of the man dubbed 'Mr Lebanon' but charts the wider social and economic transformations his rise represented.

A limited government with a strong confessional division of power and a built-in checks and balance mechanism prevented the emergence of dictatorship or monarchy. On the other hand, a chronic weak state has complicated efforts for nation building in favour of sectarian fragmentation, external interventions, and strong polarization that periodically brought the country to the verge of total collapse and civil war. While examining Lebanese sectarian politics of conflict and concession during different historic junctures many revelations are made that underlie the role of domestic and international forces shaping the country’s future. Book excerpt: This collective volume contributes to the conceptual understanding of Arab youth and their relationship to politics by making explicit how civic engagement in seemingly ‘apolitical’ fields can be conceived as a form of political activism. In speaking with Algerian, Tunisian, Lebanese, and Syrian youth civic activists who also participated in their country’s uprisings in 2011 or 2019, what is striking is their own insistence on the continuity between direct political protest and their civic engagement. Yet at the same time, these activists almost universally qualify their civic engagement as expressly ‘apolitical’. Such reflections beg two questions: how do youth understand the notion of ‘apolitical’ engagement, and on what premise do they see continuity between political protest and so-called ‘apolitical’ civic engagement? To answer these questions, the studies draw on the analytical tools of practice theory, reconceptualizing ‘youth’ as a generational practice of politics, meaning a ‘competent performance’ of shared knowledge and understandings of what constitutes politics and the political. In conceiving of youth in these terms, this unorthodox collection – representing multidisciplinary and multilinguistic research and blending theoretical and practitioner perspectives – is able to bring to the fore how youth comprehend and indeed dichotomize their collective action with ‘politics’. Book excerpt: Seeking to explain Lebanon’s behavior in the international arena during the 2006 war between Hezbollah and Israel, this book offers a critique of both systemic and sub state factors in determining foreign policy decisions. The Making of Lebanese Foreign Policy illustrates how systemic theories are limited in terms of explaining foreign policy decisions because they largely ignore the role of internal, or sub state, factors. Within Lebanon, foreign policy is split between the interests of different internal Lebanese groups working in alliance with external actors. The competing interests of these internal groups compromise the cohesion of the Lebanese state and its capacity to promote its own interests above those of the different internal groups. The example of Lebanon during the 2006 war thus demonstrates the importance of these sub state factors in influencing state behaviour on an international level. Arguing that a more pluralistic approach is necessary in order to understand the conditions that affect the foreign policy making of the Lebanese state, this book fills an important gap in the literature on the topic and will be of interest to students of International Relations, Middle East Studies and Islamic Studies amongst others.

Book excerpt: This book is about the laissez-faire strategy for economic development, a strategy inspired by neoclassical/mainstream economics, advocated by the “Washington Consensus”, and implemented by the Bretton Woods institutions. Mainstream economics has taken legitimacy from the historical failure of command economies. But this view has not been balanced by an examination of the performance of laissez-faire economies, the closest to the pure market model. Lebanon provides a unique test case in this regard. The book assesses Lebanon’s development during 1948-2002, including its industrial and financial performance. The dynamics of the laissez-faire system is separately studied from a Post-Keynesian perspective, highlighting institutional behavior. It is found that laissez-faire is not a sufficient condition for economic development, and can even be counterproductive.
