Book excerpt: This manual provides procedures for the National Guard (NG) Chemical, Biological, Radiological, and Nuclear (CBRN) Response Enterprise (NG-CRE) which includes Homeland Response Forces (HRF) and Chemical, Biological, Radiological, and Nuclear, and High-Yield Explosive (CBRNE) Enhanced Response Force Package (CERFP) unitsThis compilation also includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.The NRF is based on tiered responses to national emergencies: First Tier - Local Response. First responders: fire, rescue, law enforcement, and emergency medical services provide immediate aid and support for safeguarding public health and safety. Second Tier - State Response. Incidents exceeding Tier-1 force capabilities require the activation of State civil and military forces. For example, additional civilian teams, such as State Hazardous Materials (HAZMAT) teams, Fire and Rescue units, State Police units, State Health Department assets, and the NG are used to augment first responder resources. Third Tier - Federal Response. Governors can request assistance from the President of the United States if it is determined their State's incident-response requires additional support. Under an approved Presidential Emergency Declaration, Federal agencies identified in reference d provide assets to support the Governor. An incident command (IC) is established to provide assistance and management of the emergency support functions of the incident. Federal response assets available to the IC may include the Federal Bureau of Investigation (FBI) HAZMAT Response Unit, the Department of Energy's radiation assessment teams, Federal Emergency Management Agency (FEMA), the National Disaster Medical System, the National Medical Response System, the NG, United States Northern Command (USNORTHCOM) and United States Pacific Command (USPACOM).

Book excerpt: In 2009, the Office of the Secretary of Defense directed the creation of 10 National Guard Homeland Response Force (HRF) units to provide regional chemical biological radiological nuclear and explosive (CBRNE) and disaster response in each of the 10 FEMA regions beginning in September 2011. The HRF was selected to fill a regional CBRNE capability gap. The HRF concept is a 566-person National Guard unit tasked to provide command, CBRNE assessment, decontamination, casualty care, logistics, security, and rescue in support of civilian officials during a regional-level CBRNE event or disaster. With domestic response mission and overseas deployment requirements, the HRF faces the difficult challenge of meeting both civilian response and military battlefield standards. Although some DoD organizations have had similar domestic response missions, no precedent for the HRF exists. The HRF reflects an evolution of military units with CBRNE and disaster related missions beginning in the 1990s. Government and private criticisms of these previous DoD CBRNE include wasted tax dollars, poor training strategies, and poor links to National Planning Scenarios. This thesis provides lessons learned from case studies of previous U.S. and Israeli CBRNE and disaster response organizations while recommending standards that the new HRF can use for improved implementation.

Book excerpt: Weapons of Mass Destruction Civil Support Team Management - This regulation instruction prescribes policies, procedures, and responsibilities governing the employment of National Guard Weapons of Mass Destruction - Civil Support Teams (WMD-CSTs) in support of the National Guard homeland security, homeland defense, contingency operations, special events, incident of national significance, and Defense Support of Civil Authorities (DSCA) mission. National Guard CBRNE Enhanced Response Force Package Management - This regulation delineates the responsibilities and details the processes and procedures for management of the National Guard (NG) Chemical, Biological, Radiological, Nuclear, and high-yield Explosive (CBRNE) Enhanced Response Force Package (NG CERFP). In the United States, the civil emergency management structure manages the consequences of the release of a Weapon of Mass Destruction (WMD) involving CBRNE devices. The National Guard leverages its war fighting capability to support the civil authorities by providing a disciplined, well trained, and well equipped organization to supplement local, state, and federal efforts to manage the potentially catastrophic effects of terrorism, or provide special technical support to augment specific needs of the Incident Commander (IC). NG CERFPs are designed and trained to provide search, extraction, medical triage, and decontamination of casualties during CBRNE events and advice and assistance to the IC, State Emergency Management, the State's Joint Forces Headquarters (JFHQ-State), the Adjutant General, the Governor, and other key officials, including representatives of federal agencies. The capabilities of the NG CERFP for search, extraction, medical triage and treatment, decontamination, and remains recovery can also be used in support of natural disasters where individuals have been trapped in structures and/or require decontamination from exposure to toxic materials such as petroleum products, pesticides, raw sewage, and structure debris that have been spread through flooding, explosion, or other means. This regulation establishes the processes and standards for synchronized, integrated, and seamless NG CERFP employment on short notice to assist local and state governments in protecting public health and safety. The teams are intended to coordinate operations with multiple response partners at the local, state, and federal levels--including Department of Defense (DOD) forces. The National Guard Bureau (NGB) is responsible for managing the CERFP program. GAO assessed (1) how well CERFPs are prepared to perform their mission and how such readiness is measured and reported; (2) how effectively CERFPs coordinate with incident response partners and how well this is evaluated; and (3) the effectiveness of the CERFPs' command and control framework. GAO reviewed program documentation, surveyed National Guard and emergency management officials from 27 states, observed training exercises, and interviewed DOD, NGB, and CERFP officials.

The establishment of the Weapons of MassDestruction (WMD)–Civil Support Team (CST) program is one of the measures that has been implemented to support the defense of the Homeland.The WMD-CST program mission is to support civil authorities at domestic chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) incident sites by identifying CBRNE agents and substances, assessing current and projected consequences, advising on response measures, and assisting with appropriate requests for additional support. This includes the intentional or unintentional release of CBRNE and natural or man-made disasters in the United States that result, or could result, in the catastrophic loss of life or property. As the “state governors' 911 forces for WMD,” WMD-CSTs provide direct support to the front lines of local,state, and federal emergency response organizations. WMD-CST operations are conducted primarily in civil environments—urban, rural, industrial, or suburban areas—and in hot or cold weather. WMD-CSTs currently operate within the United States, its territories, and possessions while in Title 10 U.S. Code (USC) or Title 32 USC status.This manual serves as the foundation for WMD-CST doctrine and focuses on the organization, mission, command and control (C2), and operations of the WMD-CST. It discusses employment concepts, planning considerations, capabilities, and the type of support that WMD-CSTs can provide during a response. This information should be shared with key decision makers at local, state, and federal levels.Unless stated otherwise, masculine nouns or pronouns do not refer exclusively to men. The term state does not refer exclusively to the 50 United States but also includes the District of Columbia and the territories of Guam, Puerto Rico, and the U.S. Virgin Islands. The term adjutant general does not refer exclusively to the adjutants general of the 50 states and territories, but also includes the commanding general (CG) of the District of Columbia.This publication applies to the Active Army, the Army National Guard/Army National Guard of the United States, and the United States Army Reserve, unless otherwise stated.
