Book excerpt: The purpose of Dresser No. 4 Dam is to impound tailings from a barite separation and beneficiation operation. The dam completely encircles the impoundment except for a 300-foot wide breach at the north (up-stream) end where the structure failed in 1975. The dam cannot retain water in its present state because of this breach in the dam. This dam is classified as large. The U.S. Corps of Engineers has classified it as having a high downstream hazard potential to indicate that failure of this dam could threaten life and property. The damage zone, estimated by the U.S. Corps of Engineers, extends about 6 miles downstream of the dam. Since the embankment cannot retain water, the overtopping potential of the embankment was not analyzed. Instead, studies were made to estimate the amount of flow that could occur in the diversion ditch (located to the west and south of the impoundment) under different flood conditions. It was calculated that the diversion ditch could pass a 100-year flood probably without significant erosion of the ditch or adjacent embankment toe. However, it was estimated that the ditch cannot pass 50 percent of the Probable Maximum Flood without significant erosion of the ditch and adjacent embankment materials.

Runoff from the watershed is diverted around the impoundment via diversion ditches. This dam is classified as intermediate size. The U.S. Corps of Engineers has classified this dam as having high downstream hazard potential to indicate that failure of this dam could threaten life and property. The damage zone estimated by the U.S. Corps of Engineers extends approximately eight miles downstream of the dam. Information provided by the Corps of Engineers and the inspection indicates that about five dwellings, two railroad bridges, a highway bridge and the town of Mineral Point with about eighty dwellings are within this damage zone. The results of the inspection indicate the absence of facilities for discharging floodwater and inadequate freeboard and that the dam does not meet the criteria given in the Guidelines for a structure with the size and hazard potential of No Name 587 Dam. As an intermediate size dam with a high hazard potential, the Guidelines specify that the discharge capacity and/or storage capacity should be capable of safely handling the Probable Maximum Flood (PMF) without overtopping the crest.

Based on these guidelines, the St Louis District, Corps of Engineers (SLD), has determined that this dam has a high hazard potential; we concur with this classification. The damage zone length, as determined by the St Louis District, Corps of Engineers, extends approximately two miles downstream. Within the damage zone are several occupied dwellings. The dam is classified as small due to its 180 ac-ft storage volume. The dam height is approximately 16 ft. The small dam classification includes dams having a storage volume between 50 and 1000 ac-ft, or a height between 25 and 40 ft. Our inspection and evaluation indicate the dam is in generally poor condition. The major deficiencies noted were inadequate spillway capacity, the heavy growth of trees and bushes on the dam, the presence of animal burrows and lack of maintenance and periodic inspections. Seepage and stability analyses comparable to the requirements of the 'Recommended Guidelines for Safety Inspection of Dams' were not available, which is considered a deficiency.

Also deemed as a deficiency is the lack of any stability or seepage analyses.
