It is one of two dams on the University of Missouri Franklin Horticultural Farm. The spillway consists of a channel excavated through the left abutment. It is lined with concrete rubble masonry with three concrete transverse sills. It has a bottom width of about 50 feet. Our inspection and evaluation indicates that the spillway does not meet the criteria set forth in the recommended guidelines for a small dam having a high hazard potential. The spillway will pass 25% of the Probable Maximum Flood without overtopping the dam. Other deficiencies noted during the inspection are erosion of the upstream face at two locations, trees and shrubs growing along the waterline, seepage along the downstream toe from the left end to the right abutment trough, inlet sill of spillway blocked by beaver dam, small trees and brush growing on reservoir side of inlet sill, and downstream channel from spillway is overgrown with trees and brush.

The spillway of this dam meets this criteria. The spillway will pass the 100-year event as well as 75% of the Probable Maximum Flood (PMF) without overtopping the dam. The Probable Maximum Flood (PMF) is defined as the flood that may be expected from the most severe combination of critical meteorologic and hydrologic conditions that are reasonably possible in the region. Seepage and stability analyses comparable to the requirements of the 'Recommended Guidelines for Safety Inspection of Dams' were not available, which is considered a deficiency. These analyses should be obtained in the future.

The Probable Maximum Flood is defined as the flood discharge that may be expected from the most severe combination of critical meteorological and hydrologic conditions that are reasonably possible in the region. It was determined that the reservoir can store approximately 5 percent of the Probable Maximum Flood without overtopping the dam. The evaluation also indicates that the reservoir cannot accommodate the ten-percent chance flood without overtopping the dam.

Deficiencies visually observed by the inspection team were minor seepage through the spillway weir wall, erosion on the upstream embankment, minor deterioration of the concrete weir, separation of riprap, brush growth on both faces of the structure, and a slide area on the downstream face. There were no observed deficiencies or conditions existing at the time of the inspection which indicated an immediate safety hazard. Future corrective action and regular maintenance will be required to correct or control the described deficiencies.
