Book excerpt: Various deficiencies were noticed during the inspection and are considered to have an adverse effect on the overall safety and future operation of the dam. Several inches of subsidence or erosion of the downstream slope of the dam, along the alignment of the 12-inch discharge pipe for the 42-inch diameter drop inlet spillway located near the center of the dam, was observed. Minor wearing away at the waterline of the upstream face of the dam was noticed. The condition is not considered serious at this time but continued erosion of this slope will reduce the dam cross section. At the time of the inspection, it could not be determined if the 10-inch sanitary sewer passing beneath the dam can be isolated if necessary in order to prevent loss of foundation soils, should collapse of the sewer beneath the dam occur. Voids resulting from loss of materials into the sewer will provide a passageway for seepage that may develop into a piping condition and subsequent failure of the dam.

The inspection and evaluation indicates that the combined spillways do not meet the criteria set forth in the guidelines for a dam having the above size and hazard potential. The combined spillways will pass 14 percent of the Probable Maximum Flood without overtopping. The Probable Maximum Flood is defined as the flood discharge that may be expected from the most severe combination of critical meteorologic and hydrologic conditions that are reasonably possible in the region. The guidelines require that a dam of small size with a high downstream hazard potential pass 50 to 100 percent of the PMF. Considering the low height of dam (33 feet) and the small storage capacity (103 acre-ft), fifty percent of the PMF has been determined to be the appropriate spillway design flood. The 100-year flood (1 percent probability flood) will not overtop the dam. The 1 percent probability flood is one that has a 1 percent chance of being exceeded in any given year.

Book excerpt: The Pierce Lake Dam, Missouri Inventory Number 30999, was inspected. This dam is classified as small due to its 37 ft height and storage capacity of 681 ac-ft. A small dam is one which is less than 40 ft in height and impounds less than 1000 ac-ft of storage. The St. Louis District, Corps of Engineers, has classified this dam high hazard; we concur with this classification. The estimated damage zone, as determined by the St. Louis District, Corps of Engineers, extends approximately five miles downstream. The community of Richwoods and several other occupied structures are located within the estimated damage zone. The inspection and evaluation indicate that the dam is in generally poor condition. Specific deficiencies that were noted are insufficient spillway capacity, very steep downstream slope, high erodibility of the embankment materials and lack of maintenance and periodic inspections. Also deemed as a deficiency is the lack of any stability or seepage analyses.

Book excerpt: Spring Lake Dam is an earthfill structure approximately 21 feet high and 400 feet long at the crest. The appurtenant works consist of a drop-inlet pipe principal spillway and a trapezoidal channel cut into natural ground at the left abutment which acts as an emergency spillway. Our inspection and evaluation indicates that the spillway has not met the criteria set forth in the guidelines for a small size dam in the high hazard potential category. This structure has the capability to hold and pass approximately 40 percent of the Probable Maximum Flood (PMF) before overtopping. The dam appeared to be in fair condition. Deficiencies visually observed by the inspection team were: (1) a row of trees (approximately 8) along the upstream face of the dam; (2) a significant potential for restriction to flow into the principal spillway intake; (3) some minor erosion on the downstream face of the dam; (4) the emergency spillway channel is partially obstructed by six steel drums and a fence; and (5) minor seepage into the principal spillway conduit from within the embankment.

Other deficiencies visually observed by the inspection team were trees, bushes, and seepage on the downstream embankment slow and toe; erosion gullies and sloughing on the downstream embankment slope; minor wavewash on the upstream embankment slope; and undermining of the downstream ends of the primary and emergency discharge structures.
