Their estimate of the potential damage zone extends 6 miles downstream of the dam. The inspection and evaluation indicates that the spillway does not meet the criteria set forth in the guidelines for a dam having the above size and hazard potential. The spillway will pass 15 percent of the Probable Maximum Flood (PMF) without overtopping. The spillway will not pass the 100-year frequency flood without overtopping (15 percent of the PMF is smaller than the 100-year flood). The embankment and appurtenances inspected appear to be in good condition. However, the unlined spillway presents a potentially dangerous situation that should be corrected.

Book excerpt: The dam is a compacted earthfill structure between earth abutments. The top width is 35 feet for a distance of 150 feet to the right of the spillway while the remainder of the top of dam has been disguised by the dumping of fill material over the downstream face. The total length of the dam is 410 feet between the right abutment and the spillway. The spillway is an earthcut, uncontrolled, open channel and is cut into the left abutment of the dam. No low level outlets or outlet works were provided for this dam. The inspection and evaluation by the consultant's inspection team indicate that the spillway of Smith Lake Dam does not meet the criteria set forth in the guidelines for a dam having the above size and hazard potential. It was determined that the reservoir/spillway system can accommodate approximately 65 percent of the Probable Maximum Flood without overtopping the dam. The evaluation also indicates that the reservoir/spillway system can accommodate the one-percent chance flood (100-year flood) without overtopping.

The dam is in the high hazard potential classification, which means that loss of life and appreciable property loss could occur in the event of failure of the dam. For its size and hazard category, this dam is required by the guidelines to pass one-half PMF to the PMF. The spillway of this dam will pass only 20 percent of the PMF without overtopping the dam. Since the spillway for Sweetwater Dam is not capable of passing a minimum of one-half (50 percent) of the PMF without overtopping the dam, the spillway is considered inadequate. The inspection team observed heavy tree growth covering the downstream slope of the dam and spillways. Potential exists for other deficiencies such as rodent holes to be found after the trees and brush have been removed. The downstream slope of the dam was eroded considerably in the area of the right abutment where flow from the right spillway has occurred int he past. Seepage and stability analyses are not on record as recommended in the guidelines, which is considered a deficiency that should be rectified.

Ewing Dam is in the intermediate size classification since it is more than 40 feet high, but less than 100 feet high, and impounds more than 1,000 acre-feet but less than 50,000 acre-feet of water. Our inspection and evaluation indicates that the spillway of Ewing Dam does not meet the criteria set forth in the guidelines for a dam having the above size and hazard potential. Ewing Dam is an intermediate size dam with a high hazard potential required by the guidelines to pass the Probable Maximum Flood without overtopping. It was determined that the spillway will pass 48 percent of the Probable Maximum Flood without overtopping the dam. Our evaluation indicates that the spillway will pass the 100-year flood; that is, a flood having a 1 percent chance of being equalled or exceeded during any given year.

Significant hazard potential category structures will be those located in predominantly rural or agricultural areas where failure may damage isolated homes, secondary highways or minor railroads or cause interruption of use or service of relatively important public utilities. The main dam is classified as small in the dam size category because its height is less than 40 feet, and it impounds less than 1,000 acre-feet of water. The check dam, which is three feet in height, forms a continuous barrier to the impoundment created by the main dam. The spillway of C & A Lake Dam does not meet the criteria set forth in the guidelines for dams having the above size and hazard potential. C & A Lake Dam being a small size dam with a significant hazard potential, is required by the guidelines to pass from 100-year to one-half of the Probable Maximum Flood without overtopping. Since there is significant hazard potential downstream of the dam and because of its location just upstream of a highway, the appropriate spillway design flood for C & A Lake Dam is one-half of the Probable Maximum Flood.

The St. Louis District Corps of Engineers has classified this dam to have a high downstream hazard potential. Failure of this dam could threaten life and property. The results of the inspection and evaluation indicate that the spillway does not meet the criteria given in the Guidelines for a dam with the size and hazard potential of No Name 550 Dam. It is calculated that the spillway can pass a 100-year flood without overtopping the dam. It was also estimated that the spillway could pass 90 percent of the PMF without overtopping the dam and without significant erosion of the embankment. However, flows greater than 32 percent of the PMF would cause significant erosion of the wing dam constriction. Adequate overflow facilities and freeboard should be provided so that the impoundment can handle the PMF without overtopping the crest and without significant erosion of the embankment or spillway. Gravel has been mined from the dam crest. This has the effect of reducing available freeboard and the dam's ability to retain runoff. This is a deficiency which should be corrected.
